Yet a shockingly small fraction of this research focuses on the millions of Israelis and Palestinians who share this land, their relations with one another, and how such relations could be improved so that a breakthrough might be possible. This report is both timely and necessary, and can hopefully provide a blueprint for greater international support of civil society efforts to foster conflict resolution. The Labor Party and the Peace Camp By Uzi Baram In contemporary Israeli public discourse, the preoccupation with ideology has died down markedly, to the point that even releasing a political platform as part of elections campaigns has become superfluous. Politicians from across the political spectrum are focused on distinguishing themselves from other contenders by labeling themselves and their rivals as right, left and center, while floating around in the air are slogans such as “political left,” social left,” “soft right,” “new right,” and “mainstream right.” Yet what do “left” and “right” mean in Israel, and to what extent do these slogans as well as the political division in today’s Israel correlate with the political traditions of the various parties? Is the Labor Party the obvious and natural heir of The Workers Party of the Land of Israel (Mapai)? Did the historical Mapai under the stewardship of Ben Gurion view itself as a left-wing party? Did Menachem Begin’s Herut Party see itself as a right-wing party? The Zionist Left and the Soviet Union As far-fetched as it may seem in the eyes of today’s onlooker, during the first years after the establishment of the state, the position vis-à-vis the Soviet Union was the litmus test of the left camp, which was then called “the workers’ camp.” This camp viewed the centrist liberal “General Zionists” party, which was identified with European liberal and middle-class beliefs in private property and capitalism, as its chief ideological rival (and with which the heads of major cities such as Tel Aviv and Ramat Gan were affiliated). -

The Prime Minister of the Czech Republic, Mr. Petr Ne čas, and the Prime Minister of the State of Israel, Mr. Benjamin Netanyahu, note with satisfaction the friendship and the historical partnership between the two countries, the unrelenting reciprocal support, the mutual respect for each other's sovereign status and the joint recognition in the political, defense and economic requirements of the two countries. The Prime Ministers emphasize their aspiration to further strengthen the close relations between the two Governments and the unique ties between the two peoples, based on a thousand-year-old affinity between the Czech people and the Jewish people. Profiles of Peace
Profiles of Peace Forty short biographies of Israeli and Palestinian peace builders who have struggled to end the occupation and build a just future for both Palestinians and Israelis. Haidar Abdel Shafi Palestinian with a long history of working to improve the health and social conditions of Palestinians and the creation of a Palestinian state. Among his many accomplishments, Dr. Abdel Shafi has been the director of the Red Crescent Society of Gaza, was Chairman of the first Palestinian Council in Gaza, and took part in the Madrid Peace Talks in 1991. Dr. Haidar Abdel Shafi is one of the most revered persons in Palestine, whose long life has been devoted to the health and social conditions of his people and to their aspirations for a national state. Born in Gaza in 1919, he has spent most of his life there, except for study in Lebanon and the United States. He has been the director of the Red Crescent Society in Gaza and has served as Commissioner General of the Palestinian Independent Commission for Citizens Rights. His passion for an independent state of Palestine is matched by his dedication to achieve unity among all segments of the Palestinian community. Although Gaza is overwhelmingly religiously observant, he has won and kept the respect and loyalty of the people even though he himself is secular. Though nonparti- san he has often been associated with the Palestinian left, especially with the Palestinian Peoples Party (formerly the Palestinian Communist Party). A mark of his popularity is his service as Chairman of the first Palestinian Council in Gaza (1962-64) and his place on the Executive Committee of “There is no problem of the Palestinian Liberation Organization (PLO) (1964-65). -

