Centre for Peace Studies Faculty of Humanities, Social Sciences and Education Living by the Day: A Study of the Badjaos in Tawi- Tawi, Southwest Philippines Erwin Rapiz Navarro Master’s thesis in Peace and Conflict Transformation – November 2015 i Abstract This study examines the impacts of sedentarization processes to the Badjaos in Tawi-Tawi, southwest of the Philippines. The study focuses on the means of sedentarizing the Badjaos, which are; the housing program and conditional cash transfer fund system. This study looks into the conditionalities, perceptions and experiences of the Badjaos who are beneficiaries of the mentioned programs. To realize this objective, this study draws on six qualitative interviews matching with participant-observation in three different localities in Tawi-Tawi. Furthermore, as a conceptual tool of analysis, the study uses sedentarization, social change, human development and ethnic identity. The study findings reveal the variety of outcomes and perceptions of each program among the informants. The housing project has made little impact to the welfare of the natives of the region. Furthermore, the housing project failed to provide security and consideration of cultural needs of the supposedly beneficiaries; Badjaos. On the other hand, cash transfer fund, though mired by irregularities, to some extent, helped in the subsistence of the Badjaos. Furthermore, contentment, as an antithesis to poverty, was being highlighted in the process of sedentarization as an expression of ethnic identity. Analytically, this study brings substantiation on the impacts of assimilation policies to indigenous groups, such as the Badjaos. Furthermore, this study serves as a springboard for the upcoming researchers in the noticeably lack of literature in the study of social change brought by sedentarization and development policies to ethnic groups in the Philippines. -

OVIDE CHARLEBOIS Premier vicaire apostolique du Keewatin Mgr Ovide Charlebois Ovide Charlebois naît à Oka, au Québec, le 17 février 1862, septième d'une famille de quatorze enfants. Il a deux ans lorsque sa famille déménage à Sainte-Marguerite-du-Lac-Masson. Ovide ne pourra fréquenter l'école, distante de huit kilomètres; sa mère l'initiera à l'ABC de la science! À 12 ans, ce garçon déjà grand manie adroitement marteau, scie et faux. En lui donnant la confirmation, Mgr Édouard Fabre, de Montréal, le remarque et le recommande au collège de L'Assomption, où une bienfaitrice paie sa pension. Dans un foyer très chrétien, Ovide croît en générosité, en serviabilité et en piété. Il ambitionne de suivre les traces du père Albert Lacombe, O.M.I., son devancier au collège, géant missionnaire dans l'Ouest. Sur le sentier oblat Accepté chez les Oblats en 1882, Ovide est un modèle de régularité, de charité et de dévouement. Ordonné prêtre en 1887 par Mgr Vital Grandin, O.M.I., il verra avec joie deux de ses frères devenir Oblats comme lui. Deux autres seront prêtres séculiers, et une soeur religieuse. Sitôt ordonné, Ovide rejoint Mgr Grandin, qui l'envoie à Cumberland House, son futur poste d'attache. Débutent pour lui seize années d'ennui et de misère, parmi un peuple étranger. L'étude de la langue crie et du montagnais lui est très ardue. Il se distrait en bâtissant une chapelle et une baraque où résider. Il deviendra maître d'école et juge de paix. Fort, vif, endurant et habile, le père Charlebois bâtira une douzaine de chapelles, presbytères et écoles. -

Bishop Charlebois
“Venerable” Bishop Charlebois Pope Francis advances the cause of sainthood of Ovide Charlebois, oblate missionary and first apostolic vicar of Keewatin, Manitoba. Born in Quebec, Ovide Charlebois lived a life of heroic Christian virtue, serving in Saskatchewan, establishing schools and churches in Manitoba, all the while ministering to Indigenous peoples. Ovide Charlebois, on a visit to an Indigenous community in Northern. (photo: Société historique de Saint-Boniface) Pope Francis declared Bishop Ovide Charlebois, the first apostolic vicar of Keewatin, “venerable” on November 28. For father Robert Laroche, omi, former vicar general of Keewatin, the papal announcement is “a real source of pride”. “It’s a very significant moment for the Church in Manitoba. Like many missionaries, Bishop Charlebois may have been born in Quebec, but he’s one of us, a westerner, a Manitoban. Most of all, Bishop Charlebois was an extraordinary man, who gave his entire life to serving indigenous communities.” Ovide Charlebois was born in Oka, Quebec, in 1862. The seventh of fourteen children, he was ordained in 1887 and immediately began working in Saskatchewan, establishing a school, teaching and traveling thousands of miles by snowshoe, dogsled, and canoe to minister to the Métis and aboriginal communities. “It’s particularly fitting that the pope took this decision in 2019, the United Nations year of Aboriginal Languages, notes father Robert Laroche. (1) Ovide Charlebois spoke Ojibway and Cree, and a little bit of Dene. For him, reaching out to First Nations peoples in their own languages was vitally important. It wasn’t simply a matter of communicating clearly to them; it was a sign of deep respect. -

ONE MONTH WITH THE BLESSED MARTYRS OF LAOS Authentic Texts for Meditation and Prayer Selected by Roland Jacques OMI Translated by James Allen OMI Jaffna, Sri Lanka, September 2016 Our Newly Beatified: The Martyrs of Laos Laos presents to Christianity its “Witnesses of the Faith in the 20th century,” 17 men who died as martyrs between 1954 and 1970: a young Laotian priest, 5 priests of the Foreign Missions of Paris, 6 Oblates of Mary Immaculate – an Italian and 5 French, 5 Laotian laymen. Having been beatified in Vientiane on 11 December 2016, they will be celebrated in 2017: at Notre Dame of Paris on 5 February; in Trent (Italy) on 30 April; and at Belleville (Our Lady of the Snows Shrine, United States) on 17-18 June. As in times past at Rome or Lyon, the Church was born in Laos from the blood of mar- tyrs. In 2000, St. John Paul II called on Christians to honor the Witnesses of Faith in the 20th century. Responding to this call, Laos presented to the judgment of Rome 17 men, Laotians and European missionaries. The story of their life and their death takes us into the turmoil of World History which, after the Second World War, saw nations of East and Southeast Asia fall into the hands of atheistic communism. These men heroically remained at their posts, faithful to the end to Jesus Christ, to Roman directives and to the ordinary people of God entrusted to their care. Between 1954 and 1970, they were killed “out of hatred for the faith.” Joseph Tiên, the first martyr, had been a priest for 4 years. -

Jaime Del Rosario, OMI, DMin The dwindling number of Oblates of Mary Immaculate (OMI) college-level seminarians in the Philippines proceeding to their novitiate prompted this researcher’s study of both the situation of these seminarians and contextualizing scriptural, philosophical, and theological principles for a ministerial response. The Pastoral Situation and Method of the Study The aforementioned formands begin with a good number in their first-year in the college-level seminary ranging from fifteen to forty-five freshmen formands in the recent five academic years since 2010. About a quarter of this number continue unto their senior college seminary year and a postulancy year after their college graduation; but those entering the novitiate after postulancy from each of these classes ranged from 0 for two consecutive academic years to 1 to 2 novices for the more recent three years. The contemporary Filipino young persons’ characteristics strongly influence the OMI college-level seminarians themselves, based on what these formands usually narrate of their seminary formative experience for decision-making whether to proceed further into the next stages of the OMI seminary formation.
