CONTENTS 3 Main Roads Western Australia 2005 Annual Report ABOUT THIS REPORT This annual report communicates to Parliament, stakeholders, the community and employees our corporate intentions and activities that have progressed the Main Roads 2K7 Strategic Plan, Government goals and ongoing business during 2004-05. It demonstrates that Main Roads’ systems and processes ensure that it conducts its business with honesty, transparency and accountability by reporting on compliance with various legislative and Government policies. This includes presenting financial statements and performance indicators for the year ending 30 June 2005, with comparisons made to previous years. The structure of this report is based on Main Roads’ contribution to Government outcomes and reports on operations according to Main Roads’ program management areas. These six program management areas being: • Road Network Operations Management • Road-Use Efficiency Improvements • Road Infrastructure for Community Access • Road-Use Safety Improvements • Road Network Maintenance • Road Infrastructure for State Development. These program management areas are the way in which Main Roads delivers its road programs. The outcomes from these programs are directly aligned to Main Roads’ and Government’s strategic outcomes. Further information describing Program Management is at page 19. In order to reduce costs and minimise impacts on the environment, copies of the Annual Report are available at www.mainroads.wa.gov.au. The website also includes an audio version of the report. CONTENTS 5 Main Roads Western Australia 2005 Annual Report THE COMMISSIONER’S STATEMENT For Main Roads, 2004-05 was a year of development and consolidation in aligning with the new directions and priorities established in the Main Roads Strategic Plan 2003-2007. Significant progress was made with strategic initiatives outlined in the Corporate Business Plan 2004-05. Additionally, Main Roads made a number of significant improvements to the way in which its business is managed, ensuring more effective delivery of government and community desired outcomes. The introduction of Program Management ensured the organisation provided greater emphasis on program outcomes, with a particular emphasis on community outcomes. Main Roads achieved a record expenditure of $946M on programs and services. This expenditure related to achievement of the following Government outcomes: • $234M for improving the efficiency of the road network; • $43M on improved road safety; • $226M to maintain the integrity of the State’s $19.3B road network; • $225M for roads supporting economic and regional development; and • $218M for road network depreciation and other financial costs. Expenditure on the State Black Spot program returned on average $4.90 for every dollar invested and expenditure on infrastructure for State development returned on average $2.95 for every dollar invested. In total the investment of $946M and the efforts of 925 employees and numerous contractors has meant that the condition of the road network has improved; overall network efficiency maintained and road safety enhanced. The new Customer Service Strategy entitled “Excellence Inroads” was developed and implemented, generating a number of customer service initiatives. A new Customer Contact Centre was established during the year, providing greatly improved customer access. The introduction of a 24 hour, seven day service during the next year on 138 138 will further enhance customer service for all Main Roads callers. Main Roads has continued to develop and adopt innovative project delivery methodologies to establish the organisation as a leader in providing infrastructure that will ensure world class road access. The adoption of relationship contracting has been accepted at all levels. The Roe Highway Stage 7 alliance contract has already delivered considerable benefits in terms of enhanced relationships, community involvement, reduced conflict, containment of costs, timeliness of environmental approvals and innovations across a range of socio-environmental considerations. Considerable progress was also made in developing and implementing strategies to address key challenges in the areas of Network Operations, Occupational Safety and Health, Asset Management, Building and Expanding Capability and Innovation, details of which are included throughout this report. I am pleased with the outcome of 2004-05 and look forward to continuing further improvements in the future. I commend the attached report which sets out in some detail the environmental, social, safety and economic achievements of Main Roads during the past year.     Submission Number: 203 Date received: 14/03/14 Joint Select Senate Committee for Northern Australia I am Dr. Roger Higgins, a dentist in private practice in Pt. Hedland. I have lived and worked to the north of the Tropic of Capricorn since late 1999 and know how difficult it is to attract and retain long term good quality, well trained health professionals who are capable of providing comprehensive all round treatment. I moved from Darwin to Pt. Hedland in May 2012 and established from scratch a large well equipped dental practice because there was no similarly equipped practice here. I make this submission to you because I have a desire to see the permanent population here grow so that over time the benefits of larger societies can become incorporated into the life of a growing, dynamic successful community. It is to this end I seek to make a small contribution to this Select Committee. Please understand that I do not make these suggestions for purely selfish reasons. I have in fact moved from a bigger community into a much smaller one, rather than retire, because I saw that I had well developed skills that did not exist in Pt. Hedland. The North West is desperately under populated. We need in place mechanisms that will encourage people to relocate to this area so that they become permanent residents. The continued expansion of the Fly in Fly out (FIFO) population contributes very little to the communities where these workers are employed and benefits disproportionally the communities in which they reside. FIFO needs to be discouraged.

    Western Australia – Permits and permissions required to access indigenous and other lands, including national parks General: Quite a number of transit permits for aboriginal lands in WA are able to be issued by the Aboriginal Lands Trust of WA. (N.B.: The Aboriginal Lands Trust has no involvement whatever in the issuing of permits for the Canning Stock Route – for Canning information and Permits see below under the heading of Canning Stock Route). The Trust is a part of the Department of Indigenous Affairs. Applications can be made on-line at www.dia.wa.gov.au and simply follow the prompts. The web site contains a lot of excellent information including maps showing the specific areas and tracks where Permits are required and whether the Trust or a Land Council issues them. The conditions under which permits can be gained via an automated on-line process are also explained. Once you log on to the web site, click on the “Entering Aboriginal Land” button on the left side of the Home Page and read all of the information under the nominated four (4) headings BEFORE applying on-line. The maps showing the tracks and whether DIA or a Land Council, etc., issues them can be found under the “Travel Information” heading. Two preferred routes have been identified: 1) Mackay to Darwin via Alice Springs; and 2) Mackay to Wyndham via Halls Creek. Total transport costs are estimated to be $141/t and $148/t FOB NW Australia for the preferred routes, respectively. Agrimin Limited (ASX: AMN) (“Agrimin” or “the Company”) is pleased to announce the completion of a Transport Study for the Mackay SOP Project. The study concludes that a number of routes are capable of transporting commercial scale quantities of SOP by using existing infrastructure. The total estimated transport costs for the two preferred routes range from $141/t to $148/t FOB NW Australia, with ± 15% level of accuracy. These estimates include all the applicable overland transport cost components, including road, rail, handling and port charges. The risk assessment indicates a low to medium level of risk is present on each route. This independent Transport Study is a critical de-risking activity given that transport costs will comprise a large portion of overall operating costs for the Mackay Project. The study provides further confidence that the Project can have an overall cost in the bottom half of the industry operating cost curve and generate attractive margins.

The proposals are listed by category, then alphabetically. The projects described in this chapter are priority-listed in Chapter 5. Volume 9 Collection number: BA1343/14 Collection Item Photographer Caption Description Provided by Donor Date No. No. BA1343/14 /1 Derek Keene The Brockman This small portion of a stone hut, is 1995 ruins all that remains of a once thriving gold mining settlement, about 15 kilometres from old Halls Creek and twice that distance from the present townsite. In a 10 kilometre radius from this hut the greater portion of Halls Creek gold was discovered. This area was known famously as the Brockman and even today Aboriginal people come to this place to look for gold after a big storm or heavy rain, and they nearly always pick up specs of gold.
