171. * Ms. Asyia Naz Tanoli: (Deferred during 20th Session)

Will the Minister 1n-charge of the Cabinet Division be pleased to state the steps being taken or proposed to be taken by the Government against the use of Islamic names for products?

Minister In-Charge of the Cabinet Division: Under Section 14 of the Trade Marks Ordinance, 2001, neither trademark nor any of its parts can be registered if it consists of any scandalous design or a matter that may hurt the religious susceptibilities of any section of the society.

If any such application is received in the Trade Marks Registry, the Registry requests the applicant to amend or delete such material from the mark. Usually, almost all such applications are amended at the initial stage of examination of the file under Section 22 of the Trade Marks Ordinance, 2001.

However, if an applicant insists on registering any such material, the Trade Marks Registry refuses such applications under Section 14 (3) ‘b’ and ‘c’ and Section 28 of the Trade Marks Ordinance, 2001.

110. * Dr. Shireen Mehrunnisa Mazari: (Deferred during 26th Session)

Will the Minister for Climate Change Division be pleased to state:

(a) whether it is a fact that the Steel Mills and Brick Kilns established in the residential areas of and its suburbs are causing environmental pollution; 2 (b) if so, the steps being taken by the Government to control the said pollution?

Minister for Climate Change (Mr. Zahid Hamid): (a) There is no steel Mills and Brick kiln located in residential area of Islamabad. However, it is a fact that steel mills located in Islamabad industrial area and brick kilns located in Peri-urban area of Islamabad, do cause environmental pollution.

(b) The following steps have been taken by Environmental Protection Agency (Pak-EPA), an attached department of Ministry of Climate Change to control the said pollution. i. Steel Milla:

(a) There are 09 steel furnaces which were causing pollution in Sector I-9/I-10. Pak-EPA served notices to all the above steel industries directing them to control their pollution and bring them to the levels prescribed in the National Environmental Quality Standards (NEQS), established under the Pakistan Environmental Protection Act 1997.

(b) On the direction of honorable Supreme Court of Pakistan, the Steel industries were asked to install anti pollution devices. In compliance, all steel industries have got installed anti pollution devices in their untirs.

(c) However, the steel industry in some cases are not complying the directions. Pak EPA has initiated actions against all the alleged violators and also filed cases in Environmental Protection Tribunal (EPT) against three steel units found causing air pollution in the area. Will the Minister for Climate Change be pleased to state;

(a) the total number of Government funded projects submitted Environmental Impact Assessment (EIA) reports during the year 2014-15; and

(b) the total number of EIA’s reports were made open for public hearing as prescribed by the law? 3

ii. Brick Kiln:

a) The Brick kilns are one of the major sources of environmental pollution which severely cause serious health problems to the inhabitants living around these brick kilns. There are about 82 brick kilns in and around /Islamabad.

b) Pak-EPA taking cognizance of the situation emerged due to poisonous emissions/gasses being released by the brick kilns and undertook detailed survey.

c) Consequent upon the survey report, various meetings were held in the office of the District Administration (i.e. Islamabad Capital Territory) by involving all concerned departments and to evolve some strategy to shift out these brick kilns from populated area.

d) Forty five (45) brick kilns located in the Red zone area demarcated by Civil Aviation Authority (CAA) around Benazir International Airport were closed.

e) For removing remaining brick kilns to safer areas a compensation package had also been worked out by ICT administration. The Brick kilns to safer areas a compensation package had also been worked out by ICT administration. The brick kilns showed their willingness for shifting provided they are paid proper compensations.

Minister for Climate Change (Mr. Zahid Hamid): (a) After the 18th Constitutional Amendment, the subject of “Environmental Pollution and Ecology” was devolved to the Provinces. Accordingly, the Government funded projects falling in provinces submit Environmental Impact Assessment (EIA) reports in respective provincial Environmental Protection Agencies. However, during fiscal year 2014-15 (July 2014 to June, 2015) Pakistan Environmental Protection Agency (Pak-EPA) received one EIA Report in respect of “China Pakistan. Economic Corridor (CPEC) — Islamabad to Raikot Section Highway Project.

(b) Two public hearings of “China Pakistan Economic Corridor (CPEC) project were conducted at Chillas, Gilgit-Baltistan on 18th May, 2015 and at Abbottabad Khyber Pakhtunkhaw on 20th May, 2015.

@70. *Ms. Munaza Hassan:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) the names of those Government Hospitals where vaccines for dangerous/fatel diseases are available at present; and

(b) whether the said vaccines are sufficient in proportion to the patients; if not, the steps being taken by the Government in this regard?

Minister In-Charge of the Capital Administration and Development Division: (a) Post exposure vaccines against fatel diseases like, anti snake bites and dog bite vaccine, tetanus Taxied (TT) and anti Rabies Vaccine are available in PIMS and FGPC Hospitals, Islamabad .

(b) Directorate of Health Service, CDA, provides to the hospital required stock of EPI schedule Vaccines (BCG, OPV, Pentavalent, Pneumococcal, and Measles). Tetanus, rabies (dog bite vaccine) and snake bite vaccines are available in FGPC & PIMS Hospital, Islamabad and sufficient stock is available according to need.

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) whether it is a fact that hepatitis is increasing due to non- availability of potable water in Islamabad;

(b) if so, the steps taken by the present Government in this regard?

Minister In-Charge of the Capital Administration and Development Division: (a) It is not a fact that hepatitis is increasing due to non-availability of potable water in Islamabad.

(b) Not applicable.

81. * Ms. Sajida Begum:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state whether there is any proposal under consideration of the Government to provide alternate land after demolishing Katchi Abadis in Islamabad; if so, the details thereof?

Minister In-Charge of the Capital Administration and Development Division: No proposal is under consideration for provision of alternate land to illegal dwellers of Katchi Abadies within the jurisdiction of ICT limit. However, the matter regarding katchi abadies in Islamabad is adjudication before Supreme Court of Pakistan. The Government shall implement the directions of apex court as and when received.

82. * Ms. Belum Hasnain:

Will the Minister In-charge of the Establishment Division be pleased to state:

(a) whether it is a fact that under the Civil Service Reforms Government has decided to hold exams of Central Superior Services of Pakistan on subjective basis instead of objective basis; if so, the time by which it will be implemented; and 6 (b) whether there is any proposal under consideration of the Government to establish relevant sections therefor; if so, the details thereof?

