Master’s thesis Stude nt: Mathias Alexander Marcussen Study programme: MSc International Business & Politics Hand - in date: 16 January 2017 Supervisor: Magnus Paulsen Hansen STUs: 183.473 1 Abstract Right - Wing populism and refugee policy debates are becoming predominant in national debates across Europe. An extraordinary increase in refugee flows to Europe and Denmark has provoked a debate about what policies should be implemented. The backlash sparked by significant numbers of non - western migrants has fed anti - immigration and right - wing populist rhetoric that has been recuperated by political parties both mainstream and of the political right. That mainstream parties adopt hereto marginal positions raises many questions and adds confusion to the debate. This thesis is an attempt at sorting through the shift the debate Denmark has witnessed through the two cases of significant refugee arrivals to Denmark. Case one is concerned with the status of Bosnian refugees in the mid - 1990s, while the second case is concerned with the ongoing Syrian refugee cri sis. The following research question has been selected: How has the Danish discourse on refugees changed since the 1990s and do these changes correspond with a Danish political shift towards right - wing populist rhetoric? To answer the research question, the thesis has adopted a constructivist approach to discourse and has used a semi - random collection of texts selected along linguistic, chronologic and political parameters. These are meant to be fairly representative of the discourses of the three main pa rties who serve as discourse benchmarks: Venstre, Social - Democrats and The Progress Party/ Danish People’s Party. -

It highlights the overall positive (and, in some areas, exemplary) nature of local democracy in Denmark, where a "Charter culture" prevails in local government affairs, ensuring the implementation of the principles of self-government enshrined in the Charter. The report notes with satisfaction the existence of good practices which deserve be cited as examples for consideration by other member States of the Council of Europe, such as the procedure for amalgamation of municipalities, consultations with local authorities in decisions concerning them directly, and the participation of citizens in local public life. However, the report also expresses concern that certain competences are not clearly devolved to local authorities, creating the risk of overlapping competences, assignment of inadequate financial resources or an inequitable distribution of financial burden
