Granite Mcnunient and Hrcinze Plaque erected at Pease Air For^'e Base as a memorial to Captain Harl Pease, Jr. ot Plymouth, a gift from friends in the IMymouth area. The plaque was unveiled on September 7, 1957, at services held at the Newington Base, renamed for Captain Pease, who save his life in World War II.

Portrait of Capt. Harl Pease, Jr., for whom the new airbase at Newington was renamed at im- pressive ceremonies attended by thousands. The portrait is the work of an outstanding Boston artist, Peter Pezzati, a gift from the State of New Hamp- shire in tribute to the New Hampshire War Hero. Shown in reviewing stand above portrait are Mrs. Fred C. Tobey, Jr., Miss Charlotte Pease, Selectmen Arnold Spencer and Fred C. Tobey, Jr. With heartfelt pride, this Report of 1957 is dedicated to the memory of Captain Harl Pease, Jr., in whose name the Air

Base at Newington was redesignated on September 7, 1957, with an impressive program.

The front cover displays the monument of New Hampshire granite with the bronze plaque (enlarged upon following page) which was unveiled by Miss Charlotte Pease and, in brief yet well chosen words, was presented to the Air Base by Selectman Fred C. Tobey, Jr., in behalf of the citizens of Plymouth and the surrounding area. This monument stands in front of Divi- sion Headquarters near the flag pole. "Every evening," said Brigadier General Arnold, "when the men stand at retreat, homage will be rendered to the flag and to the memory of Captain Pease."

Hundreds of citizens from this area followed Mr. and Mrs. Harl Pease, and their daughter, Charlotte, accompanied by mil- itary escort, to unite with thousands for the dedication cere- monies. They listened while Councillor Charles H. Whittier pre- sented a portrait of Captain Pease, by legislative enactment, for the people of New Hampshire and saw Representative Phil- ip S. Willey of Campton perform the ceremony of unveiling this most excellent likeness which will hang in Division Head- quarters.

Thousands heard Senators Bridges and Cotton and the highest officers in the Air Force pay tribute to Captain Pease. The speaker of the day was Under Secretary of the Air Force Malcolm A. Maclntyre.

The latest designs in air planes were on display and the ceremonies closed with an air demonstration by ten of the most up-to-date planes, ending with precision flying by the "World Famous Thunderbirds."

Every spectator returned to his home impressed by the distinguished honor when Brigadier General Walter E. Arnold, Commander, 817th Air Division redesignated the installation, "Pease Air Force Base." The question is often repeated, "What services did Captain Pease render 'beyond the call of duty' as his citations state?"

Space forbids a detailed answer. By military command, an air base is named in honor of an outstanding hero, a native son of the state in which the base is located. Records in the Archives in Washington prove that while in training at Kelley Field, Texas, Cadet Pease acquired such skill in flying that, after he received his pilot's license (1941) he was assigned to join in the first mass flights of B-17s over the Pacific, win- ning his Air Medal award. Before Pearl Harbor, he was in the and later (1942) in Australia.

He was not only a skilled pilot, he possessed the know- how to recondition the dilapidated planes that were the only available air equipment then in the Pacific area. He flew rescue missions to Java and to Corregidor for which he re- ceived the Distinguished Service Air Medal.

Finally with nine months service as Captain of his squad- ron, on August 7, 1942, in a plane that he had reserviced to fly, only with his skill, in position in the squadron, he and his crew delivered their bomb load upon the target at Rabaul, and were retiring when a concentrated attack by enemy planes ignited his bomb-bay tanks, and the plane fell in flames.

When his battalion was privileged to select one of their pilots to receive the second Congressional (the first medal was awarded to Captain Jimmie Doolittle) his comrades named Captain Pease. From the hand of Presi- dent Franklin D. Roosevelt this medal was presented to Mr. and Mrs. Pease, posthumously for their son.

Thus in the words of the old hymn, ''Where duty called or danger" Captain Pease was never found "wanting there." Therefore, with deepest gratification the citizens of Plymouth dedicate this Report to this native son (1917-1942) Captain Harl Pease, Jr.

You are hereby notified to meet at the Grade School Auditorium in said Plymouth on Tuesday, the eleventh day of March next, at ten o'clock in the fore- noon, at which time the polls shall be opened and shall close not earlier than nine o'clock in the afternoon to act upon the following articles; all articles except ar- ticles 1, 2 and 3 to be considered at 7:30 o'clock in the evening.