The Historical Narratives of Israelis and Palestinians and the Peacemaking Process Paul L. Scham Abstract: This article argues that lack of consideration of the his- torical narratives of Israelis and Palestinians in the peacemaking process helped to create a climate in which both sides, including the respective leaderships, were, in many ways, unaware of the red lines and domestic constraints limiting the other. Distinguish- ing between ‘historical narrative’ (i.e., the story a nation tells itself about itself) and history, it contends that the traditional view of narratives by politicians and statespersons—that is, that they are an academic luxury and do not fit into hard-headed negotiations— has damaged negotiating possibilities. This article demonstrates by example why historical narratives are of particular importance in this conflict, and that the peacemaking process is unlikely to succeed until they are taken into account in the process and not treated as simply a cultural afterthought. Keywords: conflict resolution, history, Israeli-Palestinian conflict, Middle East, narratives, Palestine, peacemaking, reconciliation It is commonplace among historians that mainstream Israelis and Palestin- ians write different histories. It is equally commonplace among negotiators that the different narratives of the two sides are a sometimes interesting, sometimes boring concomitant to their work, but not necessarily relevant to the task of making peace. And it is commonplace among the rest of the population that the ‘other side’ has a self-serving story that is invented for propaganda purposes, one which has no serious relationship to “what hap- pened” and that should not be taken seriously. Taking the Initiative: Reflections on Ariel Sharon Parashat Bo January 4, 2014 Rabbi Carl M. Perkins Temple Aliyah, Needham In today’s parashah, we read of the increasingly tense standoff between Pharoah and Moses. Last week, and again this week, we read about plague after plague, as the struggle continues. And yet we know that this conflict will eventually come to an end, with the Israelites victorious as they depart Egypt defiantly, b’yad ramah. The Israelites will defeat their foes in a manner that is almost impossible to conceive of today: without lifting a finger to defend themselves; in fact, without at all fighting their enemies. They’ll be free because God is on their side. Throughout the Exodus story, the use of physical force by humans is disparaged. We do have that story of the Egyptian taskmaster beating the Israelite. Moses intervenes, but is then not fully appreciated, and is even condemned the next day. The bottom line is that the entire people is rescued in a cosmic, mythic, epic scene that is far different from the battlefields of modern warfare. For generations, this model worked very well. For two thousand years, in fact. But although the story inspired liberation struggles all over the world among the powerless against the powerful, although the story bought hope to millions, it had nothing to offer those who were actively fighting for their freedom. It was of limited value to those actually fighting for their freedom. In fact, it was ultimately rejected by those who believed that it was necessary to fight, and not only to pray, for freedom. -

A HISTORY OF MODERN PALESTINE Ilan Pappe’s history of modern Palestine has been updated to include the dramatic events of the s and the early twenty-first century. These years, which began with a sense of optimism, as the Oslo peace accord was being negotiated, culminated in the second intifada and the increase of militancy on both sides. Pappe explains the reasons for the failure of Oslo and the two-state solution, and reflects upon life thereafter as the Palestinians and Israelis battle it out under the shadow of the wall of separation. I P is Senior Lecturer in Political Science at the University of Haifa in Israel. He has written extensively on the politics of the Middle East, and is well known for his revisionist interpretation of Israel’s history. Adalah’s Newsletter, Volume 27, July - August 2006 The 100 Terms Program: A Rawlsian Critique By Prof. Yoav Peled1 “The 100 Terms Program in Heritage, Zionism and Democracy,” a program formulated in 2005 by the Ministry of Education headed by Limor Livnat and designed for grades seven to nine in Jewish, Arab and Druze schools, will most likely find its way to the garbage heap of history, together with the Dovrat Report, another wonderful creation of the same educational regime. However, the 100 Terms Program bluntly expresses a deep-rooted educational perspective that will not end with the passing of the regime that gave birth to it. While it is true that Limor Livnat does not have an educational role in Ehud Olmert’s government, the bureaucracy of the Ministry of Education, which developed the program, remains in place. It is also worth recalling that Livnat’s sword-bearer at the Ministry of Education, Ronit Tirosh, is now a key Member of Knesset in the Kadima party, and aspires to an executive position in the field of education. The 100 Terms Program is composed of three parts: “Democracy,” which is the same for all schools; “Zionism,” which is also common to all schools, with slight differences between Jewish and Arab schools; and “Heritage,” which is different for Jewish and Arab schools. The list of terms in the “Heritage” section designed for Jewish schools covers the cultural, religious and historic heritage of the Jewish people in a comprehensive manner. In addition, the “Zionism” section also addresses Jewish heritage. The “Heritage” terms designed for students in Arab schools, on the other hand, refer almost exclusively to the different religious heritages of Muslim and Christian students.
