  • To View Expanded Department of France History
2019 Edition A Message from National Commander Brett P. Reistad The American Legion’s story begins in the Department of France. It was here in the months following the armistice of Nov. 11, 1918, where members of the American Expeditionary Forces waited to re-enter an uncertain future, having fought with their lives to make, as President Woodrow Wilson pledged, the world “safe for democracy.” The cost of fulfilling that pledge can be calculated in many ways, foremost of which is the number of Americans – more than 117,000 – who gave their lives to fulfill it. The enduring benefit of accomplishing such a deadly and difficult mission was a stronger America, a nation that would become revered worldwide as a beacon of hope, liberation and international integrity. When Lt. Col. Theodore Roosevelt, Jr., called three other officers to Paris in January 1919 to discuss the future ahead for America, they did so with the cost of war fresh on their minds. On that occasion, and in a follow-up gathering the next month, they made a commitment that wartime U.S. veterans worldwide would spend the next century fulfilling – to make America stronger, to honor the fallen, to preserve and protect the hard-won peace and to “cement the ties of comradeship” forged in battle. From the Paris Caucus of March 15-17, 1919, through establishment of overseas Memorial Day commemorations and the American Battle Monuments Commission, to the inception of an international coalition of wartime veterans – Federation Interalliee des Anciens Combatants – that laid a foundation later adopted in many ways through NATO, the early American Legion in France built and nurtured respect and understanding of the United States that continues today.

(Under the direction of Donald Reid.) This dissertation examines the return experiences of French veterans of the Algerian War of Independence (1954-1962), focusing on the movement they created and its activism. Service in the Algerian War affected over one million Frenchmen during a period of rapid modernization in France, but these citizens would go unrecognized as veterans by their government for over a decade after the war’s end. Analyzing veterans’ return experiences, memory, and activism helps us understand the political consequences of the Algerian War in postcolonial French society—how the generation of soldiers who fought a “war without a name” brought the war back home. Drawing on state archives, veterans’ association archives, press coverage, and interviews and surveys of veterans, this dissertation finds that long before the French state deigned to recognize them or their war, veterans of Algeria were already politically active, as veterans and as citizens—both to promote their group interests, and to reshape French society based on lessons they drew from the war.

  • The Challenge of Guinean Independence, 1958-1971
THE CHALLENGE OF GUINEAN INDEPENDENCE, 1958-1971 by Mairi Stewart MacDonald A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Graduate Department of History University of Toronto © Copyright by Mairi Stewart MacDonald, 2009 THE CHALLENGE OF GUINEAN INDEPENDENCE, 1958-1971 Doctor of Philosophy, 2009 Mairi Stewart MacDonald Graduate Department of History, University of Toronto Abstract Since the end of French colonial rule in Guinea, “independence” has held a central place in its political culture. Implying both dignity and self-determination for the sovereign people which possesses it, independence is a concept that has meaning only in relation to other nation-states and cultures. Yet the political elite that dominated Guinea’s First Republic constructed a new national culture around this concept. The Challenge of Guinean Independence, 1958-1971 examines Guinea’s assertion of its right to independence and the response of powerful Western players, especially the United States and France, as Guinea challenged their assumptions about the nature of African sovereignty. Considering the history of the international relations of a single African state that enjoyed limited international power and prestige challenges conventions in the historiography of both Africa and international relations. It illuminates and contextualizes expectations concerning the meaning of modernity, African sovereignty as a matter of international law, and the end of formal colonial rule coinciding with the tensions and competitions of the Cold War. The study demonstrates that the international context played a crucial role, both in conditioning the timing and form of decolonization and in shaping the international community’s adaptation of colonial patterns of economic and political interaction to the new reality of African nation-states.
