Parliamentary elections in Austria - Social Democrats remain stable, gains for right-wing parties By Maria Maltschnig, director of the Karl-Renner-Institute1 October 2017 The SPÖ has retained its 52 mandates, but has had to hand over first place to the conservative ÖVP, which gained 7.5 percentage points. The SPÖ gained more than 100,000 votes in total. The SPÖ was able to win votes mostly from non-voters and former green voters, but mostly lost votes to the right-wing populist FPÖ. Overall, we see a shift of about 4% points from the left-wing parties to the right. The liberal NEOS, which cannot be attributed to either of the two camps, remained stable, while the Greens suffered heavy losses and remained below the 4% hurdle to enter the National Parliament. Even if this is hardly a landslide victory for the right-wing parties, there is still a clear shift to the right. In addition to the percentage movement in favour of the right-wing parties, a clear rhetorical and substantive reorientation of the ÖVP from being a classical conservative party to being a party with right-wing populist tendencies can also be observed. The programmes of the ÖVP and FPÖ extensively overlap. There are three major reasons for this result: 1) Since the summer of 2015, when hundreds of thousands of refugees and migrants travelled through Austria - many of whom have stayed - the issues of asylum, migration and integration have dominated the debate and are strongly associated with issues of internal security and crime. Many Austrians perceived the events of 2015 and thereafter as a severe loss of control by the state and politicians. -

Reviewed by Peter Utgaard (Cuyamaca College)Published on HABSBURG (January, 2011) Commissioned by Jonathan Kwan Remembrance in Vienna In the early 1980s, historian Robert Knight discovered the 1948 cabinet papers where the Austrian leaders discussed the question of restitution for Jewish victims of the Nazi regime in Austria. Knight’s revealing of the words of Interior Minister Oskar Helmer--“I am in favor of dragging this matter out”-- spelled out exactly how Austrian policy would function. After publication of Knight’s book (resisted by the government), Helmer’s phrase became part of Austria’s political lexicon.[1] Knight’s find was concrete evidence of a postwar political culture that was dominated by what historians would later call the victim myth, victim thesis, and other names. In postwar Austria, the political system and the government was characterized by Proporz, the power sharing and divvying of patronage spoils by the two main political parties, the Socialist Party of Austria (SPÖ) and the conservative Austrian People’s Party (ÖVP). The rebirth of an independent Austria, reversing the Nazi annexation of 1938, came courtesy of the Four Powers who had defeated Nazi Germany. The political leadership in Austria seized this opportunity and immediately adopted a doctrine that Austria and most Austrians were unequivocal victims of Nazi Germany. -

Abstract This thesis situates the emergence of German imperialist theory and praxis during the nineteenth century within the context of the ascendancy of German liberalism. It also contends that imperialism was an integral part of a liberal sense of German national identity. It is divided into an introduction, four parts and a set of conclusions. The introduction is a methodological and theoretical orientation. It offers an historiographical overview and places the thesis within the broader historiographical context. It also discusses the utility of post-colonial theory and various theories of nationalism and nation-building. Part One examines the emergence of expansionism within liberal circles prior to and during the period of 1848/ 49. It examines the consolidation of expansionist theory and political practice, particularly as exemplified in the Frankfurt National Assembly and the works of Friedrich List. Part Two examines the persistence of imperialist theorising and praxis in the post-revolutionary era. It scrutinises the role of liberal associations, civil society, the press and the private sector in maintaining expansionist energies up until the 1884 decision to establish state-protected colonies. Part Three focuses on the cultural transmission of imperialist values through the sciences, media and fiction. -