Minister Incharge of the Establishment Division: (a) The Central Superior Services Examination is already being held on subjective basis. However, one question of multiple choices (objective type) is included in the compulsory and optional papers, except in the Essay, Applied and Pure Mathematics.

No decision has been made as yet under the Civil Service Reforms to change the existing system of examination. (b) Currently no such proposal is under consideration.

83. * Ms. Belum Hasnain:

Will the Minister for Climate Change be pleased to state:

(a) the steps taken by the Government to manage the disaster caused by the recent floods in Pakistan; and (b) the role played by the National Disaster Management Authority in this regard?

Minister for Climate Change (Mr. Zahid Hamid): (a) Disaster Management is a devolved subject and fundamental responsibility to manage the disasters rests with provinces.

However, following agencies are involved in flood management in the country: —

(1) National level Strategic Guidance, Contingency Planning and Flood Fighting by NDMA. (2) Flood Management by Federal Flood Commission (FFC) (implementation through Provincial Irrigation Departments (PIDs). (3) Weather and flood forecast generation by Pakistan Meteorologist Departments (PMD)/ Flood Forecasting Division (FFD). (4) Receipt of Indian flood discharge data by Pakistan Communication for Indus Water (PCIW). 7 (5) Regulation of Dams by WAPDA.

(6) Canal water regulation by Indus River System Authority (IRSA).

(7) Barrage operation by Provincial Irrigation Departments (PIDs).

(8) Maintenance of flood infrastructure by Provincial Irrigation Departments (PIDs).

(9) Flood fighting by the Irrigation Departments and Army.

(b) NDMA being a federal agency plays a proactive role in managing the floods. A detailed account of NDMA efforts are as under:—

(1) NDMA took comprehensive steps in coordination with other Departments/agencies in preparing a workable strategy to handle the floods. Vulnerability assessment of different area with regards to Multi Hazards was completed and vulnerable districts identified. The vulnerability assessment was shared through National Disaster Management Plan (NDMP) with all concerned.

(2) Efforts to enhance the early warning and weather forecasting capacity of Pakistan Meteorological Department, NDMA supported PMD by providing a product of ECMWF (European Centre for Medium Range Weather Forecasting), which has enhanced PMD’s weather forecasting capabilities. Upgradation and replacement of weather Radars is also being done.

(3) Flood Management Planning, construction / repair of flood protection dykes, bunds, being the prime responsibilities of Federal Flood Commission (FFC) and implemented through Provincial Irrigation Departments (PIDs) was catered for. Standing Operating Procedure (SOP) for Regulation of Dams were revised based on previous experiences for maintaining specific water levels by WAPDA and timely regulations.

(4) PCIW (Pakistan Commission for Indus Waters) was directed to ensure timely information from Indian side for visibility of Rivers discharge data. 8 (5) An elaborate system has been established with PTA (Pakistan Television Authority) for SMS Alerts down to community level. This is apart from SMS Alerts which are sent by NDMA to Government officials of various departments and agencies.

(6) Warehousing capacity enhancement at Federal, Provincial and District levels was also done by building 5 HRFs (Humanitarian Response Facilities) at Muzaffargarh, Lahore, Hyderabad, Quetta and Peshawar with capacity to store large quantity of relief items. Work on three others at Sukkur, AJ&K (Azad Jammu and Kashmir) and Gilgit Baltistan are planned in near future.

(7) Stock building of necessary relief items was also ensured beforehand. Necessary stocks have been strategically dispersed throughout the country for a timely and effective response. In order to ensure availability of rescue equipment, NDMA requested all Provinces to ensure timely repair and maintenance of their existing rescue equipment and to also increase the existing ones. Sequentially all Provinces took major steps in ensuing repair and maintenance and procuring new rescue equipment.

A National Monsoon Contingency Response Directive which was prepared after a consultative process issued to all the stake holders giving guidelines for response in case of an active monsoon season.

84. * Ms. Musarat Rafique Mahesar:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state the steps taken by the Capital Development Authority to discourage urbanization in Islamabad during the last five years till date?

Minister In-Charge of the Capital Administration and Development Division: The Ministry of Interior & Narcotics Control, Government of Pakistan, vide Notification dated (19-7-2002, specified the Municipal Area of CDA within Islamabad Capital Territory (ICT), Islamabad (as per Notification, dated 01-01-1999), as Urban Area.

The Urban/Municipal Area of Islamabad mainly consists of the Sectoral Area, which is being planned & developed by CDA under the provisions of the Master Plan of Islamabad. 9 In 2010, CDA with the approval of the Federal Cabinet made Amendments in ICT Zoning Regulations, 1992 regarding Zone-4 of ICT, allowing the Planning &Development of Residential & Commercial Areas by Public and Private Sector, which would decrease the pressure of development on the Urban/Sectoral Area of Islamabad. Further, CDA has also initiated the process of preparation of Development Plans of Zones-4&5 of ICT to better regulate the Planning & Development of these Zones.

85. * Ms. Tahira Aurangzeb:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) whether it is a fact that the construction work on signal free Expressway Project from Zero Point to Rawat has been started;

(b) if not, the time by which the construction work will be started and completed overthere?

Minister In-Charge of the Capital Administration and Development Division: (a) The work has already started on section-I of the project from Zero point to Faizabad interchange.

(b) As per contract the work is to be completed by Februry 2016, but efforts are being made to complete the work of Section-I by the end of December 2015. Tenders already opened for Section-II of the project and under scrutiny for award of work. The work on Section-II will be completed in one year.

86. * Ms. Tahira Aurangzeb:

Will the Minister In-charge of the Establishment Division be pleased to state: (a) the grade-wise total amount of financial assistance being given to the deceased Government servants under death package as announced by the Prime Minister; and (b) whether any other financial assistance is also given besides said financial assistance; if so, the details thereof? 10 Minister Incharge of the Establishment Division: (a) The Prime Minister has been pleased to approve the revised Assistance Package 2015. The th same has been notified vide this Division’s O.M. No. 8(10)/2013-E-2, dated 4 December, 2015 (Annex-I)

87. * Ms. Aisha Syed:

Will the Minister for Railways be pleased to state:

(a) the steps taken by the Government to remove encroachments from the Railways land; and

(b) the achievements of the Government in this regard, so far?

Minister for Railways (Khawaja Saad Rafique): (a) Following steps are taken by the Railway administration to retrieve the encroached land:—

“ Detailed survey was carried out in the context of Suo Motocase No.18/2011 to identify the details of encroached railway land.

