  • Mayors Representing 1.3 Million Constituents in Wisconsin Call on Secretary Andrea Palm to Act Quickly and Decisively to Prevent Further Spread of COVID-19
Mayors Representing 1.3 Million Constituents in Wisconsin call on Secretary Andrea Palm to act Quickly and Decisively to Prevent Further Spread of COVID-19 As leaders of communities throughout Wisconsin, we write to ask you to exercise the emergency powers delegated to you under section 252.02 of the Wisconsin State Statutes. We implore you to implement all emergency measures necessary to control the spread of COVID-19, a communicable disease. Specifically, we need you to step up and stop the State of Wisconsin from putting hundreds of thousands of citizens at risk by requiring them to vote at the polls while this ugly pandemic spreads. This request is urgent because, as you know, Wisconsin’s April primary election is scheduled for this Tuesday, April 7. We believe it would be irresponsible and contrary to public health to conduct in-person voting throughout the state at the very time this disease is spreading rapidly. Over 1,350,000 people live in our communities and we need you to provide leadership. We thank Governor Evers for the leadership he demonstrated when he declared a state of emergency via Emergency Order #12. We thank him for calling a special session to address this issue. In light of the Legislature’s inexcusable refusal to act, you and your department now are the sole parties in the position to prevent hundreds of thousands of voters and poll workers from potentially being exposed needlessly to this worldwide pandemic. In his decision just days ago, Judge Conley recognized the important role you play when he said, “As much as the court would prefer the Legislature and Governor consider the public health ahead of any political considerations, that does not appear in the cards.

Deanna Debruler From: ClerkInquiries Sent: Tuesday, September 15, 2020 3:19 PM To: Amaad Rivera Subject: [BULK] Fw: Wisconsin deserves a fair election in Nov. ----------- Forwarded message ----------- From: [email protected] Date: September 15, 2020, 2:37 PM CDT Subject: Wisconsin deserves a fair election in Nov. To: [email protected] Wisconsin Officials, Today, I’m writing to ask you for one critical thing: ensure that every eligible voter in Wisconsin is able to cast their vote in person, if needed. Our voices matter, and I hope you’re doing everything in your power to ensure free, fair, and accessible elections ahead of November — and beyond. True leadership requires decisions about our elections to be made in the best interests of all voters, especially those more likely to face barriers to the ballot — and especially in the middle of a pandemic. As November draws closer, please take action now to ensure free, fair, accessible, and safe elections. I’m joining All Voting is Local in asking you to: - Tell us how you will ensure that every early voting and Election Day polling place will be safe and that no voter will have to wait for more than 30 minutes to vote. - Ensure that municipal employees have paid time off to serve as election workers so that every polling place has enough well-trained poll workers and no voter has to wait in a long line to vote. Every poll worker must be given PPE so they can serve their community safely. - Train poll workers on the unique challenges caused by voting during the pandemic, including on provisional ballot rules.

  • Wisconsin Safe Voting Plan
FOR IMMEDIATE RELEASE CONTACT: July 6, 2020 Shannon Powell (Racine) 262-636-9266 Wisconsin Safe Voting Plan Mayors of Wisconsin’s 5 Largest Cities Team Up with Nonpartisan Nonprofit to Invest in Safe Elections During COVID Wisconsin - The mayors of Wisconsin’s five largest cities announced today they have successfully secured a combined $6.3 million in nonprofit grants to fund the “Wisconsin Safe Voting Plan.” The grants, awarded by the nonpartisan Center for Tech and Civic Life (CTCL), will help each municipality administer elections this year in the midst of the deadly coronavirus pandemic. The Wisconsin spring election -- in which voters were subjected to exposure to a dangerous virus, and municipalities scrambled to conduct safe elections -- presented a cautionary tale of precisely how not to run an election during an outbreak of a lethal disease.1 The national recession that accompanied the pandemic has now caused devastating budget gaps for municipalities across the country. State and local governments around the nation are now grappling with yawning and unexpected deficits, raising the serious prospect of deep and difficult cuts to core services.2 As a result, municipalities are struggling with how to conduct safe and accessible elections -- especially if as predicted a second wave of coronavirus erupts this fall. Already, several states are experiencing spikes in coronavirus cases as the first wave of COVID-19 continues to rage across the country. And according to the Milwaukee Journal-Sentinel on 7/2/20 -- “the coronavirus is accelerating again in Wisconsin with 20% of the state's total cases having been reported in the last two weeks, state public health officials announced Thursday.”3 To meet this extraordinary challenge, the cities of Milwaukee, Madison, Green Bay, Racine and Kenosha have applied for grant funds from CTCL to create the “Wisconsin Safe Voting Plan” and support elections operations.

  • The Higher Education Council's “Fund the Freeze” Campaign
W N I S I C O N S Fund the Freeze Campaign In the summer of 2016, AFT-Wisconsin’s Higher Education Council (HEC) had just coordinated a series of No Confidence votes assailing UW System President Ray Cross and the Board of Regents for their attacks on tenure rights. HEC members now turned their attention to another facet of Governor Scott Walker’s attacks on the UW: a mandatory student tuition freeze that deprived UW campuses of revenue, leading to staff and program cuts as costs inevitably continued to rise. While faculty and staff believed in the need to curb tuition increases that threatened student access to the UW, they also knew that a pure tuition freeze could only lead to declining quality of education for the same students Walker claimed to be defending. The solution? The legislature needed to fund the freeze, providing adequate funding in each budget to make up for lost revenue. Over the course of the 2016-17 academic year, members launched the Fund the Freeze campaign. They created a Fund the Freeze pledge online and made buttons and posters to distribute on every campus. Then at every campus, members used a variety of strategies to push and publicize the idea on their individual campus and in their communities. The United Faculty and Academic Staff (AFT #223) of UW-Madison held a panel discussion on Funding the Freeze with state senator Chris Taylor. UW-Green Bay United (AFT #6511) invited state representative Eric Genrich and state senator Dave Hansen to a classroom event on the future of the UW.

(Dkt. 134 at 1) While the exact mechanism for this relief was a moving target, the through-line was Plaintiff’s consistent demand for a judicial order “to set aside the results of the November 3, 2020 popular vote in Wisconsin,” disregarding the collective judgment of the nearly 3.3 million Wisconsinites who voted. (Id.) This demand was as meritless as it was unprecedented.
