Project Description: The San Francisco Bay Area Rapid Transit District (BART), in cooperation with the City and County of San Francisco, is working to improve escalator durability and security at station entrances/exits along Market Street leading to the underground Embarcadero, Montgomery Street, Powell Street, and Civic Center/UN Plaza station concourses. The existing entrances/exits consist of variations of side-by-side stairs and escalators leading down to the underground concourse level, and are currently uncovered and exposed to inclement weather and discarded trash leading to frequent breakdowns of the existing escalators. The proposed improvements would include the installation of canopy covers over the entrances/exits, as well as replacement and refurbishment of existing street-level escalators. Each protective canopy would also be equipped with a motorized security grille that would lock at the sidewalk level of the station entrance/exit when the stations are closed. -

Bothin Marsh Geomorphology, Ecology, and Conservation Options Chapter 3: Environmental History Chapter 3: Environmental History of Intertidal Habitat in Richardson Bay 3.0 Introduction This chapter summarizes the environmental history of Richardson Bay (herein referred to as “the Bay”) with a generally focus upstream or northwestward of the State Highway 101 bridge, with special regard for the study area encompassing the Bothin Marsh Complex (Figure 3.1). See the overall Introduction to this report for a more complete description of the setting. This historical analysis documents changes in the distribution, abundance and general condition of intertidal habitat types, including their conversion from one type to another, due to natural processes and human intervention. This analysis is supported by the understanding of physical and ecological processes conveyed in Chapters 1 and 2, and draws on that understanding to infer the causes of Highway 101 Bridge documented environmental change. 3.1 Summary of Findings The Bay and its marshes are still adjusting to major environmental changes caused by people since the late 1700s. -

INTRODUCTION REVISED PUBLIC REVIEW DRAFT MAY 8, 2020 The introductory chapter provides an overview of the General Plan, describing the purpose of the plan and its role for the City of Sausalito. The Introduction includes Sausalito’s Vision for 2040, the Authority and Purpose, Organization of the Sausalito General Plan, Implementation of the Plan, Public Participation in Creating the Plan, Sausalito’s History, and Future Trends and Assumptions. SAUSALITO’S VISION FOR 2040 VISION STATEMENT Sausalito is a thriving, safe, and friendly community that sustainably cultivates its natural beauty, history, and its arts and waterfront culture. Due to sea level rise and the continuing effects of climate change, the city seeks to bridge the compelling features and attributes of the city’s past, particularly its unique shoreline neighborhoods, with the environmental inevitabilities of its future. Sausalito embraces environmental stewardship and is dedicated to climate leadership while it strives to conserve the cultural, historic, artistic, business and neighborhood diversity and character that make up the Sausalito community. WORKING GROUP DIRECTION: Revisit at June 2nd meeting to identify updates OVERALL COMMUNITY GOALS The General Plan Update addresses the new and many continuing issues confronting the city since the General Plan was adopted in 1995. The General Plan Update also responds to the many changing conditions of the region, county, and city since the beginning of the 21st century. The following eleven broad goals serve as the basis for more specific policies and implementation strategies. 1. Maintain Sausalito’s small-scale residential neighborhoods, recognizing their geographical, architectural, and cultural diversity, while supporting a range of housing options. -

Sausalito Citywide Historic Context Statement I. Introduction A. Summary Statement In 2012, the California Office of Historic Preservation (OHP) awarded the City of Sausalito (City) a CLG grant to fund the preparation of a historic context statement (herein referred to as the Sausalito Citywide Historic Context Statement or “study”) as a preliminary step in identifying and evaluating Sau- salito’s historical resources. Though Sausalito has a longstanding historic preservation program dating back to the 1970s, most of the city has never been comprehensively surveyed. Furthermore, much of the prior survey work is almost half a century old and therefore in need of updating in accordance with contemporary preservation methodology. Recognizing its responsibilities as a Certified Local Govern- ment, or CLG, the City embarked on a multi-year campaign to update its Historic Preservation Program in 2010. Chief amongst its accomplishments include the publication of the Sausalito Historic Design Guidelines brochure in 2011, the completion of the Marinship Historic Context Statement and Cultural Resource Survey in 2011, and the adoption of the Sausalito Community Design, Historic and Cultural Preservation Element – an element of the Sausalito General Plan – in 2020. The completion of a historic context statement for Sausalito is the logical next step in realizing the city’s historic preservation goals. Designed specifically for Sausalito, a city that has never been comprehen- sively surveyed, the Sausalito Citywide Historic Context Statement will assist city staff and commission- ers, citizens, and other stakeholders gain a better understanding of the historical themes and patterns that have shaped the city over time. It will also provide insight into Sausalito’s unique inventory of prop- erty types, as well as laying out the integrity thresholds and registration requirements that these proper- ties must meet in order to qualify for local, state, and national registers. -

Phleger Estate
PHLEGER ESTATE PHLEGER ESTATE n 1935, Herman and Mary Elena Phleger purchased their Mountain Meadow property that has come to be known as the Phleger Estate. In 1984, Herman died. IHe and Mary Elena had been life-long boosters of conservation and environmen- tal causes. In that spirit, Mary Elena offered the Peninsula Open Space Trust (POST) the opportunity to preserve the property. Within four years, POST managed to raise the necessary funding to make the purchase possible. On April 29, 1995, the Phleger Estate was dedicated as a part of the GGNRA. The 1,084 acre parcel1 is located west of Cañada Road and north of San Mateo Coun- ty’s Huddart Park in the southern hill country of the Peninsula, once a portion of Ran- cho Cañada de Raymundo in the heart of a robust logging industry during the nine- teenth century. Its western boundary is a forested ridge plainly visible from United States Interstate 280 to the east. This ridge and slope is the eastern portion of Kings Mountain of the Sierra Morena or Santa Cruz Range of Mountains (also referred to as the Skyline) and at 2,315 feet is the second highest point in San Mateo County.2 Three major drainages run from the Mountain into West Union Creek. The Phleger Estate includes redwoods, mixed evergreens and tan oak woodlands. The redwoods are mostly in stream corridors of canyons of the Skyline and also along West Union Creek. These trees include mostly second-growth redwoods, however, the lumberjacks did not take every one of the original sequoias, because a few old growth trees, obviously the more inaccessible ones, live in the upper portions of the property.