“ In order to retrieve the encroached land, anti- encroachment campaign was initiated w.e.f. 01-2-2012 on the directives of the Supreme Court of Pakistan, in Suo Moto Case No.18/2011 and 3498.579 acres of Railway land has been retrieved/regularized till 30-11-2015.

“ The campaign is being monitored by the Divisional Superintendents, Railway Headquarters and at the level of Ministry of Railways.

“ Meanwhile, a comprehensive policy has been drawn to prevent further encroachments. This policy makes the concerned Pakistan Railway officers/officials and Railway Police officials jointly responsible in case of any new encroachment.

“ Standard Operating Procedure (SOP) and Joint Procedure Order have since been issued for strict implementation of this policy. FIRs 11 are being lodged and cases are registered and sent to Railway judicial Magistrates for expeditious trial.

“ During the current campaign 688 persons were arrested during the anti-encroachment operations. Cases are being trialed in the Courts and the land under unauthorized occupation of encroachers has been retrieved.

“ The issue regarding illegal occupation/possession of Railway land by Government Departments/Institutions has also been taken up with concerned departments. It is an ongoing exercise, which will continue till the elimination of encroachments.

“ A project for computerization of Railway land record has been initiated by the present Government. The work has been entrusted to M/s Urban Unit and agreement executed on 16-03-2015 in order to harmonize the Railway land record with the record of Provincial Revenue Department. A Project Management Unit (PMU) has been set up in Railway Headquarter Office, Lahore and preliminary surveys are in progress. The project is likely to be completed in 18 months. This project will not only be helpful in safeguarding the railway land but will facilitate in transparent commercial utilization of the surplus sites to its optimum commercial potential together with monitoring of encroachments. (b) The Government has shown zero tolerance against encroachments of all kinds and has taken across the board transparent anti-encroachment measures in all the provinces as a result of which there has been no fresh encroachments on Railway land. In the meanwhile an area of 966.779 acres has been got vacated from the encroachers in the tenure of the present government (up till 30-11-2015). Another important milestone is the initiative of computerization of land record, which will provide a transparent database of encroachments besides a computerized monitoring system, which will greatly facilitate anti-encroachment measures.

88. * Ms. Aisha Syed:

Will the Minister for Climate Change be pleased to state the details of the climate change projects being executed in Islamabad by the Ministry at present?

Minister for Climate Change (Mr. Zahid Hamid): At present, Ministry of Climate Change is executing following projects in the fields of environment, forestry, wildlife & climate change throughout the country. a. PSDP Funded Projects:

i. Establishment of Geomatic Centre for Climate Change and Sustainable Development 2013-2016 at Annex-I.

ii. Sustainable Land Management Programme (SLMP) to combat desertification in Pakistan (Phase-II) at Annex-II. b. Foreign Funded Projects:

i. Institutional Strengthening of National Ozone Unit for the implementation of Montreal Protocol (Phase VIII) at Annex-III.

ii. Reducing Risks and Vulnerabilities from Glacier Lake Outburst Floods (GLOF) in Northern Pakistan at Annex-IV.

iii. Mountains and Markets: Business and Biodiversity in Northern Pakistan at Annex-V.

iv. Comprehensive Reduction and Elimination of Persistent Organic Pollutants in Pakistan at Annex-VI.

(a) the monthly fee being paid at Foreign Airports for landing/taking off aeroplanes of the Pakistan International Airlines at present; and

(b) whether a fine is also to be paid in case of delay?

Minister In-Charge of the Aviation Division: (a) PIAC have paid Rs. 72.97 million (approximately) as monthly landing fee at foreign airports as per detail Annexed.

(b) All invoices has been settled within due date, no penalties paid.

(a) whether it is a fact that citizens are getting poluted/un-drinkable water from the filtration plants installed in the due to delayed replacement of filters; and

(b) the prescribed schedule for replacement of said filters?

Minister In-Charge of the Capital Administration and Development Division: (a) The citizens are not getting polluted/undrinkable water from the filtration plants as cartridge filters, sand media, carbon media, ultraviolet lamps, ect., are being used and replaced as &when required.

Will the Minister for Climate Change be pleased to state:

(a) whether it is a fact that due to large scale and careless spray of pesticides on the crops in the country the issue of environmental pollution is becoming severe;

(b) if so, the steps being taken by the Government to address the said issue?

Minister for Climate Change (Mr. Zahid Hamid): (a) Since 1980 With the removal of subsidy on pesticide the import, distribution and sale of agro pesticides is with the private sector. Pesticide are tested & trialed against crop pests for two season by the Federal and Provincial Research Institutes under Agriculture Pesticides Ordinance 1971 and rules framed there under. The result from these institutes is evaluated by the standardization committee constituted in each province.

The Government has banned all pesticides having potential for damaging human health or environment as declared by the Rotterdam Convention.

Ministry of National Food Security & Research, Islamabad is responsible for pesticide monitor and control.

Pesticide registered / permitted specific crops are those already recommended internationally for use against crops pests. There is categorically no hazard associated with them under Food and Agriculture Organization of the United 16

Nations (FAO) / World Health Organization (WHO) hazard categories following their proper use i.e., dosage and number of application mentioned on the label and observing pre-harvest internal also written on the label. The registered pesticides are easily degradable to non-toxic metabolites.

(b)

i. Stringent measures are being taken by the provincial governments to ensure that the farmers do not use the unregistered pesticides or over dosage of registered pesticides on crops through provincial extension personals and also through print and electronic media.

ii. Pakistan is signatory to the Stockholm Convention (SC). Implementation of the SC is a newly formed project “Comprehensive reduction and elimination of Persistent Organic Pollutants (POPs) in Pakistan” which will address issues related to obsolete pesticides POPs in the next five years related to these concerns.

92. * Dr. Shireen Mehrunnisa Mazari:

Will the Minister In-charge of the Aviation Division be pleased to state:

(a) whether it is a fact that tenders are being floated for the purchase of new aircrafts by the Pakistan International Airlines; and

(b) the authority that checks quality/standard of new aircrafts at the time of purchase?

Minister In-Charge of the Aviation Division: (a) PIAC has not floated any tenders for purchase of new aircraft.

(b) The quality and standard of new aircraft is assessed by a team of representatives of technical departments of PIAC and Civil Aviation Authority Pakistan. 17 93. * Dr. Shireen Mehrunnisa Mazari:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state: (a) whether it is a fact that some restaurants in the residential areas of Islamabad are being run by foreigners; (b) whether it is also a fact that permission has been given to said foreigners; (c) whether it is further a fact that Pakistanis are not allowed to enter in the said restaurants; (d) whether prohibited items are being served in the said restaurants; (e) if the answers to parts (a), (b) (c) and (d) above are in the affirmative, the reasons thereof?

