A publication of the National Wildfire Coordinating Group Resource Advisor Guide PMS 313 AUGUST 2017 Resource Advisor Guide August 2017 PMS 313 The Resource Advisor Guide establishes NWCG standards for Resource Advisors to enable interagency consistency among Resource Advisors, who provide professional knowledge and expertise toward the protection of natural, cultural, and other resources on wildland fires and all-hazard incidents. The guide provides detailed information on decision-making, authorities, safety, preparedness, and rehabilitation concerns for Resource Advisors as well as considerations for interacting with all levels of incident management. Additionally, the guide standardizes the forms, plans, and systems used by Resource Advisors for all land management agencies. The National Wildfire Coordinating Group (NWCG) provides national leadership to enable interoperable wildland fire operations among federal, state, tribal, territorial, and local partners. NWCG operations standards are interagency by design; they are developed with the intent of universal adoption by the member agencies. However, the decision to adopt and utilize them is made independently by the individual member agencies and communicated through their respective directives systems. In this shiur we need to apply the principles that we learned in Part 1 to the electric shaver and understand the contemporary psak. A] THE HISTORY OF THE ELECTRIC SHAVER • 1879 - invention of the manual beard-clipping machine, mentioned by poskim at the end of the 19C. • 1898 - patents first filed for an electric razor. • 1903 - invention of the safety razor by Gillette in the US. This was marketed in Europe from 1905. • 1925 - invention of the electric safety razor and the vibro-shave. • 1931 - Jacob Schick created the first electric shaver. This was already referenced in the US poskim by 1932.1 • 1939 - Phillips began to produce the shaver with a round head. 2 • 1980s - Invention of the ‘Lift & Cut’ electric shaver. Policy Law enforcement is a profession. An officer’s individual appearance measures part of his or her professionalism. Proper, professional appearance while wearing the police uniform is a matter of personal pride for all officers. It is indicative of esprit de corps and morale within the department. Officers have an individual responsibility for ensuring their appearance reflects the highest level of professionalism. Supervisors at all levels, have a responsibility for implementing and applying the standards contained in this directive to ensure the best interests of the department, including our shared traditions and customs. This directive prescribes the requirements and standards for personal appearance and grooming while serving as an officer with the City of Tom Bean. II. Authority A. Portions of this directive are punitive. Violation of the specific prohibitions and requirements of specific portions by police personnel may result in adverse corrective action up to and including separation. III. Personal Appearance A. Officers will present a professional image at all times and will continue to set the example in police presence, both on and off duty. B. A vital ingredient of the Department’s strength and law enforcement effectiveness is the pride and self-discipline that Tom Bean Officers bring to their service through a conservative police image. It is the responsibility of supervisors to ensure that personnel under their supervision present a neat and professional appearance. Therefore, in the absence of specific procedures or guidelines, supervisors must determine an Officer’s compliance with standards in this directive. -

People are born with all of the hair follicles they are ever going to have. The average person has about one hundred thousand hair follicles. They begin to form on a fetus around the third month of pregnancy. 2 The part of the hair under the skin is known as the hair root. The hair sticking out from the skin is known as the hair shaft. The shaft is made up of dead cells that have been pushed up through the root. At the base of the hair root is a small ball-like formation called a bulb. This is where new cells are formed. -