1. To choose all necessary Town Officers for the ensuing year.

2. Shall the provisions of Chapter 171-A of the Revised Laws, relative to playing games of beano, be adopted in this city or town ?

3. To see if the Town will vote to approve the is- suance of a license by the State Racing Commission authorizing the holding of horse races in the Town of Plymouth, in accordance with Chapter 284 of the New Hampshire Revised Statutes Annotated, as amended.

4. To raise such sums of money as may be neces- sary to defray town charges for the ensuing year and make appropriations of the same.

5. To see what sum of money the Town will vote to raise and appropriate for the support of the Free Public Library.

6. To see what sum of money the Town will vote to raise for the maintenance and construction of high- ways.

7. To see what sum of money the Town will vote to raise and appropriate for sidewalks.

8. To see what sum of money the Town will vote to raise for town maintenance in cooperation with the State. 9. To see what sum of money the Town will vote to raise for cemeteries. 10. To see what sum of money the Town will vote to raise for Memorial Day. 11. To see what sum of money the Town will vote to raise and appropriate for Civil Defense.

12. To see if the Town will vote to raise and ap- propriate to the Plymouth Youth Council, two thou- sand dollars ($2,000.00) to establish, equip and main- tain suitable places for Public Playgroimds, including coasting and skating and other programs of said Youth Council. 13. 14. To see what sum of money the Town will vote to raise for the Sceva Speare Memorial Hospital of Plymouth, N. H.

15. To see what sum of money the Town will vote to raise for Band Concerts during the summer of 1958 by the Plymouth Community Band.

16. To see v/hat sum of money the Town will vote to raise for the purpose of publicizing and promoting the natural advantages and resources of the Town.

17. To see if the Town will authorize the Select- men to purchase needed highway equipment and bor- row money for same.

18. To see what action the Town will take on any report of the Zoning Commission, appointed at the 1955 March meeting, and to raise and appropriate such sums of money as may be necessary to defray any ex- pense of the Commission.

19. To see what sum of money the Town will vote to raise and appropriate in order to comply with Order No. 553 N. H. Water Pollution Commission, with re- spect to reclassification of a part of the Baker River.

20. To choose a Library Ti'ustee for a term of three years. 21. To choose a Trustee of Trust Funds for a term of three years.

22. To see if the Town will vote to authorize the Selectmen to borrow money in anticipation of taxes, and pay the obligations of the Town.

23. To see if the Town will vote to authorize the Selectmen to administer, lease, rent, sell and convey, or otherwise dispose of, any real estate acquired by the Town by any Tax Collector's deed.

24. To transact any other business that may le- gally come before this meeting.

The following is a report of the activities conduct- ed in Plymouth by the N. H. Department of Health, Bureau Public Health Nursing, for the year 1957.

Two Salk Vaccine clinics (for protection against poliomyelitis) were held at Speare School Auditorium with a total attendance of 1030.

A series of three Triple Toxoid Clinics (for pro- tection from Diphtheria, Tetanus and Whooping Cough) were also held. The total attendance at these clinics was 366 children from 3 months to nine years. Total number of Plymouth children receiving im- munizations for 1957 — Salk Vaccine — 3rd Shots 1 — 5 Years 179 5 — 9 Years 115 10 — 15 Years 173 15 — 20 Years 150

Total number 3rd shots 617

About 75 children have completed two shots.

About 100 more children received three polio shots in 1956 making a good percent of the eligible children of Plymouth who have now received immunizations.

Salk vaccine was also given to the School Personnel at a small fee to cover cost of vaccine.

The Information Booth opened this year on Fri- day, June 28 with Mrs. Maurice G. Paquette as Man- ager-Attendant.

It is, of course, impossible to evaluate the amount of direct business obtained through the service of the booth.

Reports from tourists, who have taken the time to express their opinions and pass on compliments about service received from Mrs. Paquette, indicate that the help given them is repaid to the town if only in the advertising value obtained.

The booth closed Sunday afternoon of September 1.

During the two months the booth was in opera- tion it served 16,350 persons who came in 5,132 cars from forty-two states, five Canadian Provinces and two foreign countries, Mexico and Cuba.

Through you the Chamber of Commerce extends its thanks to the voters of Plymouth for their generos- ity in appropriating the $300.00 which materially aid- ed in the support of the booth this year.