Minister In-charge of the Capital Administration and Development Division: (a) In the lights of CDA Board Decision dated: 02-10-2015 joint operation has been carried out under the supervision of Magistrate CDA, Directorate Building control,Director Enforcement, Dy Director BCS-I, along with enforcement staff 53 No’s premises in the sector F-7 have been sealed on account of persistent Non-Conforming Use.

(b) We have not given any permission to anyone to do commercial or such activity is residential area of Islamabad. (c) Does not pertain to CDA. (d) Checking of contra-banned items does not fall with in the purview of Directorate of Health Services CDA which exercises its power for checking of adulterated food items under Pakistan Pure Food Ordinance 1960. However serving of prohibited items was not observed during routine inspections for food safety and hygiene. License of prohibited items served in the restaurants is issued by Excise and Taxation Office ICT. They are therefore liable for inspection and checking of such restaurants. Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) the authority who granted the approval for recent anti- encroachment operation in Sector I-11. Islamabad;

(b) the total number of illegal settlements/Kachi Abadis established in Islamabad so far;

(c) the reasons for not controlling the said settlements/Katchi Abadis by the Capital Development Authority (CDA) at the time of its establishment;

(d) whether it is a fact that such illegal settlements are allowed by the CDA itself to flourish initially in violation of plan of Islamabad;

(e) the Government’s plan for the remaining Katchi Abadis in Islamabad;

(f) the steps taken by the Government for the relief of dwellers who lost their belongings during the operation; and

(g) the steps being taken with regard to Afghan citizens presently residing in said Katchi Abadis?

Minister In-charge of the Capital Administration and Development Division: (a) The operation against katchi abadies, Sector I-11 has been carried out in compliance with the directions passed by the Islamabad High Court in W.P No. 1636/2014 titled Aziz-ur Rehman etc Vs FOP etc.

(b) Out of 18 illegal settlements within the sectoral area of Islamabad, presently 15 illegal settlements are present.

(c) All such settlements have their own historical facts, as few got settled in the wake of 2005 earthquake, whereas many relocated by authorities as a strategic move etc. however, CDA has been discouraging their growth. 19 (d) There are only ten (10) katchi abadies (excluding above 18) within the Islamabad which have been recognized / regularized in pursuance to various decisions of the then government as well as Cabinet Division while remaining have no legitimate rights.

(e) The matter is adjudicated before Supreme Court of Pakistan. The Government shall implement the directions of apex court as and -when decided.

(f) It was a subtle action and no loss of belongings was reported during the operation.

(g) No action against Afghan citizen presently residing in said katchi abadies has been taken.

95. * Engineer Dawar Khan Kundi:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) whether it is a fact that the present Chairman of the National Electric Power Regulatory Authority does not fulfill the prescribed criteria for the said post;

(b) if so, the reasons alongwith the prescribed criteria thereof?

Minister In-Charge of the Cabinet Division: (a & b) It is clarified that the present Chairman of National Electric Power Regulatory Authority Mr. Tariq Mahmood Khan Saddozai, fulfills the criteria prescribed in Section 3 of NEPRA Act for the post of Chairman (Annex-I)

Mr. Saddozai is an engineer by profession having B.Sc (Engineering) Degree from NED University and M.Sc (Hon.) Degree from Quaid-e-Azam University, Islamabad and has been appointed as Chairman NEPRA through a competitive, rigorous and transparent selection process. The Chairman has a diverse experience of working as professional engineer at key positions through various civil, military and foreign appointments. Mr. Saddozai has a unique blend of engineering, management and power sector experience of over thirty years and is specifically associated with power utility business for the last around 10 years (MD KESC and CEO PESCO). 20 ANNEX-I

CHAPTER-II

ESTABLISHMENT OF AUTHORITY

3. Establishment of the Authority. — (1) As soon as may be,but not later than thirty days after the commencement of this Act, the Federal Government shall, by notification in the official Gazette, establish a National Electric Power Regulatory Authority consisting of a Chairman to be appointed by the Federal Government and four members, one from each Province, to be appointed by the Federal Government after considering the recommendations of the respective Provincial Governments.

(2) There shall be a Vice-Chairman of the Authority, appointed from amongst the members for a period of one year, by rotation, in the following order, namely:—

(i) the member representing the Province of Baluchistan;

(ii) the member representing the Province of North-West Frontier;

(iii) the member representing the Province of the Punjab; and

(iv) the member representing the Province of Sind.

(3) The Chairman shall be an eminent professional of known integrity and competence with at least twenty years of related experience in law, business, engineering, finance, accounting, economics or the electric utility business.

(4) Every member shall be a professional of known integrity and competence with at least fifteen years of related experience in law, business, engineering, finance, accounting, economics or the electric utility business.

(5) The Chairman and a member shall, unless he resigns or is removed from office earlier as hereinafter provided, hold office for a term of four years and shall be eligible for re-appointment for similar term:

Provided that a Chairman or a member shall not be appointed under sub-section (1) if he has already attained the age of sixty-five years. 21 96. * Engineer Dawar Khan Kundi:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) whether it is a fact that quality of education has decreased in the Federal Government Schools; if so, the reasons thereof; and

(b) whether any study has been conducted by the Government to ascertain the quality of education in the said Schools; if so, the details thereof?

Minister In-Charge of the Capital Administration and Development Division: (a) It is not fact. Every effort is being made by the Federal Directorate of Education, Islamabad to impart quality education to the children of residents of ICT. Following steps have been taken in this regard:—

“ Area Education Officers (AEO’s) play important role in monitoring the academic activities of the schools.

“ Annual results of the schools are monitored and analyzed. Reasons of poor results are identified and every effort is made for the improvement of results.

“ FDE conduct Centralized Annual Examination for Class-V and middle standard scholarship exam.

“ Academic performance is reflected through results of Centralized Annual Examination for Class-V, X and XII.

“ National Curriculum 2006 has been implemented at all levels in schools under FDE.

“ The Directors visit the educational institutions to check the routine activities in the institutions.

“ Sports and Co-Curricular activities are integral part of educational process.

“ Teaching staff have been trained/Upgrade in order to enhance their capabilities for betterment of educational institutions. 22 (b) Yes. A committee comprising of senior officers of FDE has been constituted under the Chairmanship of Director (Model Colleges) to uplift the Standard/Quality of Education in ICT by highlighting the missing facilities in the educational institutions of ICT. The committee so far completed the study/survey on the following tasks:—

“ Transport facilities.

