(SCCC) November 2015 Health Board Submits Full Business Case

We are pleased to announce that, the Health Board has submitted the Full Business Case for the Specialist and Critical Care Centre (SCCC) together with the overarching Clinical Futures Programme Business Case to the Welsh Government. This is exciting news for us as a Health Board and confirms our commitment to our Clinical Futures Strategy and the SCCC.

During the next few months, Welsh Government will look at these Business Cases and make a final decision regarding the funding of the SCCC. Our plan to open the new 470 bedded hospital at Llanfrechfa in August 2019 will very much depend upon us receiving approval in early 2016. At the same time we have also submitted outline proposals for the additional capital funding that will be needed for the and Nevill Hall Hospital to ensure that they meet the needs of our patients after the SCCC opens.

We would like to take this opportunity to thank everyone who has been involved in the work to develop these proposals over the last few years and look forward to creating even better services for the people of Gwent.

Complex Specialist and Critical Care Services for over 600,000 People

The SCCC will be purpose built to provide care for those who require complex specialist or critical care. The hospital will include a 24 hour assessment unit, dealing with all major emergencies and resuscitation cases; intensive care facilities, comprehensive diagnostic services, theatres and a consultant led Obstetric Unit. The hospital will also have a dedicated Paediatric Assessment Unit which will manage all paediatric emergencies apart from minor injuries and some GP referrals, in addition to a Neonatal Intensive Care Unit. These will be supported by a range of services including pathology, pharmacy, radiology, including MRI and CT scanners. There will also be a helipad for rapid transportation of emergency cases.

Emergency Surgery and Medical emergency admissions, including emergency Gynaecology and Trauma, will be admitted straight to a specialty bed or to the Emergency Assessment Unit under the care of the specialty team.

The SCCC will deliver these services for the populations of Newport, Monmouthshire, Torfaen, Blaenau Gwent, Caerphilly, and South Powys. This equates to a catchment population of over 600,000.

Our Enhanced Local General Hospitals; Nevill Hall Hospital, Royal Gwent Hospital and and supporting Local Hospi- tals; Ysbyty Aneurin Bevan, Chepstow Hospital and County Hospital will pro- vide the majority of care for people who do not need access to critical care services and will continue to offer diagnostics, therapy and inpatient care.

Over the coming months we will bring you news and updates of how services will be provided as we move forward with the SCCC development. Our next issue will provide you with an update on our emergency care model.

Art To Inspire Emotional Development of SCCC

Art Consultant Emma M Price of local EMP Projects & Associates, is working closely with representatives from the Health Board, the Contractor Laing O’Rourke, GARTH (Gwent Art in Hospitals) and BDP Architects to create an art programme outlining a series of site-specific artwork for the SCCC development.

The SCCC Art Strategy is being supported by an extensive group of stakeholders including clinicians, user groups and partner organisations plus further engagement with local schools, Universities and arts centres. This is driven by a collective and genuine commitment by the SCCC Art Steering Group for participation of the wider health and arts community in Gwent.

The overarching aim is to create art that makes a real difference for clinicians, patients, and their families by improving their experiences at the SCCC, either directly or indirectly.

Emma says; “I was delighted to be awarded such a prestigious appointment. I am very pleased to receive strong support of from the local community and dedicated staff across the Health Board in providing advice and guidance that is shaping the proposed art commissions.

What is evident is that the SCCC requires a sensitive and thoughtful approach to commissioning artwork, taking into consideration the physical design of the exterior and interior of the build and the emotional wellbeing of its users.

“Each art commission must consider and provide bespoke solutions for the diverse needs of users and staff. For example, the brief to the artist for the trauma and emergency assessment centre will differ from the specialist paediatric assessment unit.”

I feel that this will ensure artworks are user specific and be a real part of the physical and emotional SCCC development.”

Llanfrechfa Grange Walled Garden Continues to Inspire

The Llanfrechfa Grange Walled Garden Community Project continues to attract new people to its cause through two recent public events.

On Fri 21 August 2015, volunteers joined forces with the Oxford House Industrial History Society to share the history of Llanfrechfa Grange. The event included a tour of the house, walled garden and grounds of Llanfrechfa Grange by John Venn from Oxford House. Visitors were also able to read the latest updates on the history of the site and its former owners, collated by Jan Smith from the Llanfrechfa Grange Walled Garden project and published as new history pages on the Walled Garden’s website.

The event attracted over 40 people, many of them new to the project. Visitors shown around the house learned what each room was originally used for when it was a private house and were shown the location of other buildings within the grounds including the site of a murder which took place in the 1920s. The Walled Garden project also had a stand at the Aneurin Bevan University Health Board’s AGM and Health Fair held at the Health Board’s Headquarters, St Cadoc’s Hospital, Caerleon, on 16 September 2015. Several visitors to the Health Fair stopped to ask questions about the project and expressed their support.
