These are times of change and challenge. There is a need for policy makers to base their policies on sound analytical work. Therefore, the Beaconhouse National University established the Institute of Public Policy (IPP) as an independent, private sector think tank for research on economic, social, political and foreign policy issues. IPP's mission is to "work in the areas of importance for improving the welfare of the citizenry. Its work will focus in particular on public policies in areas of economics, social and political development, as well as on foreign policy". Key activities of the Institute include: independent and objective analysis of the economy; strategic analysis of the concepts and doctrines in selected areas of public policy; research in the areas that are important for regional cooperation; seminars and workshops to bring together policy makers, experts and other members; funded research projects and dissemination of research findings with the view to enhance public awareness and contribute to debate on issues of public policy. The IPP Executive Council consists of eminent personalities devoted to improvement of public policy in Pakistan. The State of the Economy: The Punjab Story V PREFACE l and complex challenges with resolve, his is the Fifth Annual Report of the IPP. Its release coincides with the final year of the Tdemocratically elected government which took over after the general elections held in March 2008. The Report would therefore be of interest, not only to the present policy makers but also to all other political parties which are formulating their respective political strategies and manifestos in preparation for the next general elections due in early 2013. In the face of all the predictions about doom and gloom, it is a matter of some satisfaction that the democratic process is on track. Despite poor governance record of the elected government and mounting economic difficulties, no political party has been advocating any non democratic options. In fact, all political parties inside and outside the Parliament, participated actively in the civil society movement which restored the superior Judiciary in March 2009 and then in the passage of the 18th Amendment in April 2010 which, as explained in IPP's Fourth Annual Report, not only restored the balance of power between the President and Parliament but also strengthened the Federation by enhancing the degree of provincial autonomy. The emergence of a vibrant civil society and a vigilant media supported by a very large network of the private T.V. channels has also transformed the entire political landscape of the country and in the process improved the prospects for evolving a strong democratic order, free from external pressures and continuing oversight of an over bearing Establishment. But the journey towards a strong and self sustaining democratic order is not going to be easy. It will face many formidable challenges including the ongoing tussle between the higher Judiciary and the Executive, as the latter adjusts to the working of an independent Judiciary and also between the Executive and the Parliament, as the latter takes up its new responsibilities to provide guidance on foreign and economic policies. Superimposed on these challenges will be the growing geo-political turmoil, as the United States (US) begins its planned withdrawal from Afghanistan and militant extremism intensifies its onslaught to gain political and physical space in Pakistan. But the greatest challenge for democracy in the coming years will be to provide good governance and deal with problems like inflation, unemployment, poverty and load shedding. These subjects are the focus of the analysis and research findings presented in this Report. The fundamental cause of the serious economic crisis facing the country is virtual stagnation in the real economy for several years. With an average growth of only 2.5 percent in these four The State of the Economy: The Punjab Story VI years every other indicator has been on the decline. Even the 2.4 percent growth rate in 2010- 11 was largely due to a 4.1 percent growth in services sector, including 13 percent growth in public administration and defence, attributable mainly to the 50 percent increase in salaries to civil servants in June 2010. The growth in the real sectors of the economy namely industry and agriculture was nominal. The stagnation in the economy is partly the result of a declining Investment _ Gross Domestic Product (GDP) ratio and partly due to the unprecedented energy crisis, which has already led to the closure of thousands of factories and large-scale unemployment of workers of these factories. But large-scale investment supported by domestic public and private savings will require a visible revival of confidence in the future of the economy, strong institutions, the rule of law and good governance. As in previous Annual Reports, this year's special topic is Punjab with an in-depth analysis of economic growth in Punjab as compared to the rest of Pakistan, its social sector development and regional disparities among districts and divisions in Punjab. The research for the special chapters on Punjab was undertaken by several M.Phil students of the Economics Department of the Beaconhouse National University under the supervision of Dr. Hafiz Pasha. I hope the findings and conclusions presented in the Report will be useful for the provincial officials and other stakeholders as they prepare to undertake enhanced development responsibilities under the 18th Amendment. We plan to undertake similar research for other provinces in the future Annual Reports of the Institute of Public Policy. The State of the Economy: The Punjab Story VII FOREWORD he IPP is making available its Fifth Annual Report at a difficult moment in Pakistan's history. TPakistan has been variously called a fragile state, a country facing an existential threat, and the world's most dangerous place. Its standing in various measures of social and economic development continues to slide. In the domestic political discourse, the negatives about the country's situation are emphasised more than the positives. In other words, it would be hard for policy analysts to think positively about the country's current position and its future prospects. That withstanding we see some glimmer of hope. This is for at least three reasons. First, Pakistan is successfully negotiating its way through a difficult period of transition. It is moving from a political system dominated by the Military towards the one which will have the citizenry represented by the people chosen in free and fair elections. While moving in that direction, it is finding a way to introduce a number of checks and balances on the exercise of the Executive Authority. In this context the roles of the Judiciary, the civil society and the media will become important. Second, the process of devolution made possible by the 18th amendment to the Cconstitution and supported by the 7th Award of the National Finance Commission (NFC) has begun to move the centre of gravity of economic policy making from the federal to the provincial levels. Thus empowered, the provinces should be able to manage to a considerable extent their own affairs. In order to do that effectively, they will need to understand well their own circumstances, plan to overcome their weaknesses and augment the financing they receive from the federal government by raising their own resources. This is the reason why we have made the "Punjab Story" the focus of this Report. We will have more provincial stories to tell in our future Annual Reports. Third, we are witness to a historic move _ the opening to India in economic affairs. After more than six decades of turning their backs towards each other, Pakistan and India may be able to work together in a number of areas, in particular in trade. This will have enormously positive consequences for Pakistan and would set right a number of distortions that occurred in the structure of our economy because of the uneasy relations with our neighbor. The IPP is engaged in an important study to analyze the various aspects of this important development. We will report on our findings in the 2013 Annual Report. The State of the Economy: The Punjab Story VIII As before, the Report was written by a group of people who are committed to working in the hope of seeing a better future for Pakistan. That said, I would be failing in my role as the Chairman of the Institute if I do not recognise the enormous amount of work _ both in terms of making contributions to the Report's substance as well as supervising the herculean labor that required to get it into publication _ by the Director of IPP, Dr.

