Februar 1971 in Wolfsburg Vorwort und Danksagung Die vorliegende Veröffentlichung wurde im Mai 2001 als Dissertationsschrift mit dem Titel „Indiens wirtschaftspolitische Reformen nach 1991: Das Fallbeispiel des Stromsektors“ an der Philosophisch-Historischen Fakultät der Universität Heidelberg eingereicht. Mein Dank gilt allen, die über einen Zeitraum von nahezu fünf Jahren durch inhaltliche, organisatorische und moralische Unterstützung einen Beitrag zur erfolgreichen Fertigstellung dieses „Projekts“ geleistet haben. Der Versuch, alle diese helfenden Hände in ihrer Vollständigkeit zu erwähnen, wäre zum Scheitern verurteilt. Zu viele Personen standen für Fragen und Gespräche zur Verfügung, zu viele persönliche Begegnungen waren bedeutend für den Fortschritt an dieser Arbeit. Diejenigen, die an dieser Stelle keine Erwähnung finden, dies aber verdient hätten, bitte ich um Verzeihung. Der erste Dank gilt ohne Zweifel meinem „Chef“ und Doktorvater Subrata K. Mitra. Er öffnete mir die Tür in die faszinierende Welt der Politik Indiens. Sowohl seine erkenntnistheoretischen Auffassungen als Wissenschaftler als auch seine moralischen Überzeugungen als Weltbürger erleichterten mir einen intellektuellen Zugang zu den Gesellschaften und politischen Systemen, und – was viel wichtiger ist – zu den Menschen des Subkontinents. So half er mir, das „andere“ wert zu schätzten, ohne es ins Obskure, Romantische oder Unerklärliche verkehren zu müssen. Seine Auseinandersetzung mit der Wechselbeziehung von Culture and Rationality hat meine Sicht der Dinge verändert. Meinen Mitstreitern am Südasien-Institut der Universität Heidelberg gilt ein besonderer Dank und Gruß. Als Kolleginnen und Kollegen, Studentinnen und Studenten und als Freunde haben sie diese Arbeit oftmals zu einer Nebensache gemacht. Bei wem anfangen und was hervorheben? Bei Markus Mayer, der mir letztendlich gezeigt hat, dass eine Doktorarbeit wirklich fertig werden kann? Bei Clemens Spieß, dem meine Bewunderung für seine intellektuellen Fähigkeiten und dem damit gepaartem Understatement gilt? Bei Michael Köberlein und Anila Chandy für ihre treue (Gast-)Freundschaft? The dissertation compares the archetypical forms of dispossession in each period and argues that they constitute different regimes of dispossession. A regime of dispossession is an institutionalized way of expropriating landed assets from their current owners or users. Each regime of dispossession is distinguished by: 1) a set of purposes for which a state is willing to dispossess land and 2) a way of producing compliance to that dispossession. Under different regimes, dispossession facilitates different kinds of accumulation with variable developmental consequences. These consequences crucially effect the long-term political stability of a regime of dispossession. Between independence in 1947 and economic liberalization in the early 1990s, India operated under a developmentalist regime of dispossession. Under this regime, the Indian state dispossessed land for state-led industrial and infrastructural projects, ensuring compliance through coercion and powerful ideological appeals to national development.

Abstract In my dissertation, I illustrate the way in which processes in contemporary urban India structure the making/ unmaking of gendered identities for young men in a working class, scheduled caste neighborhood in the western Indian city of Pune. Present day Pune, an aspiring metropolis, presents a complex socio-spatial intersection of neoliberal processes and peculiar historical trajectories of caste exclusion; this dissertation seeks to highlight how socio-spatial dynamics of the city produce and sustain gendered identities and inequalities in Pune, a city hitherto neglected in academic research. Also, my focus on young men’s gendered identities speaks to a growing recognition that men need to be studied in gendered terms, as ‘men,’ in order to understand fully the dimensions of gendered inequalities and violence prevalent in South Asian cities today. I follow the lives of young men between 16 and 30 in a neighborhood in the eastern part of Pune, who belong to a scheduled caste called Matang.