Existing explanations of coalition formations, which focus on either office-seeking and minimum wmning considerations, or on policy-seeking and spatial ideological convergence. However, they fail to account for the coalition patterns in the new democracies of East Central Europe. Instead, these parties' flrst goal is to develop clear and consistent reputations. To that end, they will form coalitions exclusively within the two camps of the regime divide: that is, amongst par ties stemming from the former communist parties, and those with roots in the former opposition to the communist regimes. The two corollaries are that defectors are punished at unusually high rates, and the communist party successors seek, rather than are sought for, coalitions. This model explains 85% of the coalitions that formed in the region after 1989. Levy, Chair As long as far-right parties { known chiefly for their vehement opposition to immigration { have competed in contemporary Western Europe, scholars and observers have been concerned about these parties' implications for liberal democracy. Many originally believed that far- right parties would fade away due to a lack of voter support and their isolation by mainstream parties. Since 1994, however, far-right parties have been included in 17 governing coalitions across Western Europe. What explains the switch from exclusion to inclusion in Europe, and what drives mainstream-right parties' decisions to include or exclude the far right from coalitions today? My argument is centered on the cost of far-right exclusion, in terms of both office and policy goals for the mainstream right. I argue, first, that the major mainstream parties of Western Europe initially maintained the exclusion of the far right because it was relatively costless: They could govern and achieve policy goals without the far right. -

The electorate remained divided into three political camps—socialist/Marxist, Catholic, and nationalist/liberal—but cooperation replaced extreme political polarization. Through Allied occupation, slow economic growth, dependency on Marshall Plan, the Second Republic became a stable democracy. The major political parties strove towards ending Allied occupation and restoring a fully independent Austria. Upon the termination of Allied occupation, Austria was proclaimed a neutral country, and "everlasting" neutrality was incorporated into the Constitution on October 26, 1955. Date Range: 1945-1963 Content: 84,972 images Source Library: U.S. National Archives Detailed Description: As the Soviet troops advanced on Vienna, they occupied the town where Socialist leader Karl Renner lived in retirement. Despite his anti-Soviet reputation, Renner was chosen by the Soviet leaders to form and head a provisional government, apparently believing the aging politician would be an easily manipulated figurehead. Renner, however, established authority based on his leadership role in the last freely elected parliament, not on the backing of the Soviet Union. On April 27, 1945, the provisional government issued a decree nullifying the Anschluss and reestablishing an independent, democratic Republic of Austria under the 1920 constitution as amended in 1929. The country was occupied by the Allies on May 9, 1945 and under the Allied Commission for Austria established by an agreement on July 4, 1945, it was divided into Zones occupied respectively by American, British, French and Soviet Army personnel, with Vienna being also divided similarly into four sectors. -

Was the current head of government or other chief national authority elected through free and fair elections? 4 / 4 Executive elections in Austria are generally free and fair. The president is elected for a six-year term and has predominantly ceremonial duties. The president does, however, appoint the chancellor, who also needs the support of the legislature to govern. Austria’s current president is the former head of the Green Party, Alexander Van der Bellen, who was elected after a close and controversial poll that featured a repeat of the run-off between Van der Bellen and FPÖ candidate Norbert Hofer. The run-off was repeated after the Constitutional Court established that there had been problems with the handling of postal ballots. Following the 2017 elections to the National Council (Nationalrat), the lower house of parliament, ÖVP head Sebastian Kurz became chancellor with support of the right- wing, populist FPÖ. A2. Were the current national legislative representatives elected through free and fair elections? 4 / 4 Legislative elections in Austria are generally considered credible. The National Council has 183 members chosen through proportional representation at the district, state, and federal levels. Members serve five-year terms. The 62 members of the upper house, the Federal Council (Bundesrat), are chosen by state legislatures for five- or six-year terms. Snap elections to the National Council took place in 2017, one year early, following the collapse of the coalition between the SPÖ and the ÖVP. Animosities between the two former coalition partners were reflected in an antagonistic, heavily-fought election campaign. -

Taxonomy of Minority Governments LISA LA FORNARA INTRODUCTION A minority government in its most basic form is a government in which the party holding the most parliamentary seats still has fewer than half the seats in parliament and therefore cannot pass legislation or advance policy without support from unaffiliated parties.1 Because seats in minority parliaments are more evenly distributed amongst multiple parties, opposition parties have greater opportunity to block legislation. A minority government must therefore negotiate with external parties and adjust its policies to garner the majority of votes required to advance its initiatives.2 This paper serves as a taxonomy of minority governments in recent history and proceeds in three parts. -
