Thank you for talking just now, and for passing my message along to the Mayor. As promised, since we had a weak phone connection, I’m sending this summary by email as well.
We’ve heard that on Election Day, the City of Green Bay has decided to keep its drop boxes open until 8 PM, instead of following the Wisconsin Election Commission's ruling that ballots must be received at central count by 8 PM. If this report is accurate, we think that not following the WEC ruling could put at risk any ballots not at the central count location on time.
I hope that the City will instead get all ballots to central count before the 8 PM deadline.

Hi All,
The plan for today would be to have all of the shrink wrapped cardboard trays be put into bins by ward. Each bin will be sealed for transportation. Once the bins are at KICC, once emptied they will kept in a back corner / against a wall near the DS450 to refill to bring the open ballots and other supplies by each ward back to City Hall Tuesday night.
I know have extra carts in the basement that could be used to hold the ballots until they process them once we take them out of the bins. Unless KICC has some other options for us, since moving the carts would be another task to coordinate.

We reportedly had a planned parenthood group set up outside the JTV with a table. I'm told it's not there now, but similarly to the campaign signs, are we able to ask them to move to public property? We do not allow such groups to set up on property.
Please let me know as soon as you can in case we have more such activity.

We're checking in regarding the guidance that went live on the City's website, we think this morning, that the drop box at City Hall will be open until 8pm tomorrow:
1. Return the Absentee Ballot: Mailed ballots must be received, not postmarked, by 8:00 PM on the day of the election. There are drop box locations available for in-person drop off. Boxes 1, 2, 4, and 5 will close at 7pm on Election Day. The drop boxes at City Hall will remain open until 8pm on Election Day, November 3rd. As you know, the WEC has put out clear guidance that its interpretation of Wis. Stat. 7.52 is that ballots have to physically be at the central count location by 8pm in order to be counted. We understand that there is some ambiguity in the statute on this point and there is an argument to be made that being in custody of the city clerk suffices. However, even if the city's interpretation is entirely correct, we think that it is too big a risk to take. There are still thousands of unreturned ballots in Green Bay, and risking that some portion of those ballots might not be counted over an arguable legal interpretation just isn't worth it.
Against the backdrop of the WEC's guidance, I'd think there's a less than 15% chance the city would win a lawsuit -- with the end result that hundreds or thousands of Green Bay voters could be disenfranchised through no fault of their own.
The risk of disenfranchising voters on this point is real, and entirely avoidable. To that end, we ask that:
The City Hall drop boxes be closed and locked at 7pm, along with the rest of the city's drop boxes; Clear signs be placed at each drop box upon closing directing voters to bring their ballots to the KI Center; Volunteers or poll workers also be stationed at each drop box from 7-8 to redirect people to central count; and Any ballots collected at 7 be brought directly to central count rather than passing through the Clerk's office at City Hall.

Based on the various e‐mails I have received with incorrect information, I am setting forth the City’s end of evening ballot collection procedures.
Ballot Drop Boxes Other than City Hall and KI Convention Center
All ballot collection boxes will close at 7:00pm to allow adequate time for them to be received by the Clerk. At 7:00pm, the ballot collection boxes will be locked, no further ballots will be able to be dropped into these collections boxes, and all ballots collected will be transported to the Clerk to be checked in and processed through Central Count.
Ballot Drop Box at KI Convention Center
The ballot collection box at KI Convention Center will remain open until 8:00pm, at which time, the Chief Inspector will collect the ballots. Ballots received at the KI Convention Center will be checked in and processed on‐site.
Ballot Drop Box at City Hall
Wis. Stat 7.52(1)(a) obligates the City to canvass all absentee ballots received by the municipal clerk by 8:00pm on election day. As the Clerk will be at City Hall on election day, ballots received in the City Hall ballot collection box by 8:00pm will be collected at 8:00pm, checked in and processed, and then transferred to Central Count. The City will collect ballots from the City Hall ballot collection box throughout the day, including prior to 8:00pm, and will send those to Central Count well ahead of 8:00pm. In addition, after consulting with the WEC, and at their recommendation, the City will thoroughly document the collection and chain of custody of ballots received by the municipal clerk by 8:00pm to confirm that the ballots were received in compliance with law.

