CONCLUSION .......................... 71 X IKTRODUCTIOK Psychological warfare, with propaganda as one of its principal instrument, emerged in World War I as a lethal force which in some ways was comparable to technological advances in weaponry^ Just as aerial bombing, deadly gases and modem arms marked a new era in whole­ sale killing, so propaganda was a milestone in the battle of warring nations to control public opinion. The war did not usher in propaganda; its roots have been traced back to the Crusades and beyond. It was the "Great War," however, that produced the beginnings of today's sophis­ ticated propaganda techniques. So effective, in fact, was World War I propaganda that some scholars hold it chiefly responsible for America's decision to take up arms against Germany. These scholars base their proposition on the premise that the nation's nineteenth century hands-off diplomacy toward Europe, had it not been influenced by British propaganda, could have preserved American neutrality. They contend that the war was a typical European power struggle in which the United States had no stake. Their thesis further maintains that German-American grievances could have been resolved peacefully had Wilsonian neutrality been applied in equal measure to all belligerents* To the contrary, their proposition advances the argument that American diplomacy with Germany was, in effect, a hostile neutrality. They assert that Washington assumed an on-guard stance against Berlin — the speedy dispatch of ultimatums at the slightest provocation, a philosophy of suspicion and mistrust, the threat of severing diplomatic ties. In all of this is detected the a thread of British propaganda, stirring up aati*-German feeling in the Baited States* Pushed on by London-generated publicity, according to the argument, the United States in 191? had played out all the options which might have averted war with Germany. While the Wellington louse staff was the Government ’ s principal propaganda agency, other departments also operated miniature publicity units* lord Beaverbrook, the last war-time head of British propaganda, wrote that the service ministries were adamant about operating lade­ 's pendent agencies. In December, 1 9 1 6 , when David Lloyd George suc­ ceeded Asquith as Prime Minister, the Government began forcing the ministries to integrate their propaganda programs* This was attributed in part to the personality of Lloyd George end his determination to strengthen the system. The Department of Information was divided into four sections* Masterman's Wellington House staff continued to produce books and pamphlets. A political intelligence department was charged with assessing and analysing world public opinion as it was reflected in the foreign press* The news department prepared stories end arranged interviews for London-based foreign correspondents* The fourth section was a cinema department* Buchan was directly respon- 7 Bible to the. 'Prime Minister* Still dissatisfied, Lloyd George appointed an advisory committee to assist Buchan* The committee included two eminent publisher©, Lord Horfchcllffe and Lord Beavefbrook* Even this move failed to produce the harmony which the Prime Minister sought* He then placed a member of 8 the War Cabinet, Sir Edward Carson, in charge of the program. Leader of the Irish Unionists and Member of Parliament for Dublin University, Carson had served from May to October, 1915, as Attorney-General in the Asquith Cabinet* Resigning in the dissension which preceded Asquith's downfall, Carson returned to prominence when Lloyd George appointed him First Lord of the Admiralty. His service in that post was marked by bickering so intense that he was removed in July, 1917, and appointed to The Parliamentary Debates. Official Report. His Importance to the Department of Information did not stem from personal achievement* rather, the significance was in the stature of the man himself* His appointment demonstrated the high priority which lloyd George attached to propaganda in naming a Minister of the War Cabinet to head the program. Despite the discord, the propaganda program apparently satisfied the War Cabinet * The cabinet ’s report for 1917 noted that propaganda and publicity efforts abroad were being steadily expanded, * * the 11 outcome of which can be gauged by the result of the war itself." There remained one last move to complete the streamlining the appointment of a Minister of Information.

Morrow, Jr.) ABSTRACT This dissertation attempts to provide an understanding of the widespread anxiety, vigilantism, suppression of dissent, and violation of civil liberties that took place in the United States from 1917 to 1919 and argues that it can be found in some Americans‟ understanding of and reaction to racially-charged propaganda. As the United States inched toward war with Germany in 1915 and after declaring war in April 1917, many propagandists began referencing the allegedly inherent characteristics of Germans as evidence of German American disloyalty and the existence of a vast “Pan-German” plot to undercut or even destroy American democracy. The imagined conspiracy grew to encompass most of the fears that had plagued the Anglo Saxon middle-class since the 1870s – immigrant radicalism, race suicide, the capability of “racially inferior” immigrants to assimilate and self-govern, and the continued deference of African Americans. To many anxious Americans, Germany and German Americans became a very real entity to which these long-held fears could be transferred. American propaganda produced during the First World War, though, was not a cynical ploy to fool the American people into supporting intervention on the side of the Allies. Leading Americans – politicians, editors, and social elites – were convinced that a global German conspiracy threatened the security of the United States and hoped to enlist the American people in staving off the existential threat they believed racially degenerate Germany allegedly posed.

When international leaders refused to take action on mediation, Rosika began making plans for an unofficial, privately sponsored international meeting. Prof. Geraldine Ludbrook Graduand Flaminia Curci Matriculation Number 860960 Academic Year 2017 / 2018 ABSTRACT At the breakout of World War I many organizations for promoting peace emerged all over the world and in the United States as well, especially after the subsequent American declaration of war in April 1917. Peace movements began to look for new means for settling the dispute, and a large contribution was offered by women. World War I gave women the chance to rise their public acknowledgment and to increase their rights through war-related activities. The International Congress of Women at The Hague held in April 1915, demonstrates the great ability of women in advocating peace activities. Among the resolutions adopted by Congress stands out the Plan for Continuous Mediation without Armistice theorized by the Canadian peace activist Julia Grace Wales (see Appendix II). This thesis intends to investigate Julia Grace Wales’ proposal for a Conference of neutral nations for continuous and independent mediation without armistice. After having explored women’s activism for peace in the United States with a deep consideration to the role of women in Canada, the focus is addressed on a brief description of Julia Grace Wales’ life in order to understand what factors led her to conceive such a plan. Through the analysis of her plan and her writings it is possible to understand that her project is not only an international arbitration towards the only purpose of welfare, but also an analysis of the conditions that led to war so as to change them for avoiding future wars.