“ Shortage of Teachers

“ Rationalization of Teachers.

Whereas the work on the infrastructure and other related issues is in process.

Another study/survey has also been conducted by Pakistan Institute of Legislative Development and Transparency (PILDAT) titles “Score card: Assessment of the quality of governance in Pakistan-First year of the Federal Government June 4th, 2013 to June 5th 2014” highlighting the status of the targets achieved by the Government. The report focuses mainly on literacy rate to meet Millennium Development Goals (MDGs), enrollment of students, etc.

97. * Rai Hasan Nawaz Khan:

Will the Minister for Information, Broadcasting and National Heritage be pleased to state:

(a) the prescribed guidelines proved fruitful to control functions of Television Channels performed as per their sweet will;

(b) the achievements of the Ministry vide guidelines prescribed for electronic media; and

(c) the steps being taken by the Government to maintain standard of credibility of contents of news and TV Programmes?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid):

Pakistan Electronic Media Regulatory Authority (PEMRA)

(a) There is no sweet will of anybody to control functions of Television Channels, rather affairs regarding electronic media including satellite TV channels 23 are being regulated under Constitution of Islamic Republic of Pakistan and PEMRA Ordinance, 2002 as amended by PEMRA (Amendment) Act, 2007 and Rules & Regulations made thereunder.

As per directives of Hon’ble Supreme Court of Pakistan, the Government has notified a revised Electronic Media Code of Conduct-2015 for Programmes and Advertisements for private Electronic Media in Pakistan.

This revised Code has been prepared after consultation with Pakistan Broadcasters Association (PBA), All Pakistan Newspapers Society (APNS), Council for Pakistan Newspaper Editors (CPNE) and other stakeholders. Same has also been circulated among all private Electronic Media in the country, namely, PBA and Cable TV Operators for strict compliance.

Under Section 20(f) of PEMRA Ordinance, 2002, all licensees are obliged to follow the Code of Conduct. The relevant provision is reproduced as under:

PEMRA Ordinance, 2002 as amended by PEMRA (Amendment) Act, 2007

Section 20: A person who is issued a licence under this Ordinance shall:

(f) comply with the codes of programmes and advertisements approved by the Authority and appoint an in-house monitoring committee, under intimation to the Authority, to ensure compliance of Code.

Pakistan Television Corporation (PTVC)

(a) Government of Pakistan has issued the following Code of Censor for programmes and advertisements:—

(1) TV Code of Advertising Standards and Practice in Pakistan.

(2) “Code of Censorship for Films” which is also applicable to PTV programmes.

PTV has constituted Censor Board comprising of media professionals to clear the contents of the programmes in accordance with prescribed rules. 24 Pakistan Electronic Media Regulatory Authority (PEMRA)

(b) Ministry of Information, Broadcasting and National Heritage has promulgated Code of Conduct for Electronic Media mutually agreed by all the stakeholders. Copy of the Code of Conduct 2015 is annex at Annexure-A.

Pakistan Television Corporation (PTVC)

(b) PTV is strictly implementing the prescribed rules/guidelines of the Government of Pakistan due to which PTV has emerged as a family channel. It is therefore ensured that no material containing nudity, vulgarity, violence and abusiveness is televised.

The programmes are produced with a sense of responsibility, keeping in view the religious, social ethical and cultural values prevalent in the society. PTV programmes promote patriotism, harmony and tolerance.

Pakistan Electronic Media Regulatory Authority (PEMRA)

(c) The Electronic Media Code of Conduct—2015 defines Standard of behavior which is to be complied with by all the licensees and makes them responsible to ensure that content aired by it is in compliance with the PEMRA (Amendment) Act, Rules, Regulations, Code of Conduct and the Terms & Conditions of the License which are signed by each licensee at the time of award of licences.

PEMRA Laws represent an affirmative declaration of understanding and compliance with basic values and objectives that licensees (including its employees and officials) shall adhere to and to be observed in letter and spirit.

PEMRA takes cognizance of violation by any of its licensee and proceeds against them as per provision of PEMRA laws, providing them with opportunity of show-cause, personal hearing and referring the matter to Council of Complaints for appropriate disposal/ recommendation to the Authority (PEMRA).

Following salient steps have been taken;

1. The Electronic Media Code of Conduct-2015 has been prepared in consultation with and acceptable to all stakeholders and notified which is unprecedented in , 25 2. Council of Complaints have been constituted and notified at Islamabad, all four provincial capitals and Multan which are fully functional for all kind of complaints from general public and organizations regarding any aspects of private sector electronic media in the country.

3. 24/7 ‘Complaints & Feedback Call Centre’ has been established at PEMRA Headquarters, Islamabad with Toll Free Number 0800-73672 (0800-PEMRA).

4. 24/7 ‘Monitoring Set-up’ has been established at PEMRA Headquarters to keep watch on programme/ content of TV channels.

5. Outmoded PEMRA laws are being reviewed to modify in accordance with modern regulatory requirements.

6. Legislations are being made to evolve PEMRA as vibrant and resourceful regulator.

7. Pakistan Broadcasters Association and other journalistic bodies are being taken on board to address anomalies in electronic media through consultation process.

Pakistan Television Corporation (PTVC)

(c) The revision in the prescribed rules/guidelines by the Government is carried out from time to time to ensure standards of credibility in PTV programmes.

98. * Rai Hasan Nawaz Khan:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the level of rays/radiation being emitted by Mobile Phone Towers in the country at present;

(b) whether it is a fact that the said level is much higher in the country as compared to the international standards; and 26

(c) whether there is any proposal under consideration of the Government to issue instructions to display fix percentage of required absorption on mobile phones; if so, the details thereof?

Minister In-Charge of the Cabinet Division: (a) Frequency Allocation Board (FAB) issues No Objection Certificates (NOCs) for installation of Base Transceiver Stations (BTSs) to all license operators and has defined maximum TX output powers as 20 Watts. Additionally, Power density public exposure limit set in “ Protection from Health Related Effects of Radio Base Station Antennas Regulation 2009” is as under:

i. For 400 MHz-2000 MHz range public exposure power density limits

ii. For 2 GHz — 300 GHz range public exposure power density limit < 1 mW/cm2

The above power levels are based on international standard. The name of relevant international body which prescribes the standard is International Council for Non ionizing Radiation Protection (ICNIRP). The standards have been adopted by MoIT as a result of study carried out on international best practices.