The City of Green Bay, along with the City of Green Bay Clerk's Office, are releasing a statement to address any misinformation and rumors that have been floating around in regards to election day.
There have been many questions/concerns about why activities slowed down at the end of the night:
There were no reported printing issues at Central Count during Election Day. The City of Green Bay, along with the City of Green Bay Clerk's Office, are releasing a statement to address any misinformation and rumors that have been floating around in regards to election day. As the final ballots are tabulated and results continue to be solidified, we expect to see an increase in voter registrations across Wisconsin. Wisconsin, along with 18 other states and the District of Columbia, allows qualified voters to register on the day of the election at their polling place with proper identification. o The last voter registration numbers from the Wisconsin Election Commission published on November 1st reported 3,684,726 registered voters. While not all registered voters participated in the election we know that many new voters registered. News media documented lines specifically for voter registration in Racine and Kenosha. Jurisdictions will report new voter registration during their county canvasses which conclude within 10 days of the election.
109 o Same day voter registration is safe, secure, and increases equity in the election process. All of the same proof of identity and residency are required for same day registration as for voters who registered in advance of election day. According to the Election Day Voter Registration group same day registration increases voter participation by 3 to 6 percent. For any questions, please contact the City of Green Bay Clerks Office.

Due to the effects of the COVID‐19, election workers have been forced to adapt their work to a degree never before seen in our electoral history. From overcoming an unprecedented poll worker shortage to processing record numbers of absentee ballots, these critical members of our communities have continually adjusted plans and infrastructure to ensure that voters will be able to cast their ballots safely and successfully in 2020 ‐‐ often working upwards of 20 hour days to make this possible. Interesting question. I have a few thoughts/comments on it: 142
-If central count was still at City Hall, would we allow a camera crew on that roof? -Technically we’re only renting the ballroom. The KI could do what it wants to do. -We could ask the KI to deny their request (Which I’d suggest) and recommend they use the top floor of the city parking garage for their camera shot to the Southwest.
Ultimately, I’d suggest they do not access the roof given our limited knowledge of the building construction, access to the Ballroom ceiling, and general security concerns of opening additional doors/hatches.

WBAY TV-2 is requesting a specific location to park their truck at the KI Center on Election Day. They know the venue and just want to get their plan okayed. Also-what time can they get in to run their cables and get set up?

I understand you’re handling Election Night logistics for Green Bay and Brown County. We got your earlier note, thanks very much for that!
I understand the ballot-counting will be up in the Grand Ballroom of the KI Convention Center, according to a press release from the City: https://greenbaywi.gov/civicalerts.aspx?AID=304 Now that is the big, new 2nd floor ballroom on the western side of the property, right?
Here’s my question: when then-candidate Donald Trump had a rally there the week before the 2016 election, we were allowed to park our TV trucks on N. Adams St., just south of the overhead connecting hallway, and right outside some of the doors to the older part of the KI. We ran our cables in there, over the balcony to the 2nd floor, and into the ballroom. Will I be allowed to duplicate that same cable run for Tuesday? And what time can I get in to start running cable?
That truck location is key, because we need a clear path for our trucks’ transmitters to beam our signal to Scrays Hill. (All 4 Green Bay TV stations beam live signals to that spot, but I suspect some of the other stations might be using cellular-bonded equipment, and thusly wouldn’t need to run cables. I, however, will need to cable in from my truck.)
I’ve attached a diagram illustrating where everything was for that 2016 setup.

The Mayor is announcing Election Hero Day on Monday at 1. We have invited the Packers to be a part of the effort, who have been planning on public support of poll workers. We are excited.
I just wanted to check‐in and see if any other city was planning on participating, as we are sending our press advisory today and wanted to include other cities.
I have reattached the tool kit, we also have posters that were created for us that I have attached and cc’ d on this email folks who are helping support cities doing this across the country.

I have also attached the proclamation, as well as the example commemorative posters we are working on. All of the materials are open for revision and redesign. I am sending this information along to the packers to get their feedback as well.
