This overview is just one way the Village strives to enhance transparency by providing information about our priorities and objectives and work produced during the past year. Every project accomplishment is focused on providing increased value to our residents by identifying internal improvements that have the potential to make our operations more efficient and stronger. There are many exciting accomplishments detailed in this report.

Many of the successes were made possible through careful planning. Innovation and creative thinking are the keys to our successes and those innovations are helping to shape the future of our Village. We will continue to engage and empower our employees as we work as one team, with one purpose, working diligently every day to provide effective governance for Mundelein residents and businesses.

ECONOMIC DEVELOPMENT COMMISSION The purpose of Mundelein’s Economic Development Commission (EDC) is to attract business and industry to the Village and serve as an advisory body to the Village Board on matters related to the business community. Highlights: Q Business Appreciation Breakfast attended by 150+ and over 90 businesses in February 2020. Q Conducted 200+ wellness check phone calls and in person meet ups with Mundelein businesses from April-May. The purpose of these calls was to: investigate how businesses were fairing during the pandemic, what assistance they needed, direct them to available resources, and reassure them of the Village’s commitment to support local businesses. Q Participated in the ad hoc committee for Park Street. Gold Star Business Awards Program–an initiative spearheaded by the EDC, recognizes Mundelein businesses that have made a significant contribution to the community or have achieved notable success in their industry. The businesses selected exemplify Mundelein’s entrepreneurial and welcoming spirit. 2020 Honorees: o Prime Beef o Center for Wellness o AREA Coffee o Dziadus Development Continual evaluations of the global pandemic impact on businesses led to exploration of possible Village assistance. COMMUNITY DEVELOPMENT HIGHLIGHTS Community Development is charged with administration of ordinances and policies relating to zoning, land use, and economic development within the Village. As such, planning staff guides the Village’s orderly development by applying the current zoning codes, facilitating development, implementing community plans, and preserving natural resources. Staff members within the Department provide technical and administrative staff support to the Village Board, Planning and Zoning Commission, Economic Development Commission, Mundelein Arts Commission, Zoning Administrator, various other Village Departments, and community groups. ACCOMPLISHMENTS Q Adopted new Comprehensive Plan—a strategy document that directs short and long-term community development activities. Q Redevelopment Agreement for the Public Works property (440 East Crystal Street) and 444 East Courtland Street adopted in early 2020, Intergovernmental Agreement entered with Highland Park to accept restrictive covenants, and closings occurred for both properties. Q Demolition of US Music building to make way for extensive stormwater mitigation project. Q Final homes under construction at Maple Hill. Q Transitional Care opened and former Winchester House patients transferred to facility. 93,000 square foot facility; 185 beds across three specialty wings. Q The Crossings of Mundelein, Lennar townhouse project, under construction. 182 Townhouse Units. Q Chipotle opening-Renovated former Arby’s restaurant. Q Initiated Courtland Park construction drawings. Q Residential Design Guidelines drafts reviewed. Q Initiated work to consider Oak Creek/Townline TIF IV, including draft eligibility report, draft redevelopment plan and project, and initial meetings with taxing bodies. Q The Old Village Hall property buildout nearly complete—New two-story commercial structure providing 23,000 square feet of leasable space for retail, restaurant, or office space. Q Venture One began construction of 195,000 square foot industrial building at 1300 Allanson Road. Q Cardinal Square redevelopment agreement amended and restated, buildings D1 and D2 received conceptual approvals. Earth change in progress for building D1. ADMINISTRATION & COMMUNITY ENGAGEMENT MADE IN MUNDELEIN…LET’S SUPPORT LOCAL CAMPAIGN The multi-platform media campaign is intended to be a catalyst that brings the community together and creates a sense of pride in the goods and services that are made here and goes beyond reminding people to shop local: it is a celebration of the hands and hearts that make Mundelein the unique community we have all grown to love. The Trustees wanted to find a way to aid as many businesses as possible. The campaign theme was intentionally created to be simple, yet broad reaching. This results in opportunities for businesses and residents to engage in the campaign on an ongoing basis. Central to the campaign: encouraging neighbors and community to support one another. The website reads: “So, when we talk about supporting local, we really mean that everything we do, and all you do, supports your neighbor, your friend and your community. It makes us better– together. Made in Mundelein. Made for You.” The importance of the campaign messaging remains critically important: that we should support our local businesses at every opportunity, we are all in this together, and there is no better time than now to alter our spending habits in favor of helping our local businesses get through this tough time. HUMAN RESOURCES Q Implemented a robust Human Capital Management (HCM) solution as an efficient and effective measure to record employee time, complete payroll processing, manage human resource functions and improve employee engagement. Q Implemented an innovative solution to Mundelein’s recruiting, onboarding, and employee performance evaluation processes. Q Managed the hiring process for the new Village Administrator and Chief of Police, in addition to adding 5 dispatchers from the North Chicago consolidation, a new Utility Supervisor, a Project Manager in Engineering and a new Telecommunications Supervisor. Q Implemented COVID-19 strategies Village-wide to assure the safety and welfare of our employees and the public. Q Finalized the Mundelein Firefighters IAFF 4786 Collective Bargaining Agreement (May 2020), settling grievances, an unfair labor practice charge, reinstating the Lieutenants to 6, and adding a 7G agreement for fire inspection services.