Many of these procedures include incorporating the results from international research studies and reforms made in other countries. These studies and reforms are then related to the particular subject and the position in Pakistan so that the proposed curriculum may have its roots in the socio- economics setup in which it is to be introduced. Hence, unlike a machine, it is not possible to accept any curriculum in its entirety. It has to be studied thoroughly and all aspects are to be critically examined before any component is recommended for adoption. In exercise of the powers conferred by sub-section (1) of section 3 of the Federal Supervision of Curricula Textbooks and Maintenance of Standards of Education Act 1976, the Federal Government vide notification No. D773/76-JEA (cur.), dated December 4th 1976, appointed the University Grants Commission as the competent authority to look after the curriculum revision work beyond class XII at the bachelor level and onwards to all degrees, certificates and diplomas awarded by degree colleges, universities and other institutions of higher education.

    Remembering Partition: Violence, Nationalism and History in India Gyanendra Pandey CAMBRIDGE UNIVERSITY PRESS Remembering Partition Violence, Nationalism and History in India Through an investigation of the violence that marked the partition of British India in 1947, this book analyses questions of history and mem- ory, the nationalisation of populations and their pasts, and the ways in which violent events are remembered (or forgotten) in order to en- sure the unity of the collective subject – community or nation. Stressing the continuous entanglement of ‘event’ and ‘interpretation’, the author emphasises both the enormity of the violence of 1947 and its shifting meanings and contours. The book provides a sustained critique of the procedures of history-writing and nationalist myth-making on the ques- tion of violence, and examines how local forms of sociality are consti- tuted and reconstituted by the experience and representation of violent events. It concludes with a comment on the different kinds of political community that may still be imagined even in the wake of Partition and events like it. GYANENDRA PANDEY is Professor of Anthropology and History at Johns Hopkins University.     Pakistan Perspectives Vol. 25, No.1, January-June 2020 Parliamentary System and Framing of the 1973 Constitution: Contest between Government and Opposition inside the National Assembly Rahat Zubair Malik* Abstract It is generally believed that the Constitution of 1973 was passed unanimously by the parliament of Pakistan and was equally acceptable for all the federating units. While studying the processes of the approval of the said constitution inside the assembly, it becomes evident that the reality was quite different. There exists an argument that most of the Opposition members were not allowed to join the parliament’s session while the final approval of the constitution was processed. The present paper is an effort to analyse the developments that took place inside the National Assembly to pass this document which was to serve as the fundamental document of the state system in forthcoming years. In other words, the present article analyses the course of action through which the Constitution was framed. This is an analytical study primarily based on the National Assembly debates supported by the secondary sources, biographies, and autobiographies of the contemporary politicians to understand how far the amendments suggested by the then opposition were accommodated by the ruling party. Furthermore, this paper analyses the reasons for which each government has to amend the basic structure of the constitution to make it more practical and acceptable for its units. For instance the Eighteenth Amendment removed the concurrent list of the constitution but now the following governments are facing issues to implement the Amendment in detail. More than 60 per cent of the top 100 think- tanks listed in the University Pennsylvania survey in 2012 study conflicts and issues related to conflicts. These conflict studies concentrate mostly on inert-state wars and intra-state armed conflicts.2 The conflicts generated by great power interventions or the imperatives of global order receive only occasional or incidental attention. This area of conflict studies would perhaps gain in salience as the phenomenon of “Arab Spring” spreads to other regions, and as interventions invoking “Responsibility to Protect” within the United Nations framework are more frequently taken resort to as was evident in Libya or could be tried in Syria. For yet another reason, the role of “global political conditions” needs to be factored in seriously in the study of conflicts. The analysis begins by giving a quick overview of some of the larger economies of the region and assesses the divisions that have developed between the people as a result of national strategies. The paper goes on to present a brief history of the previous attempts at decentralization in Pakistan and a discussion of how these were thwarted. This is followed by a discussion of how decentralization can be successful in Pakistan after the 18th Amendment and the 7th NFC Award. Keywords: Development, policy, decentralization, Pakistan. Introduction The main purpose of this brief presentation is to suggest that Pakistan needs a different development paradigm to deal with its many economic, social, and political problems. It needs to be different from the one followed in recent years which, after several years of high growth, plunged the country into a deep crisis. This manifested itself in many different ways. The rate of economic progress slowed down, the incidence of poverty increased, and domestic terrorism increased to the point that almost all foreign travel has stopped. An environment has been created in which inter-regional, intra- provincial, inter-economic classes, and sectarian conflicts have risen to the surface. These have come with heavy economic, social, and political costs that will further set back progress on a number of different fronts. An important part of my suggested paradigm is the notion that one way of rebalancing the economy and the social and political systems is to bring government closer to the people.