(b) As a result of surveys carried out by PTA with FAB the levels have been found to be 4 to 5 times below the maximum permissible levels accepted internationally as explained above.

(c) PTA is issuing type approval to mobile phones handsets in pursuance to Supreme Court Suo Moto Order Case No. 16 of 2011 dated 29th November, 2013 which inter alia, include that “PTA will start process of Type Approval of phones”. PTA has prepared application form and guidelines for type approval of mobile phone handsets. Specific Absorption rates (SAR) is one of the parameter sets out in guidelines of type approval. SAR Test report is mandatory to be provided by applicant for type approval. Mobile Phones are required to comply with a Specific Absorption Rate (SAR) limit of 2 W/Kg of tissue (average over 10 gm). Moreover PTA type approve holder is required to label PTA APPROVED MODEL and affixed on each item as per Type Approval Regulations. The label “PTAApproved” on the mobile set box means the SAR is as per standard. 27 99. * Ms. Mussarrat Ahmadzeb:

Will the Minister for Federal Education and Professional Training be pleased to state:

(a) whether it is a fact that the University of swat has been established in Provincial Administered Tribal Areas through a regulation made under Article 246 and 247 of the Constitution; and

(b) whether the provisions of the University Model Act, 2012 and 2015 are applicable to the said University; if not, the reasons thereof?

Minister for Federal Education and Professional Training: (a) Yes, the University of Swat has been established in Provincially Administered Tribal Area of Swat under Article 247 (4) of the Constitution, by the Governor of with the approval of the . However, the University is governed under “The University of Swat Regulation, 2010 (Khyber Pakhtunkhwa Regulation No. II of 2010)”, (Annex-A).

(b) The University Model Act, 2012 and 2015 are not applicable to University of Swat in terms of Article 247(3) of Constitution of Islamic Republic of Pakistan, 1973 (Annex-B).

100. * Ms. Mussarrat Ahmadzeb:

Will the Minister for Federal Education and Professional Training be pleased to state:

(a) whether it is a fact that only for the satisfaction of personal ego of few Members of Provincial Assembly of the Khyber Pakhtunkhwa, unjustified interference and unauthorized inquiries are being made in the University of Swat;

(b) whether it is also a fact that the staff as well as students of the said University are being harassed by the said Members; 28 (c) if the answers to parts (a) and (b) above are in the affirmative, the details thereof?

Minister for Federal Education and Professional Training: (a) As per Higher Education Department (HED) of Khyber Pakhtunkhwa, an inquiry committee was notified to probe into the alleged irregularities in University of Swat in pursuance of decision made in the meeting of standing committee of higher education. The inquiry report has already been submitted to the Provincial Assembly of Khyber Pakhtunkhwa.

Notwithstanding the above, the University of Swat has filed two suits in the for unauthorized interference into affairs of the university. The matter is pending adjudication.

(b) As per HED of Khyber Pakhtunkhwa, the staff as well as students of said university are not being harassed by the said Members, whereas the university feels otherwise; and the matter is pending adjudication as mentioned above.

(c) The University of Swat feels that some unconstitutional interventions have been made in affairs of the university and in terms of Article 137, 246 & 247 of the constitution, Provincial Government is not authorized to make regulations for the area. The matter is under adjudication in the High Court, Peshawar.

101. * Sahibzada Muhammad Yaqub:

Will the Minister In-charge of the Aviation Division be pleased to state:

(a) whether it is a fact that the Airport in Malakand Division has been closed since long;

(b) if the answer to part (a) above is in the affirmative, whether there is any proposal under consideration of the Government to make the said Airport functional; if so, when it will be implemented?

Minister In-Charge of the Aviation Division: (a) Saidu Sharif Airport was closed in 2007 as commercial flights of PIAC ceased operation. In 2014 rehabilitation work was carried out and PIA operated inaugural flight on 10th 29 Nov, 2014. Thereafter, no schedule flight operated because of PNR load and was declared “Non-Operational” for commercial aircraft operations. However, military traffic is operating under military arrangements.

(b) There is no proposal under consideration to make the said airport functional as no airline is intending to operate commercial flights.

102. * Sahibzada Muhammad Yaqub:

Will the Minister In-charge of the Aviation Division be pleased to state whether it is a fact that the standard of the Pakistan International Airlines has declined drastically; if so, the steps being taken by the Government to improve the same?

Minister In-Charge of the Aviation Division: PIA has always focused on maintaining its standard in line with international standards and the present Government is very keen to make PIA a viable and self-reliant organization. The Corporation has been suffering financial loses since long and efforts are underway to improve the financial health and over all performance of the Corporation through various means. The comparison of financial results, Jan-Mar 2014 vs Jan-Mar, 2015 shows that the Corporation earned operating profit of Rs. 2.83 billion.

2. Following steps has been taken so far to improve air service of PIA:—

A. FLEET EXPANSION

The decision of induction of fuel efficient narrow body aircraft, has enabled in bringing efficiency and better control on fuel cost. During last two years the aircraft fleet of PIA has been increased from 22 to 36 aircraft and by the end of this year it will go upto 41.

‰ Now PIA fleet is comprised of different types of aircraft including ATR 72, A320, A310& B 777.

B. ENGINEERING

‰ PIA is taking steps to minimize Technical Delays through quality maintenance and fleet availability to improve on-time departures of aircraft.

‰ Replacement of Seat covers and Carpets on entire PIA Fleet is being 30 carried out to enhance Customer experience

C. MARKETING

‰ As a part of route rationalization process daily flights to Quetta, Peshawar, Multan, Faisalabad etc have been resumed along with additional frequencies to Rahim Yar Khan, Bahawalpur and especially to Northern areas and Balochistan. Upon acquisition of more aircraft PIA will certainly avail opportunities to expand its network.

‰ Additional flights have also been scheduled to increase international operation on viable routes. In this regard PIA has started twice weekly flights between Dubai and Karachi, daily flights between Dubai- Lahore & Dubai- Islamabad and resumed flights between Dubai-Peshawar.

D. PASSENGER HANDLING SERVICES (PHS)

‰ In order to ensure on-time departures and to avoid delays due security measures, information has been widely circulated through domestic dailies for awareness of passengers.

‰ PIA has introduced SMS service to inform the passengers about flight schedule. It saves them from any hassle especially when flight is delayed due some reason.

‰ A very effective baggage identification system WTR (World Tracer Management) has been introduced through which the misplaced baggage is delivered to the passengers in a very short time.

