ABSTRACT Street Architecture: Nineteenth-century Urban Buildings and the British Architectural Profession. By Julia Scalzo Doctor of Philosophy 2000 Graduate Department of History of Art University of Toronto "Street Architecture", a phrase used by British architectural -ers f?om the 1820s, described stylish smd-scale residential and commercial urban buildings that no longer adhered to urban vernacular noms. These buildings detennined much of the architectural character of modem rnetropolises, and therefore street architecture was one of the most conspicuous aspects of nineteenth-century modernity. For a century prior to World War 1 the term found its way irito most British monographs, essays, editorials and addresses on the subject of contemporary architecture. Street architecture posed problems that elicited a variety of responses, yet patterns do emerge. The unregulated nature of nineteenth-century urban architecture created streetscapes comprised of racy individualistic buildings, many of which affronted architectural propriety. When irregularly cornposed streets were deemed a relief fkom the so-cailed monotony of Georgian streets, or a by-product of the "Battie of the Styles", their variety was Picturesque and therefore respectable. However, much of this complexity was also understood as mercantile riv- that made commercial buildings compete with one ânother in scale and ostentation. Writers who defended the di& of the architectural profession objected to buildings that appealed to the public in the senrice of business interests. The discipline of urban planning was founded early in the twentieth century, in large part because government seerned poised to determine the character of all future urban architecture. Anticipating this opportunity, British architects-turned-plannersenvisioned remaking London in the image of Paris. Those whs adopted Beaux-arts ideals, âr,d even planners committed to Picturesque principles of design in Garden Cities and Suburbs, interpreted Victonan architectural exuberance as exclusively pandering to crass cornmercialisrn, and demanded that streets be composed of modest, dignüied buildings. Planners argued for new city architecture that did not cater to popular taste. In the event, urban architecture remained undisciplined and "street architecture" disappeared fkom planners' lexicon. But the history of the texm exposes the contest between architects and the ci@ that shaped planning theory in Britain in the fïrst half of the twentieth centüry. It also illuminates the vitaliw of debate occasioned by the unprecedented growth of nineteenth-century metropolises, which professional interests ultimately obscured. CONTENTS . Attention was drawn naturally to the typical commercial and domestic buildings that in the aggregate contributed most to the unprecedented size of cities and their speed of growth. Significant changes in the nature of patronage, in the character of urban buildings and in streets of buildings also demanded comment and critique. Problems associated with urban buildings in general were also relevant to other sigdcant issues of the lime, including the "Baffle of the SQdes". and the proper use of new building materials. Fînally, perhaps the most telling indication of the new importance of urban buildings is that the British architectural press deemed it necessary to use a new term in discussions regarding Spical modem buildings and streetscapes. "Street architecture" was coined and made current because of the development of average shops, commercial buildings and houses that shaped the extraordinary creature that is the nineteenth-century city. But given that street architecture was central to so many complex processes and circumstances, perhaps it is surprising that until now there has been no investigation of the meaning, role or signifkance of this term by historians of the period. The present study attempts to correct this oversight. Douglas Richardson directed my attention to this uncharted region of architectural discourse and to hirn 1 owe the genesis of this dissertation. I would also like to thank him for his forbearance as the work grew into its present shape. He made countless suggestions for its improvement, as did Robert Bowers, Francesca Scalzo and Maureen Wall. Source: Middleton Local Studies Library. 1 FOREWORD Hillcrest & Briarhill, 37-39 Rochdale Road, Middleton have not been previously studied. Until very recently, almost nothing was known about them, not even their names. They were believed to be Edgar Wood designs of the 1890s. However, they did not fit the romantic image of Wood as an vernacular revivalist. Everything was wrong about the building. It was too big, too strident, in the wrong materials and the wrong style, if it had any style at all. As a consequence, Nikolaus Pevsner avoided it in his 1969 South Lancashire edition of the Buildings of England Series, as did Clare Hartwell and Matthew Hyde in the larger 2004 volume. Even John Archer only mentioned it once. English Heritage likewise left it off when updating the area’s listed buildings in the 1980s.