51 FOREST FIRE PREVENTION IS EVERYBODY'S BUSINESS

New Hampshire faces a continuing challenge in its forest fire problem — 97 per cent of all our forest fires being man-caused and preventable — a serious indictment of interest in our own welfare and that of our neighbor. Both the State and the towns are striv- ing diligently to effectively meet the challenge through education of the public to the threat fire presents to our woodlands; by maintaining a well trained corps of wardens and deputy wardens in every community and by providing ample opportunity for all who wish to dispose of unwanted waste materials. Careless and perverseness, however, continue to be the big hurdles.

Thoughtlessly discarded lighted cigars, cigarettes and matches from moving vehicles, by hikers, hunters and fishermen; careless burning of debris during hazardous periods in dangerous locations ; illegal burn- ing; improperly extinguished debris, camp and cook fires — all result in serious loss of property, disrup- tion of industry and farm work and unnecessary ex- penditure of town and state funds.

To meet the challenge successfully, the state, your community and your local forest fire warden need YOUR thoughtful and cooperative effort — The rules are simple.

1. Don't burn at home — use your town dump and avoid all fire problems.

2. If you do burn, be sure to secure a written per- mit from your local forest fire warden when the ground is not covered with snow. Permits are required for open debris fires, home incin- erators, outdoor fire places and camp fires. Your warden is instructed to permit burning if weather conditions, site and type of burning are safe.

52 3. Be sure that all lighted material — cigars, cigarettes and matches — are completely out before discarding them. Use ash trays in au- tomobiles.

4. Make certain that your debris, camp and cook fires are completely out before leaving them.

5. Insist that others be careful and comply with burning requirements.

6. Call the warden promptly when fire is detected and aid him to extinguish it.

REMEMBER — the fire you prevent might be the one which could burn YOUR property.

You are hereby notified to meet at the Guy E. Speare Auditorium on Thursday, the thirteenth day of March next, at 7:30 o'clock in the afternoon to act on the following subjects:

Article 1. To choose a Moderator for the ensuing year.

Article 2. To choose a Clerk for the ensuing year.

Article 3. To choose a Treasurer for the ensuing year.

Article 4. To choose one District Commissioner for the ensuing three years.

Article 5. To choose Auditors for the ensuing year.

Article 6. To see what sum of money the District will vote to raise for fire apparatus, supplies, care of lire alarm system, pay of firemen and other necessary expenses of said District for the ensuing year.

Article 7. To see what sum of monej' the District will vote to raise for Sidewalks, for the ensuing year.

Article 8. To see what sum of monej' the District will vote to raise for fire protection, for the ensuing year.

Article 9. To see what action the District will take regarding the salaries of the District Officers.

Article 10. To see if the District will vote to au- thorize the Commissioners to assess all sewer users for sewer purposes, and determine the amount and rate of assessment.

Article 11. To see if the District will vote to au- thorize the Commissioners to borrow the sum of Five Thousand Dollars ($5,000.00) to make a survey with regard to future plans for sewer construction. Article 12. To see what sum of money the District will vote to raise for sewer purposes.

Article 13. To see if the District will vote to au- thorize the Commissioners to borrow such sums of money as may be necessary to pay debts of the Dis- trict and to give notes therefor, countersigned by the District Treasurer.

Article 14. To transact any other business that may legally come before the said district.

There was no nev/ construction of sewers in 1957, but several lines were repaired: under the supervision of Supt. Willard Wiggett, these were on Russell, Win- ter and Pearl Streets, Highland Avenue and Merrill Street.

The sewer line in Langdon Park was surveyed and an estimate of cost for relocating this sewer was made by the Ainsworth Associates of Deerfield, Mass. Their estimated cost of relocation is $25,000.00.

An extension of time for the completion of this project was granted the District by the N. H. State Water Pollution Commission with the understanding that the District Commissioners would recommend a further survey of existing sewers, to determine the location of a main sewer which would he necessary if and when we are obliged to have a sewer disposal unit.

Listed below are some of the maintenance jobs done by the Water Dept. under the supervision of Supt. Willard Wiggett.

When the storage tank was drained a general in- spection of the structure was made, and after consult- ing with several Gunite companies it was decided that some repair work is necessary. This work will be done this coming year.

Acting upon the advice of the N. H. Public Health Department, it was deemed advisable to erect a new retaining wall at the small reservoir to stop an under- ground seepage condition that was polluting the water in this reservoir. This project was nearly completed under the supervision of Commissioner Avery, and will be finished in the spring and the reservoir will be in use this summer.

