It is going to be treated as a combined failure of state as well as country. Expectation of easy money return in short time, fake success stories by the agents of such companies motivate the illiterate rural people to invest in the chit funds. The poor literacy in rural areas gives a wide dimension for the fraud chit fund companies for growth.