Office hours By appointment Course Description This course provides an introduction to the history and development of London and its buildings. It is aimed at a wide audience, not architectural specialists. The city, together with different styles of architecture and their origins, will be explored through a combination of lectures and walking tours. Studying London’s architecture and urbanism through lectures, seminars and the physical exploration of the city enables students to discover and experience architecture and to consider the enrichment it provides to our lives and the historical context in which architectural development takes place. Students will demonstrate knowledge about and appreciation for notable works of architecture in London, employing primary source materials and visual analysis to interrogate the history of key buildings and urban infrastructure and interrogate symbolism and meaning in architecture. The course will foster the skills necessary to interpret creative works of architecture and familiarise students with key works of London’s architecture over a broad historical period covering early modern London to the present day. Lectures and field trips help students develop Historical Consciousness and provide first-hand experience of Aesthetic Exploration.     Domestic 3: Suburban and Country Houses Listing Selection Guide Summary Historic England’s twenty listing selection guides help to define which historic buildings are likely to meet the relevant tests for national designation and be included on the National Heritage List for England. Listing has been in place since 1947 and operates under the Planning (Listed Buildings and Conservation Areas) Act 1990. If a building is felt to meet the necessary standards, it is added to the List. This decision is taken by the Government’s Department for Digital, Culture, Media and Sport (DCMS). These selection guides were originally produced by English Heritage in 2011: slightly revised versions are now being published by its successor body, Historic England. The DCMS‘ Principles of Selection for Listing Buildings set out the over-arching criteria of special architectural or historic interest required for listing and the guides provide more detail of relevant considerations for determining such interest for particular building types. See https://www.gov.uk/government/publications/principles-of- selection-for-listing-buildings. Each guide falls into two halves. The first defines the types of structures included in it, before going on to give a brisk overview of their characteristics and how these developed through time, with notice of the main architects and representative examples of buildings. The second half of the guide sets out the particular tests in terms of its architectural or historic interest a building has to meet if it is to be listed. A select bibliography gives suggestions for further reading. This guide, one of four on different types of Domestic Buildings, covers suburban and country houses.

Hutterer Language of Instruction: English UO Credits: 2.0 Contact Hours: 20 Total Hours of Student Engagement (THSE) in all course activities: 60 LONDON, ENGLAND COURSE DESCRIPTION This course looks at the history of art and architecture in London—both at the city as a site of art production and at the contemporary city as a site of art exhibition. London is dense with layers of history. It is both a museum city with a rich artistic heritage as well as a monumental architectural experiment where the ancient and modern co- exist. In this two-credit class students will explore the art historical landscape of the city, covering topics from urban history to museum design and exhibition. COURSE OBJECTIVES The course will highlight the preservation, display, and perception of art and architecture as lived experiences. Students will consider the lives of buildings, the economics of art collection, and the museum exhibition as a constructed experience. At its heart, this class asks students to think critically about how art and architecture shapes and is shaped by cultural values. Student Outcomes. Upon successful completion of this course, you: • Will understand the basic urban developments of the city of London from antiquity through the Early Modern period • Learn about various historical, theoretical, and practical aspects of art/design curation • Visit multiple art/design installations and exhibitions • Write analytically about specific art/design objects and installations • Hone skills in visual analysis, critical thinking, and analytical writing INSTRUCTIONAL METHODOLOGY This course includes a three-week on-site component in London combined with pre- and post-trip work.

Introduction 1.1 This Heritage Statement report has been prepared by Turley Heritage to provide relevant and proportionate information to the local planning authority, the City of Westminster, with regard to heritage impacts, and to accompany an application for listed building consent in relation to upgrade of doors, doorframes and door surrounds at the former Piccadilly Hotel (currently known as The Dilly), Piccadilly (‘the Site’). The Site is a Grade II* listed building, which is located within the Regent Street Conservation Area. 1.2 The requirement for this report stems from Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990, which places a duty upon the local planning authority in determining applications for development or works that affect a listed building to have special regard to the desirability of preserving the building or its setting, or any features of special architectural or historic interest which it possesses. It is also a duty, with regard to applications within conservation areas, to pay special attention to the desirability of preserving or enhancing the character or appearance of that area. 1.3 The National Planning Policy Framework (NPPF) 2019, which provides the Government’s national planning policy for the conservation of the historic environment,