INFORMATION TECHNOLOGY Q Transitioned Village staff to work from home during the early months of the COVID-19 pandemic. Q Set up and operated remote Village Board, commission, and committee meetings through GoToMeeting software. Q Transitioned Village employee mobile phone accounts to AT&T FirstNet, a high-speed wireless communications platform dedicated to first responders and those that support their vital efforts. Q Combining and migrating technology from Public Works Complexes 1, 2, and 3 to the new Public Works Facility. Q Supported dispatch consolidation with the Village and City of North Chicago. Q Conducted research to facilitate the adoption of a new Enterprise Resource Planning (ERP) System to replace the Village’s legacy financial and permitting software’s. The Board of Trustees approved this program in 2015, budgeting $100,000, increasing to $125,000, then decreasing for FYE19, FYE20, and FYE21 to $75,000. Since the program’s inception, 54 businesses have received BIG Program funds. The Village of Mundelein has awarded $423,672 in BIG Program grants, bringing the combined investment to over $3 million dollars ($3,000,659) since 2015.

MUNDELEIN POLICE DEPARTMENT Q Named 39th Safest City in America by Neighborhood Scout Q Continued the A Way–Out Program-the program provides a pathway to end the cycle of substance abuse. Q Received VOCA grant funding to employ a Police Social Worker with an emphasis on providing support to victims of crime. Q Continued to expand the role of the social worker position to focus on victims of crimes and chronic mental health issues. Q Initiated use of the National Use of Force reporting system. Q Officers received a total of 4,003 hours of training. Q All patrol officers have been trained in State-mandated mental health awareness. Q The Mundelein Communications Center is staffed 24/7 with a minimum of 3 dispatchers. Dispatchers answered 16,800 911 emergency calls and 48,441 non-emergency calls. These telephone calls generated 67,078 police calls for service and 6,480 fire calls-for-service. MPD dispatchers are Emergency Medical Dispatch certified to provide pre-arrival basic medical care instructions to callers requesting an ambulance. Q Investigations department was assigned 108 cases of those 11 remain open, 4 were suspended/closed, 76 were closed exceptionally, 17 were closed with an arrest. Q Officer William Guenther was nominated and assigned as Secretary of the International Association of Financial Crimes Investigator and will be assigned to the Board for two years. Q Mundelein Latino Citizen Police Academy–Due to overwhelming response, the MPD continues to host two sessions per year of the to better serve the community. MUNDELEIN FIRE DEPARTMENT Q Responded to 3,723 fire and EMS-related incidents. Q Treated and transported 1,452 patients to local hospitals. Q Treated and released 643 patients. Q Responded to 31 fires in Mundelein: 11 building fires resulting in a loss of $592,500. The other 20 fires included 2 passenger vehicle fires, 3 cooking fires, and 15 other types of fires. These fires resulted in a property loss of $20,000. Q Initiated a new response protocol to staff reserve ambulances at each station with the remaining engine company personnel. Since implementation, MFD has responded to an additional 333 ambulance calls. Q Completed Fire Station Location Analysis evaluating need for a possible third fire station. Q Renewed the Intergovernmental Agreement (IGA) with the Countryside Fire Protection District. Q Purchased a new self-contained breathing apparatus (SCBA) utilizing a grant received in the amount of $229,090. Q Received funding for a new station alerting system. Installation is currently underway. Q Established a strategic stockpile of personal protective equipment (PPE) for the Village of Mundelein. Q Blood Drive–In conjunction with Vitalant, hosted 3 blood drives at Mundelein Fire Station 1-155 pints were collected, 465 lives saved. Q During the months of March-May performed 319 birthday drive by’s for local children.

