No. 7160, otherwise known as the Local Government Code of 1991; WEEREAS, the Committee on Laws and Ordinances of the Sangguniang Panlalawigan, with the technical assistance of the provincial planning and Development Officer, and Provincial Land Use Committee (pLUC), have conducted initial review and study on said ordinance and found out that the same was enacted pursuant to Section aa7 @) (2) (ix) of R.A.     PANGASINAN HISTORY Pangasinan was among the earliest political and administrative units in the Philippines. It was officially conquered and colonized by D. Martin de Goiti in 1571. On April 5, 1572, Pangasinan was made an encomienda by the Spanish royal crown to receive instructions on the Catholic faith, which means that Pangasinan was organized under one leadership and has identity before the Spanish royal court. Eight years later, in 1580, Pangasinan was organized into a political unit under an alkalde mayor who at that time has authority as head of the province or provincial government with judicial function indicating that Pangasinan has become a province. To commemorate the day when Pangasinan became an encomienda and the year it became a province, Pangasinan celebrates April 5, 1580 as the official founding day of the Province of Pangasinan. At that time, its territorial jurisdiction included the Province of Zambales and parts of La Union and Tarlac. By the middle of the 19th century however, the northern towns of Agoo to Bacnotan were separated from the province and became parts of La Union. The provincial territory was further diminished in 1875 with the annexation of Paniqui and other towns south of it to Tarlac. Pangasinan, derived its name from the word “panag asinan” , which means “where salt is made”, owing to the rich and fine salt beds which were the prior source of livelihood of the province’s coastal towns. GEOGRAPHY Pangasinan territory covers a land area of 536,818 hectares which constitutes almost one-half (41.8 %) of the total land area of the region and 1.8 % of the total Philippine area.

Mandate: The Department of Justice (DOJ) derives its mandate primarily from the Administrative Code of 1987 (Executive Order No. 292).     Status of Lifelines 1. Power Region I - Ilocos Sur and Ilocos Norte - 100% restored (energized); Power interruption is still being experienced in three municipalities of La Union: Aringay, Bauang and Caba; and in 14 municipalities in Pangasinan (Basista, Bayambang, Dagupan City, Alcala, Bautista, Villasis, Balungao, Natividad, Rosales, San Nicolas, San Quintin, Santa Maria, Tayug and Umingan) Region II – Coverage areas of CAGELCO I were partially restored. 2. Telecommunications NCR- Pasig City: PLDT underground cable was damaged to be fixed on October 26, 2009 Region II – Communication lines (PLDT, Digitel) were partially restored. 3. Water Facilities Region I – INWAD Service is slightly brownish with presence of brown particles in 26 barangays of Bacarra, Ilocos Norte Flooded Areas/Other Incidents • Received report from the municipal mayor of Umingan, Pangasinan (Region I) on the formation of artificial dam at the top of the Caraballo Mountain ridge as the huge volume of impounded water might cause possible flooding and mudflow to Brgy Maseil-seil, Caurdenataan and Don Montano. The artificial dam was reportedly formed due to landslide incidents which impeded the normal river flow. Aerial reconnaissance and ground assessment was initially conducted by the PA and PN. Hundreds of residents in the threatened area had been evacuated by PA, LGU and PHERT. The remaining residents have been alerted for possible evacuation. • While floodwaters had subsided in most areas in Region III, there are still areas which are under 1 to 9 ft: in Pampanga – Candaba (1-8 ft), San Luis (1-5 ft), Macabebe (1-2 ft), Apalit (1-3 ft ), San Simon (1-6 ft), Masantol (1-5 ft), Minalin (1- 2 ft), Arayat (6-7 ft), Bacolor (4 ft); in Tarlac – Paniqui (2-3 ft), Ramos (1-2 ft), Anao (1-2 ft), Moncada (2 ft), San Manuel 92 ft), La Paz (3-4 ft); in Bulacan – Calumpit (1-9 ft), Hagonoy (2-6 ft), Pulilan (1-3 ft) • Received report from Pasig City, barangays still flooded namely: Pinagbuhatan, Maybunga, Palatiw, San Miguel, Bambang, Kalawaan and Maloano.
