Introduction Nyt kapitel 1.1 Establishment of the committee On 9 February 2012, the government established a committee for an Evaluation of the Local Government Reform with the aim of investigating the possibilities to better support an effec- tive and modern public sector, which provides high quality services and is equipped for the challenges of the future. The first task of the committee on the Evaluation of the Local Government Reform was to as- sess the current task distribution between municipalities, regions and state and to consider relevant adjustments of the task distribution. Secondly, the committee was given the task of assessing the existing cooperation structure and tools for coordination and control, etc. in the public sector and to consider possible adjustments of these. The committee's mandate states the intention of the evaluation is to perform a service check of the current task distribution in the public sector. At the same time, it states that the inten- tion is not to perform comprehensive changes to the task distribution between state, munici- palities and regions. 1.2 The mandate for the committee on the Evaluation of the Local Government Reform Background The Local Government Reform came into force on 1 January 2007. The reform entailed the reorganising of the fundamental configuration of the public sector in Denmark. Thus, a new municipal and regional map of Denmark was established and a new task distribution between state, municipalities and regions was implemented. A financing and equalisation reform was simultaneously implemented. The municipalities were merged so there were 98 municipalities instead of 271. The larger municipalities have secured the basis for professional sustainability in relation to the task per- formance of the municipalities and the challenges looking forward. Furthermore, the new mu- nicipalities became the main access point for citizens to the public sector. The counties were discontinued and five regions were established, the primary task of which is the responsibility for the operation and planning of the public health service. The fewer and more focused regions have supported the frameworks for the planning of the health service, including in regard to the implementation of a new hospital structure. 8 Chapter 1 Introduction The reorganisation in regard to the Local Government Reform involves new interfaces be- tween three administration links and new cooperation bodies have also been established and new tools to ensure coordination across state, municipalities and regions. In general, the Local Government Reform has ensured a clearer division of responsibilities in the public sector and the reform has consolidated the decentralised Danish model in which the decisions are made locally and close to the citizens as far as possible. Five years after the commencement of the Local Government Reform, it is relevant to assess whether there are areas where there is a need to adjust the division of labour between state, regions and municipalities. It is also relevant to assess whether the cooperation across the new interfaces functions appropriately. The government platform, Et Danmark der står sammen (One Denmark standing together) states that the government will perform an Evaluation of the Local Government Reform and the current division of labour between municipalities, regions and state. This will take place with, among other things, special focus on the healthcare area, the specialised social ser- vices area, the environmental area and the regional development. Furthermore, the government platform states that the administration of nature areas will be included in the considerations on an adjustment of the structure reform. Consequently, the intention is to perform a service check of the current handling of tasks in the public sector. However, the intention is not to carry out comprehensive changes of the task distribution between state, municipalities and regions and thus create uncertainty about the future task placement for employees and users in the public sector. It has been debated for decades whether income inequality hinders or enhances income growth. One of the classic models of this relationship was the Kuzenets curve which shows inequality against income per capita can be defined by an inverted U-shaped curve, over a period of time. The purpose of the paper is to see to see the relationship between income growth and inequality on a municipality level. To do this, four econometric panel data models were constructed with data gathered from Statbank Denmark. Log of income was used as the dependent variable and different measures of inequality were used as independent variables among other variables (public expenditure, education, population density, demographic composition, taxation). Results from these models show how income growth is positively related to income inequality, with vastly higher growth at the top end of the income distribution in Denmark. The implications of these findings can show that a trade-off between income inequality and income growth is not true, and it is possible that both variables work in tandem.

Everyday people who want to be detoxified acutely attend the Emergency-Department. Initiatives in the municipalities for acute-care seem scarcely used; this study will investigate how the municipalities’ effort can be utilized in collaboration with other stakeholders in the care-system and how this influences the evaluation of the care. During the detoxification process the blood-alcohol-level is decreasing and it is necessary to observe the patient to ensure that he/she does not develop withdrawal-symptoms. Withdrawal-symptoms must be treated as they can develop to potential life-threatening delirium tremens and detoxification cramps. Left untreated any future withdrawal-symptoms will worsen and thereby increase the risk of future delirium tremens and cramps. Most important though is that the decision to stay sober is easier when one does not have withdrawal-symptoms and thus, the chance of success increases. In Denmark it is usual the GP who is responsible for the medical treatment of people with acute detoxification without any withdrawal-symptoms; when the detoxification is not life- threatening it is a municipal task.

Den er blevet til på baggrund af interview med en lang række personer med kendskab til Venstre og forløbet omkring kritikken af Lars Løkke Rasmussen. Interviewene fandt sted henover august og september 2014 og blev således indledt efter mødet i Venstres hovedbestyrelse 3. juni. Jeg har talt med i alt 34 politikere, medlemmer af Venstre og politiske iagttagere. De medvirkende til rekonstruktionen af forløbet har udtalt sig "til baggrund". Det vil sige under forudsætning af, at de ikke blev citeret direkte i den endelige tekst. Mit sigte har fra begyndelsen været at genskabe centrale episoder under Venstres krise så detaljeret og tæt på sandheden som muligt. Uden den tryghed til at tale frit, som interview til baggrund giver, havde det ikke været muligt at komme så tæt på de faktiske begivenheder, at det gav et meningsfuldt indblik ind bag den 'officielle historie'. This is what we call an economic free place grant. Worth knowing about economic free place grant Applications for grants should be received in the Citizen Service Centre on the last weekday of the month in order that a grant may be provided for the subsequent month. The size of the grant is not fixed. It is appropriated on the basis of the family’s total income. You may therefore see that the grant is changing from month to month if there are changes in your income. The final regulation of the economic free place grant takes place at the end of each year. The Citizen Service Centre is informed about changes in your income from SKAT - the Danish tax authorities. In this connection a letter will be sent which you receive in your e-box. Previously, we had to fully close it when the sun was out, both because of the heat but also because the sun shone directly into the offices. With MicroShade, the sun's direct, penetrating rays are blocked and only allows daylight inside the building. So now we can see out of the window, rather than just be looking at a screen during summer.