Through the efforts of Civil Defense Director, Mr. Clifton Mayhew, we were fortunate in being able to purchase from the State of N. H. the following equipment, one mobile generator, a radio system con- sisting of one base station, one mobile unit and one portable unit.

This equipment was bought for approximately one-third of its actual value and in case of any emer- gency will certainly prove its worth.

School Board of Plymouth Town School District SUPERINTENDENT'S REPORT TO THE PLYMOUTH SCHOOL BOARD

Hereby submitted is my annual report as your Superintendent of Schools:

Since my last report there have been several fa- culty changes in Plymouth High School. In June 1957 David Chenell resigned to take a position in Connec- ticut, Sam Gammons resigned, and Locke Aldrich was inducted into military service. These three vacancies have been filled with competent and qualified teachers. Fred Gerstein, a University of New Hampshire and Plymouth Teachers College graduate, is teaching for- eign languages ; Donald Bump of Ashland replaced Mr. Gammons; and William Brackett, 1957 Graduate of Keene Teachers College, assumed the position of math- ematics instructor at the high school. In September Henry Majkut, our physical education coach, resigned to take a position in Rhode Island and on a temporary basis, Wilbur Hixon has assumed the duties of physical education director and coach of football and basketball. A definite decision at this point has not been made, but if Mr. Hixon wishes to be our physical education director, he may do so by taking the required hours at Plymouth Teachers College Summer School this year in order to meet qualifications. Harry Eichel, a recent graduate of Plymouth Teachers College, was obtained to take Mr. Hixon's position when he assum- ed the physical education duties.

There are several important articles in the school warrant this year that need much consideration. As I have mentioned in previous reports, our present manual arts program is inadequate. I am quite sure the com- mittee from the State Department of Education who will inspect us on curriculum and housing needs will not be satisfied with our industrial arts program as it now operates and will recommend changes. It will be further inadequate when we must take over Grades 7 and 8 in September of 1959. I feel quite certain as I am sure you do that when we take over these grades we shall want a duly accredited junior high school which is not true today. The only problem now is the impossibility to meet state standards for girls' home economics and boys' manual training. A new vocation- al building will take care of these needs. According to the present laws, Plymouth could realize upwards of forty percent on such a project and I feel that added tuition revenue because of such a program would help greatly to defray the principal cost.

I wish I felt competent to give you a definite answer concerning your renewal of the elementary school contract with the State of New Hampshire. It is a many sided problem and to delineate its facets here would be impossible. It seems to me that this is largely a local problem that will have to be discussed thoroughly at your annual meeting and a vote taken by the people present. If ecomonics are a deciding fac- tor, which seems to me should not be the case, the State of New Hampshire can educate our children more economically than can the town. However, if present trends continue, this gap will slowly close and the time wull probably come when the amount of tuition the town pays the State of New Hampshire will equal the total cost to the town if they operated their own ele- mentary schools. Teachers' salaries are a most im- portant factor in the total net education benefits to children in school and if this is true as many top-flight educators believe, the State of New Hampshire for the present can do a better job of educating our children than could we.

Undoubtedly you are interested in the article in your school warrant regarding a Helping Teacher. Sev- eral years ago the New Hampshire Legislature made it legal for some New Hampshire school districts to secure the services of a specially trained successful teacher to work with other teachers and children to make school systems more efficient. It was agreed that if such an individual of whom the school districts ap- proved were employed, the state would pay $2500 toward the salary of this person. The remainder of the salary would be prorated among the several towns in the supervisory union on the same basis as other union expenses. Supervisory Union No. 48 has now become eligible for this service if it is desired. The law relating to this matter states that certain designated unions may employ a Helping Teacher so-called in accordance with Chapter 186, Section 24 of the New Hampshire School Laws when the majority of districts in said union vote for it in their annual meeting and towns so voting include at least 85% of the pupils in said union. If this article is voted in the affirmative, it merely gives the Supervisory Union Board power to act and money to act with if they desire and the district ap- proves. The definition of a Helping Teacher follows: Helping Teacher, as referred to in paragraph XXHI, is defined as a teacher with specific training and ex- perience which will enable her, or him, to give helpful advice, counsel, and assistance to teachers, pupils, and parents of a school system as a constructive means of improving the eduational growth and development of children, solving pupil problems of retardation and maladjustment, adopting the program of studies to meet the needs of the children and the community, bringing resources outside of the school to classroom teachers, pupils, parents and community, and in gen- eral acting as consultant to the entire staff and com- munity in recognition of the educational needs.

