Jefferson Davis, president of the Confederacy, Maj. Gen. George W. Goethals, builder of the PanamaCanal, and Lt. Gen. Leslie R. Groves, who directed development of the atomic bomb,all play a part in the history of the Galveston District of the Corps of Engineers. The recently published history, "Custodians of the Coast," chronicles for the first time, the activities of these and many others in surveys and exploration of early-day. Texas and the subsequent development of ports and water- ways serving today’s thriving Texas coastal region. Authored by Lynn M. Alperin of Galveston, the history contains 318 pages and more than 150 pictures, maps and illustrations. Names found in "Custodians of the Coast" include Jef- ferson Davis, a former Engineer officer who headed the U.S. Senate committee which recommended surveys of Nebraska, California, New Mexico and Texas in 1849. Later, in 1853, while serving as U.S. Secretary of War, Davis proposed the fabled topographical engineers’ camel expeditions into arid Texas frontier regions. Maj. Gen George W. Goethals, of Panama Canal fame, endorsed the idea in 1923 of "a continuous canal through Louisiana and Texas." Today the Gulf Intracoastal Water- way spans more than 1,000 miles from the Mexican border to Florida. Harborand Lt. Gen. Leslie R. Groves, who headed the famous Manhattan project for development of the atomic bomb during World War II, served 20 years earlier as a young Coastwise lieutenant working on the Houston Ship Channel and living aboard the Harrisburg quarterboat.
