You can find the latest version of the Contact Catalogue and further information on our website www.epac-eacn.org. With most of 2019 having passed, I am proud to say that we can already look back on a number of successful EPAC/EACN events. On 7 February, the EPAC/EACN Board held its first meeting of the year, which was mainly dedicated to an exchange on the follow-up actions to be taken in response to the views and expectations expressed by member organizations at the 18th EPAC/ EACN Annual Professional Conference in Rust, Austria, on the (current) functioning of the networks and possibilities of further cooperation. The second EPAC/EACN Board meeting in early May, generously hosted by ACA Vice-President Mati Ombler, then focused on the preparations for this year’s EPAC/EACN Annual Professional Conference and General Assembly to be held in Stockholm, Sweden, from 10 to 12 December 2019. Another important milestone of the year was the start of the EPAC/EACN Working Group “EU Integrity”, jointly implemented by the State Criminal Police Office of North Rhine-Westphalia (LKA NRW), the French Anti-Corruption Agency (AFA), the Anticorruption General Directorate of the Romanian Ministry of Internal Affairs (DGA) and the Austrian Federal Bureau of Anti-Corruption (BAK), each hosting one sub-working group (SWG) with a focus on a particular aspect. By the end of November, each SWG will have held its first meeting, with further work continuing in 2020 and 2021. I take this opportunity to thank all SWG hosts as well as participants in the respective sessions for their efforts and active contributions. Finally, we are soon nearing the highlight in our networks’ events calendar, the Annual Professional Conference and General Assembly. As mentioned above, this year it will take place in Stockholm, Sweden, under the title “Understanding the underlying mechanisms of corruption – global challenges and preventive measures”, and I would like to express my particular thanks to the Special Investigations Department of the Swedish Police Authority for generously hosting this major event. Without a doubt, it will provide another important platform for exchange among our members on topical issues, and I already look forward to lively discussions in different formats. In line with their respective constitutions, EPAC and EACN also advocate international legal instruments and offer assistance to other bodies for establishing transparent, efficient mechanisms.     Prawa człowieka a policja I. Wprowadzenie 1. Policja jest organem ochrony porzdku prawnego najbardziej widocznym w yciu społeczestwa. Zadaniem policji jest bowiem bezporednia, codzienna ochrona prawa, porzdku i bezpieczestwa publicznego. Kontakt jednostki z policjantem to najczciej wystpujce bezporednie zetknicie si z reprezentujcym władz pastwow funkcjonariuszem publicznym. Prawo, szanowane w praktyce przez funkcjonariuszy pastwa prawa, słuy nie tylko obywatelom, lecz take władzy i tyme funkcjonariuszom. Policjant jest wic (a przynajmniej powinien by) sług prawa, czsto bdc jednoczenie jego pierwszym interpretatorem, który decyduje o tym, czy prawo zostało naruszone, i o sposobie ochrony naruszonego porzdku 1. 2. Oznak przemian, jakie nastpiły w Polsce w ostatnich latach, jest m. in. wykazywana w sondaach opinii publicznej wysoka aprobata dla policji w Polsce po 1989 roku 2. Przyczyniły si do tego zmiany prawne okrelajce granice władzy, a take uwzgldnienie w tzw. ustawach policyjnych i przepisach wykonawczych regulujcych funkcjonowanie policji, podstawowych midzynarodowych standardów, okrelajcych postpowanie policji. The Polish “Blue” Police and Collaboration in the Holocaust In 2016, seventy-one years after the end of World War II, the Polish Ministry of Foreign Affairs disseminated a long list of “wrong memory codes” (błędne kody pamięci), or expressions that “falsify the role of Poland during World War II” and that are to be reported to the nearest Polish diplomat for further action. Sadly—and not by chance—the list elaborated by the enterprising humanists at the Polish Foreign Ministry includes for the most part expressions linked to the Holocaust. On the long list of these “wrong memory codes,” which they aspire to expunge from historical narrative, one finds, among others: “Polish genocide,” “Polish war crimes,” “Polish mass murders,” “Polish internment camps,” “Polish work camps,” and—most important for the purposes of this text—“Polish participation in the Holocaust.” The issue of “wrong memory codes” will from time to time reappear in this study.

The conference Identification of victims and criminals – why we do not notice them on 30–31 May 2013 in Tallinn, Estonia formed the conclusion of a Nordic-Baltic-Northwest Russian cooperation project. Around 80 participants attended the two-day conference to discuss ways of identifying victims and criminals and to find answer to the question of why we do not notice victims or criminals, even though we now have available to us facts, figures, research and knowledge about human trafficking as a part of international organized crime.     2004 Country Report on Human Rights Practices in Romania Page 1 of 20 Romania Country Reports on Human Rights Practices - 2004 Released by the Bureau of Democracy, Human Rights, and Labor February 28, 2005 Romania is a constitutional democracy with a multiparty, bicameral parliamentary system, a prime minister who is the head of government, and a president who is the head of state. Traian Basescu was elected President on December 12 in elections characterized by irregularities, but which were judged generally free and fair. At year's end, Basescu appointed center-right a Liberal-Democratic (PNL-PD) Alliance leader, Calin Popescu-Tariceanu, as Prime Minister to lead a new government composed primarily of the PNL-PD, the Democratic Alliance of Hungarians in Romania (UDMR), and the Romanian Humanist Party (PUR). This followed four years of government led by Social Democratic Party (PSD) Prime Minister Adrian Nastase and President Ion Iliescu. The Constitution provides for an independent judiciary; however, in practice, the judiciary remained subject to political influence. Widespread corruption remained a problem, although the Government took initial, but only partial, steps to address the problem. The National Police are primarily responsible for law enforcement, the Gendarmerie for preserving public order, and the Border Police for maintaining border security. The Ministry of Administration and Interior (MOAI) supervises these organizations. The military has primary responsibility for protection against external threats. An internal intelligence service assesses threats to national security but has no law enforcement powers. Civilian authorities maintained effective control of security and intelligence organizations, although some concerns were expressed regarding the possible misuse of intelligence agencies for political purposes.

Overview and purpose This paper presents lessons learned from a quick review of the experience of policing the pandemic in European states. Reflecting on this experience, the paper presents lessons and recommendations for the policing of any future second wave or future pandemic. Background These are very difficult times for policing and the police. The COVID-19 virus caused a pandemic that demanded unprecedented measures in the field of medical and social order. "In this moment of rapid transition, the reproduction of order is in question, the management of risk is tenuous and the governance of security paramount." (Sheptycki, 2020, p.2) According to James Sheptycki, for the first time we can speak of a global policing event, though actual responses have tended to be national and to reinforce borders as a first line of defence against the virus. In response to the current COVID- 19 public health crisis, European states have introduced measures to close workplaces, to limit the movement of people and to require or encourage social distancing. The ways in which these measures have been formulated and enforced vary from one country to the next and, in many cases, from one town to another. Within this varied picture, we note an increased use of police authority to stop persons, to check their identity and, where appropriate, to search their person, as this is probably the most used police measure to enforce the requested social distance.