8 EXPLANATION OF SUPERINTENDENT'S SALARY

Section 5, Chapter 243, Laws of 1953 of the State of New Hampshire, requires that school district an- nual reports show the total amount paid to the super- intendent as per the following quotation:

"REPORTS. Each superintendent of a super- visory union shall annually prepare a report showing the total salary paid to the superin- tendent, which report shall show in detail the amount derived from the per capita tax and the amount paid directly by each school dis- trict in the union.'*

One-half of the supervisory union expenses is pro- rated among the several school districts of the union on the basis of adjusted valuation. One-half is pro- rated on the basis of average daily membership in the schools for the previous school year ending June 30th. The Superintendent of Supervisory Union No. 48 dur- ing 1956-1957 received a salary of $6150 which was made up as follows : $2500 paid from the per capita tax and $3650 prorated among the several school districts. Allowance of $900 for travel within the union was also prorated as stated above.

10 PLYMOUTH HIGH SCHOOL PRINCIPAL'S ANNUAL REPORT 1957-58

I herewith submit my sixth annual report as Principal of Plymouth High School.

At the end of the first half year, our enrollment figures show 328 students, which is an increase over the figures given at the opening of the school year. We have lost fewer students than the expected aver- age loss and have had more new students enroll.

Our time schedule has been altered so that the state requirements have been met, and we are retain- ing our activity period during the school day. I be- lieve we now have one of the longest high school days in the state of New Hampshire.

The immediate need for our system at the pres- ent time is the new Vocational Building. Our present facilities are very inadequate for the type of instruc- tion that is needed and should be taught in this field.

The students who do not plan to go to college or training school after graduation should be given an opportunity to see and work with several vocations while they are attending high school.

The inclusion of the seventh and eighth grade in our manual training and home economics programs will, also, necessitate the expansion in the Vocational field.

13 One of the interesting developments this year has been the participation of the parents in developing a better means of reporting pupil progress to parents.

Through evening meetings and through the work of a study committee of Home Room Mothers and the elementary teachers, this project is just getting un- der way as this is being written. We are hopeful that this sharing will be very beneficial to both parents and teachers.

Another phase of the staff's professional study this year will be the preparation of Art "Minimum Essentials." This will complete the Curriculum Bulle- tin which was re-wTitten and distributed to parents last year.

This School Calendar allows for 178 days actually in school. According to Law, teachers convention and institute days count as school days and the school year must be 180 days duration. Therefore 178 plus 3 days (convention and institute) equals 181 school days. One day may be lost because of storms or other factors before any time has to be made up.

15 REPORT OF THE SCHOOL NURSE

To the Plymouth School Board:

I herewith submit the annual report of the School Nurse in Plymouth.

This report includes the findings of Dr. Mclver, the School Physician, and covers the period of the school year September 1956 to June 1957.

In the fall, 328 pupils had physical examinations by Dr. Mclver. The findings were recorded on the school health records and recommendations were made to correct any defects found.

The vision of the lower grade pupils was tested with the Snellen Chart and the Ortho-rater was used in the upper grades. Hearing tests with the Audio- meter were done on pupils of the first, fourth, seventh, ninth and eleventh grades. Whenever a defect was found, the nurse reported this fact to the parents so that proper treatment would be followed for early cor- rection. Heights and weights of pupils were recorded to determine normal physical growth and development. First aid was administered to 265 pupils. Total inspections and examinations numbered 908 and symptoms of the following defects were found: Dental 142 Tonsils 14 Vision 46 Hearing 13 Lungs 1 Heart 2 Orthopedic 18 Nutrition 7 Speech 1 Abdomen 1

These treatments or corrections were reported at the end of the year: Dental 155 Tonsils 13 16 :

Vision 27 Hearing 3 Lungs 1 Speech 1 Abdomen 1 New Hamphsire Sight Conservation and the Ply- mouth Lions Club helped with some sight corrections.

T. B. Patch Tests were applied in October, 1956. In November, a Chest X-Ray Clinic was held as a fol- low-up on the Patch Test results.

Salk Vaccine Clinics were held in October and No- vember, 1956, and March and May, 1957, with 827 pu- pil inoculations given. 524 immunizations were com- pleted.

Tri-Toxoid Clinics were held in March, April and May, 1957, and 80 pupil inoculations were adminis- tered.

At the Pre-School Clinic in May, 1957, 35 chil- dren were examined by Dr. Mclver. Six dental clinics were held in March, 1957, and 14 pupils were treated by Dr. Crowell.
