PUBLIC NOTICE

Notice is hereby provided in accordance with 14 CFR 158.24 of the City of Killeen’s intent to impose and use Passenger Facility Charges (PFC) from passengers enplaning on Air Carrier flights from the Killeen- Regional at Robert Gray Army Airfield. PFC revenues will be used for the funding of airport improvement projects at Killeen-Fort Hood Regional Airport/Robert Gray Army Airfield (GRK), either wholly or in part as follows:

Project 1. Replace Airport Terminal Signage This project includes design, procure, and install signage, restoration of faded/weathered signage outside the terminal building with the exclusion of the paid parking lot. This project will improve communications with the traveling public relative to location of various facilities and services, restricted area notices, and information. Replacement signage is necessary to reduce confusion for air carrier passengers and for those delivering and picking up passengers at the airport, by providing clear instructions relative to the location of passenger drop off locations, airlines, parking, concessions, rental car turn-in and related need to know information of a general nature.

PFC level: $4.50 Total PFC revenue to be used for this project: $300,000

Project 2. Rehabilitate Taxiway B Construction The project includes a mill and overlay for the taxiway full length and width of the pavement, rehabilitation of taxiway connectors to the and public aprons, addition of fifteen (15) foot shoulders to stabilize the pavement edges, electrical infrastructure improvements, and any necessary drainage requirements. It will also significantly reduce maintenance and repair costs and save capital costs which may result from pavement failures. Savings in operations and maintenance costs directly contribute toward the long-term economic stability and self- sufficiency for the Airport. This project provides a safe operating environment for Airport users and maintenance personnel and to provide long-term economic sustainability for the Airport.

PFC level: $4.50 Total PFC revenue to be used for this project: $996,000

Project 3. Terminal Apron Rehabilitation Phase II This project includes replacement of heaved concrete slabs, joint seal material replacement, spall and crack repair, and repair of the embedded trench-drain components within the ramp. If not repaired, these deficiencies have the potential to cause significant problems in the base material of the apron which could lead to concrete panel failure and increase the potential for the creation of a foreign object debris hazard to aircraft and individuals operating on the ramp. Rehabilitation of these issues ensures ramp operations can be conducted safely.

PFC level: $4.50 Total PFC revenue to be used for this project: $500,000

Project 4. PFC Administration Ongoing Costs This element comprises PFC eligible costs associated with the application. This includes on- going PFC expenses including amendments, issuing and maintaining required PFC records, quarterly reports, collecting from the carriers, legal fees, advertising fees, audit costs, banking fees, close-out costs for the life of this PFC application.

Proposed charge effective date: August 1, 2022 Estimated charge expiration date: February 1, 2026 Total estimated PFC revenue to be collected for this application: $1,831,000

Written comments concerning this notice of intent must be mailed or delivered to Mr. Mike Wilson, Executive Director of Aviation, 8101 Clear Creek Rd, Box C, Killeen, 76549. Comments must arrive in the office of the Director of Aviation no later than 5:00 PM, June 10, 2021 to be considered.