‰ Technical Ground Support has been revamped to provide improved service to passengers.

E. FLIGHT SERVICES

‰ To improve service standard, developmental training of cabin crew is being done with collaboration with Qatar Airways

‰ Constant monitoring, assessment of cabin crew on the basis of performance. 31 F. RATIONALIZATION OF HR AT FOREIGN STATIONS

A detailed study was carried out for the rationalization of Human Resource especially at foreign stations. In the light of recommendations steps were taken to rationalize the manpower at foreign stations according to work load. In this regard a retrenchment of more than 100 local employees was accomplished.

G. FINANCIAL SUPPORT BY THE GOVERNMENT OF PAKISTAN

‰ Cash support to PIAC from GoP during the period from June, 2013 till 31st December, 2014 is Rs. 20.6 billion. ‰ ECC in its meeting held on 6-12-2014 approved USD 52 million for induction of 15 aircraft in PIA’s fleet on dry lease. This amount would be injected as equity by the Government of Pakistan. PIAC have already received the said amount from GoP.

I. EVACUATION FLIGHTS, HAJJ OPERATION AND CHARTER BUSINESS

‰ PIA operated special relief flights to Libya and Yemen to evacuate more than 1500 stranded Pakistanis from the War Zones. ‰ During Pre Hajj Operation 2015 PIA uplifted 55,000 Hujjaj by operating 147 Hajj Flights with 96% punctuality ‰ During 2014 PIA’ s Charter business grew by 50%

J. OTHER INITIATIVES

‰ In line with Prime Minister’s Youth Development Programme, besides Karachi, Training centers established at Lahore, Nawab Shah, Swat, Rawalpindi, Peshawar and Quetta.

‰ Opening of Multan, Faisalabad and Sukkar training centers are under process. ‰ Implementation of ERP (Enterprise Resource Planning) is expected by 2016. ‰ Procurement &Logistics Department of PIA has been completely transformed with maximum transparency and procurement of spare parts from OEMs only. 32 103. * Sahibzada Tariq Ullah: Will the Minister In-charge of the Capital Administration and Development Division be pleased to state (a) whether private rooms for the medical treatment of the Parliamentarians are available in the Federal Government Hospitals; (b) whether centralized air conditioning system installed in the Pakistan Institute of Medical Sciences, Islamabad is functional; if not, the reasons thereof; and (c) the year-wise expenditure incurred on the maintenance/repair of the said aircondition system during the last five years alongwith the details thereof? Yes, private rooms in Officer Ward are available for the Parliamentarians. II. PIMS

The VIP ward is available for the medical treatment of Parliamentarians in the PIMS. III. NIRM

Yes. There are 05 private rooms in the NIRM and these rooms are also allocated to the parliamentarians during course of their indoor medical treatment as and when required. (b) The HVAC system of Islamabad Hospital comprises of Cooling/ Heating, steam generation and Domestic hot water supply system. The above equipments were installed in 1984-1985 and commissioned in 1986. It is noted that with the passage of time and continuous operation of the HVAC Plant Islamabad Hospital the capacity and efficiency of the system has been reduced considerably. Most of the major HVACR equipment have completed their useful life, and now needs replacement. 33 Out of the above plant room equipments i.e Chillers, Cooling Towers, Circulation, Condenser, Domestic hot water pumps with electric fixtures and BMS system are totally out of order and beyond the repair and needs replacement.

A PC-I amounting to Rs.737.000 for replacement and up-gradation of the plant, rooms equipment at PIMS has been prepared on 27-11-2015 which is under process.

Therefore, more than 450 split & Window, floor standing and package AC units have been installed by the PIMS in various areas of the hospital buildings where the patients are admitted/public place.

Will the Minister for Information Broadcasting and National Heritage be pleased to state:

(a) whether there is any proposal under consideration of the Ministry to renovate/repair the National historical/archaeological places/ buildings in the country; 34 (b) if so, the funds allocated during the year 2014-15 and 2015-16 therefor?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a) Before the 18th Constitutional Amendment all 403 archeological sites and historical monuments protected under Antiquities Act 1975 as National Heritage were looked after by the Federal Department of Archaeology & Museums. However, under 18th Constitutional Amendment, all these sites/ monuments were transferred to their respective provinces.

“ Due to lack of expertise in the provinces, the Department of Archeology & Museums is providing its expertise for renovation/ repair of historical/national and other archaeological places/ buildings in the country.

“ In this regard, recently two master plans are under consideration:

(a) Preservation and restoration of Baghsar Fort District Bhimber AJ&K.

(b) Preservation and restoration of Brund Fort District Kotli AJ&K for Government of AJ&K.

“ Moreover, the Government of Gilgit Baltistan has also approached the Federal Department of Archaeology and Museums for survey and documentation of archeological sites and monuments located in the Gilgit Baltistan. All the funds on this account will be allocated by the respective Provincial Governments. (b) No finds from the Federal Government have been allocated to Department of Archaeology and Museums Islamabad during Financial Years 2014-15 and 2015-16 to renovate/ repair the National historical/archaeological places / buildings in the country.

105. * Mr. Asad Umar:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state: (a) whether there is any proposal under consideration of the Capital Development Authority (CDA) to complete the Margalla Road 35 extension project from Sector E-11, Islamabad to GT Road; if so, when it will be completed; and

(b) whether there is any planning of the CDA to initiate the repair work of IJP Road, Islamabad which is in a dilapidated condition at present; if so, when it will be initiated?

Minister In-Charge of the Capital Administratioin and Development Division: (a) Yes!

The project for Construction of Khayaban-e-Margalla from GT Road to Sector D-12 was awarded to M/S Rakhshani Builders but the Contractor suspended the work, due to the issue, relating to possession of land and hindrance by the locals. Against a Civil Suit (Arbitration Application) No. 01/2015, filed by the Contractor, Islamabad High Court has appointed an arbitrator for settlement of disputes between CDA and the Contractor. The work will be resumed after settlement of issues in the light of final verdict of the Honorable Islamabad High Court and will be completed within twelve (12) months.

It is further submitted that, the Khayaban-e-Margalla will be further connected with Khayaban-e-Iqbal through Service Roads (North & East) of Sector E-11, Islamabad.PC-1 of the said scheme stand approved from the CDA, DWP.

(b) Yes!

