Item/Min Ref: Title of Report: NIEA (Built Officer presenting: Senior Heritage) Consultation which Planning Officer (LDP) Item 8 considers the proposed Listing / De Listing of certain Buildings Author: Senior Planning Officer of Special Architectural or (LDP) Historic Interest within the Council area.

1 Purpose of Report/Recommendations

1.1 The purpose of this report is to advise members that the Planning section has received two consultations in March / April 2015 from NIEA – Built Heritage seeking Planning views on the proposed Listing or De – Listing of a number of Buildings of Special Architectural or Historic Interest under Article 42 (1) of the Planning (NI) Order 1991 and Section 80 (1) of the Planning Act (NI) 2011. Under Article 42(3) and Section 80(3), the Department (NIEA) is required to consult with the Council (and the Historic Buildings Council) before it lists / de-list buildings.

2 Background

2.1 As part of the consultation, each building was referenced by way of a location map together with a copy of the NIEA Second Survey Report which details the history and current state of the building and the reasoning behind its proposed Listing or De-Listing. A full list of the buildings, along with any relevant planning history can be found in Appendix A.

3 Key Issues

3.1 Planning officials have reviewed the planning history (if any) for each of the buildings and are satisfied that in each case there is no planning permission, either current or extant,(other than Site 8 – see Appendix A) which would impact on the proposed Listing or De-Listing of the buildings in question. 3.2 Planning officials have assessed the 11 proposed listings and agree that they are of special architectural or historic interest. Similarly, the 4 proposed de-listings have all been substantially rebuilt or altered to such an extent that it is accepted that they no longer merit listed status.

4 Financial and Other Implications

4.1 There are no financial implications.

5 Recommendations

5.1 It is recommended that the Planning Committee reviews this summary for information purposes and Council sends the attached letter (Appendix B), agreeing to the proposed listings / de-listings.

2 Faughanvale Presbyterian Church, Killylane Road, Eglinton, Co. Londonderry, BT47 3DW – rural, Gothic style church 1880-99.

3 Grocer’s Mill, 1 Edenreagh Road, Eglinton, Londonderry, BT47 3AR – rural, mill complex 1860 – 1879.

4 Windmill Farm, 31 Mullenan Road, Balloughery, Co Londonderry, BT48 9XW – rural, two storey Victorian farmhouse 1860-79.

5 Craigavon , Co Londonderry – two tiered metal girder road bridge 1920-1939.

8 Leckpatrick Building, Glendermott Road, Co. Londonderry – Single storey, red brick former school building 1900-1919.

Planning Interest: The proposed Leckpatrick Building is to be retained and utilised as a creche as part of planning permission A/2012/0261/O - Demolition of buildings, mixed use re-development to include food superstore with ancillary non- food, business innovation centre and retention of existing former school building as creche. Lands occupied by Niche Drinks, 10 Rossdowney Road Londonderry. Outline Permission Granted - 24.03.2014.

9 25 Strand Road, Co Londonderry, BT48 7BJ – Victorian mid terraced three storey red brick commercial building 1880 – 1899.

10 16-24 Waterloo Street, and 1&4 Castle Gate, Co. Londonderry, BT48 6HG – multi bay, three storey, red brick Edwardian commercial building 1900 – 1919. Within Historic City Conservation Area. Has been THI funded.