Bhutto’s Cabinet: A Study of Its Role in Formulation of Economic and Foreign Policy, 1971-1977 Zulfikar Ali Bhutto’s period is very important from the point of view of economic and foreign policy formulation process as Pakistan had to redefine some principles and to identify new methods to deal with the issues. Pakistan was truncated after the loss of East Pakistan in 1971 and needed new and better policies. This paper is an attempt to study the role of the Institution of Cabinet in designing economic and foreign policy in new circumstances. It also studies how power was shared by the Prime Minister and his Cabinet while formulating Pakistan’s economic and foreign policy. It also looks into the matter that the Cabinet of Z. A. Bhutto which was powerful to deal with the economic affairs was not given leverage in dealing with the foreign policy matters. Economic Ministries including Finance, Economic Affairs, Industries, Commerce and Trade were dominated by the leftist Ministers till 1974 and by the rightist in later years. At the same time, Prime Minister decided some crucial foreign policy matters especially related to India, sometimes, without prior involvement of the Cabinet in deciding post-war issues. The paper has been divided into two parts: Part I deals with the Cabinet’s contribution in economic policy arena and the Part II deals with the role of the Cabinet in foreign policy formulation process. This research paper has been mostly produced on the basis of primary source material which includes the record of the Cabinet meetings; its minutes, summaries and working papers presented to the Cabinet, and decisions, record of the meetings of the Cabinet Committees, Ministries of the Economic and Foreign Affairs and of the Governors’ Conferences.

    2 The three partitions of 1947 Elections, commissions, protest and strife The years 1945 to 1947 were marked by intense struggle in the sub­ continent. What the Second World War established, and the end of the war only underlined, was the changed military, political and economic position of Britain in the world and the radical transformation of the political temper in India. All this lent unprecedented urgency to the question of the transfer of power and the establishment of national gov- ernment(s) in the subcontinent. It was in this situation that the Indian National Congress leadership was released from jail, efforts at mobilisa­ tion of different sections of the society were actively renewed, large-scale urban demonstrations and rural uprisings occurred, new elections were held and sustained high-level constitutional negotiations took place after 1945. Much of the politics of the previous three or four decades had been about national liberation. It was a serious complication that the call for Indian self-government was now joined by the call for Muslim self- government in a new country to be named Pakistan. Talk of independence was rife. However, while the Congress and those in sympathy with it ex­ pected the independence of a united India, the Muslim League slogan became 'Pakistan for Independence'. There were two nations in India, it was argued, and the acceptance of the Pakistan demand was the only road to the genuine independence of all Indians, the Muslims in a free Pakistan and the Hindus in a free Hindustan. Yet the idea of Pakistan itself, the proposal for a partition of British India between its Muslim-majority and its Hindu-majority provinces, had not had a long history.

BIPP was formally launched on Ist March 2015 as a successor to the Beacon house National University Institute of Public Policy with a rich legacy of over eight years of research and policy analysis. The Institute aims at synergizing the research, education, and think tank functions to become a knowledge hub and Centre of Excellence in Public Policy.

  • South Asia in the New World Order
    South Asia in the New World Order Rapid changes have taken place in the structure of the global economy, and this book looks at how South Asia can take advantage of these changes. The author argues that the developing global economy will be more complex than originally thought, that instead of a bipolar model with two countries, the United States and China, at the centre, it will be multipolar with eight centres of economic activity, including India. The book goes on to suggest that in the context of such a model, there should be regional cooperation between India and its immediate neighbour- ing countries for South Asia to advance as an economic region. It argues that South Asia will need to look at its history, and that changes in attitudes, particularly in India and Pakistan, are necessary. The possible benefits to the region, in terms of increases in the rates of economic growth if the regional approach is adopted, are discussed. The book presents a useful contribution to studies in South Asia, as well as Asian Economics. Shahid Javed Burki is a professional economist. He was previously Finance Minister of Pakistan and Vice President of the World Bank.