A scheme has been prepared for repair/rehabilitation of existing IJP Road, amounting to Rs. 375.00 million, which will be carried out during current fiscal year (2015-16) subject to allocation of funds. Moreover, CDA is planning for addition of Two (02) extra rigid lanes and grade separation facilities at intersections, in order to cater the massive intra provincial traffic. PC-II of the said proposed project amounting to Rs. 14.742 Million is under approval.

106. * Mr. Asad Umar:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state: (a) whether the Government has allocated and released funds to the Capital Development Authority for construction of the Chirah Dam; 36

(b) if so, the time by which the construction of Chirah Dam will be started and completed?

Minister In-Charge of the Capital Administration and Development Division: (a) It is stated that no funds during financial year 2014-15 and 2015-16 have been allocated by the Government of Pakistan to CDA for construction of Chirah Dam. Minister In-Charge of the Capital Administration and Development Division: (a) It is not a fact. 54 Teachers have been appointed through FPSC against available post of BPS-16 and above during the year 2013-14. Besides this various posts of BPS-17 and above have already been referred to FPSC. Whereas the recruitment in BS-14 has not been made so far due to imposition of ban by Federal Government. Recently ban has been uplifted case for recruitment of these posts is under process in CA&DD, Islamabad.

(b) At present total number of 1399 teaching posts are lying vacant out of 9613 sanctioned posts in various cadres in BPS-14 and above in the educational institutions under Federal Directorate of Education, Islamabad.

(c) The posts in BS-16 & above are referred to FPSC for requisitioning of services of suitable incumbents on merit/quota basis according to rules. There are however Atlas’s e.g. “Pediatric Atlas of Greulich and Pyles Skeletal Maturity of the Hand & Wrist” which can be used to assess the bone age of a person to within about 6-12 months accuracy before the age of 25 years.

Minister In-charge of the Capital Administration and Development Division: (a) In 1987 the National Institute for Handicapped was established through a Presidential order. At the time of its creation, the Institute was under the administrative control of the Ministry of Social Welfare and Special Education, later on it was handed over to the Ministry of Health in 2001 and in 2008 its name was changed as “National Institute of Rehabilitation Medicine. After devolution; the Institute is a subordinate office of the Ministry of Capital Administration and Development.

NIRM is a 160 bedded fully functional hospital, providing long term rehabilitation services to disabled patients. All disabled and poor patients coming to NIRM are provided free of cost medical, surgical and diagnostic facilities including OPD consultation, indoor admission, Laboratory Test, X-Rays, MRI, Surgical facilities, diet, Anesthesia and good quality drugs for indoor patients. NIRM is a referral centre for long term rehabilitation and as such we go to all lengths possible to provide the best, affordable, and comprehensive care to our patients within our resources.

(b) Total funds allocated to NIRM for the Fiscal year 2015-16 is Rs.258,617,000.

Will the Minister for Information, Broadcasting and National Heritage be pleased to state:

(a) the date by which the first programme of BOL TV was telecast in the country; and

(b) whether the said programme is still being aired?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a) Regular Transmission of BOL TV had never been started, however, the management of BOL TV claimed that they had purchased another channel, namely, LABBAIK (Pvt.) Ltd., which was already operating under a licence.

No change of management of LABBAIK was allowed by PEMRA.

As per SOP, a licence is issued to Satellite Television Channel after security clearance of the board of directors of the company. No licence was ever granted to M/s Axact (Pvt.) Ltd., Karachi as security clearance was not made. The company filed a writ petition before Hon’ble High Court for re-initiating security clearance of the company.

It may be mentioned that Council of Complaints , in its 24th meeting held on 18th August, 2015 after granting opportunity of hearing to PBA under direction of Islamabad High Court in Writ Petition No.2413/2015 titled “Pakistan Broadcaster Association Vs Federation of Pakistan etc” had recommended suspension of BOL TV Licenses. 8

Pakistan Electronic Media Regulatory Authority (PEMRA), in its 106th meeting held on 16th September, 2015 at PEMRA Headquarters, Islamabad, made significant decisions regarding the suspension of both licenses of BOL TV namely BOL News & BOL Entertainment till fulfillment of all legal and codal formalities.

(b) No programme is being aired by BOL TV’.

Minister In-charge of the Capital Administration and Development Division: (a) Some roads and streets of F-8 and G-7 Sectors are in a dilapidated condition, because adequate funds were not available for road maintenance work in the last six years.

(b) CDA has not stopped the maintenance work; CDA is carrying out repair/maintenance works within available resources.

(c) CDA has already started the rehabilitation/re-carpeting work of various sectors of F and G series under the Special package of Prime Minister of Pakistan for the Capital City. In this regard the major service road of Sector F-8 and G-7 will also be repaired.

(b) Yes, minimum wages as announced in the budget of Financial Year 2015-16 is Rs.13,000/-per month.

(c) PBM has implemented the decision of the Federal Govt. and increased the minimum wage to Rs.13,000/- w.e.f. 01-07-2015.

57. Ms. Shagufta Jumani:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state whether it is a fact that new born children are being kidnapped from the Federal Government Hospitals due to inadequate security facilites overthere; if so, the steps being taken by the Government in this regard?

Minister In-charge of the Capital Administration and Development Division: No such case has occurred in Federal Government Polyclinic, Islamabad in recent past.

As regard, PIMS there was an unfortunate incident January, 2015 where a new born child was kidnapped by an unknown woman. The investigation is with Police authorities.

Following steps has been taken by the Government in both hospitals to ensure enhance security of new born:—

“ Close Circuit TV cameras are installed near reception of Labour Room, NICU and all exits of hospitals.

“ Special security arrangements have been made for whole hospital by hiring services of armed guards from well reputed security agency duly registered with Ministry of Interior in FGPC and Lady Security Guards has also been arranged in MCH(PIMS).

“ Proper Handing/Taking over (with proper documentation) of new born to the parents. 18 58. Ms. Shaista Pervaiz:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) whether it is a fact that overhead bridge of F-9 Park towards Sector G-9, Islamabad has not been constructed by the Capital Development Authority so far;

(b) if the answer to part (a) above is in the affirmative, whether there is any proposal under consideration of the Government to construct the overhead bridge overthere in the near future; if so, the time by which it will be constructed?

Minister In-charge of the Capital Administration and Development Division: (a) Yes, Overhead bridge between F-9 Park and sector G-9, Islamabad has not been constructed so far.

(b) There is no provision in the AWP for the current fiscal year 2015-16 regarding Overhead Pedestrian bridge between F-9 Park and sector G-9.

However, Director (TE & TP), CDA has been requested to look into the matter and frame recommendations for provision of pedestrian crossing facility at the said location.