BUILDING AND CUSTOMER SERVICE HIGHLIGHTS Q Maintained minor permit turnaround time to 3.36 average days to approval with a 75% success rate for the 5-day or less permit turnaround, even with following COVID protocols. Maintained 5-day or less permit turnaround timeframe of 4.72 days for all permit submittals, minor and major. Q Performed 2,804 inspections in Mundelein, 1,915 in Hawthorn Woods, and 1,282 in Long Grove, totaling 6,001 inspections for the year. Q Performed 1,590 plan reviews for Mundelein, 98 for Hawthorn Woods and 191 for Long Grove. Q Received 907 complaints which resulted in 3,616 actions toward compliance by the Building Department. Q Filled vacant plumbing inspector position to assist with additional workload. Q Aided in the fast-track completion of the Transitional Care project at the request of the State as it was being considered for a COVID patient facility. Q Completed the plan review process, aided in the technical design and overall completion of the new Public Works complex. Q Completed the plan review process and issued a foundation only permit for the new Cardinal Square D1 and Annex building. Q To accommodate the COVID-19 restrictions and procedures, the Building and Customer Service Departments transformed the entire permit submittal, review, and issuance process, shifting from a large-scale paper-only process to a largely electronic process. This electronic service also was provided to Hawthorn Woods and Long Grove. Q Implemented virtual building and plumbing inspection process. This enabled the Building Department to provide crucial support to builders, developers, and residents while keeping the building trades moving forward and still following the COVID-19 restrictions. Q Building Staff aided Administration in the Alan Josephsen Company relocation project.

COMMUNITY EVENTS Due to the pandemic, nearly all of Mundelein’s community events were cancelled. We look forward to hosting events as soon as our public health officials deem it safe to gather.

Q National Night Out Hosted a coloring contest where residents colored a “block party” coloring page. Amazon Mundelein donated Kindle tablets as prizes for the winners in the different age categories. Q Holiday Help Program–In partnership with Mundelein High School and the Chapel, team distributed over 130 donated turkeys and bags of groceries to Mundelein families in need. Q Veterans Coat Drive Q U.S. Marine Corps “Toys for Tots” participant. Q Shop with a Cop-virtual event. Partnered with Mundelein High School and the Chapel to help Mundelein children in need. The program helped a total of 350 children, we pledged to help 100 kids or $10,000.00 this year. Received business and resident donations totaling $3,800.00. Q Mayor’s Cup STEM Challenge–Adapted the successful Mayor’s Cup Math Challenge to the Mayor’s Cup STEM Challenge which incorporates a separate engineering competition in addition to the long-standing math competition. Awarded more than $5,500 in business-funded scholarships to 74 student winners. This is the seventh year to host this event. Q MPRD Boo Bash and Doggie Trick or Treat–Secured giveaway items for both events-Doggie Bandanas (small and large) and children’s face masks. Q Farmers Market–24 vendors per week. Q Halloween Online Decorating Contest Q Holiday Virtual Tree Lighting Ceremony Q Drive-Through Santa’s Cottage Q Holiday Online Decorating Contest Q Letters to Santa Campaign–Nearly 500 letters received and responses sent Q Mundelein Stand-Up–Active participant in this student-led community outreach program that works cooperatively with students and volunteers to reduce teen consumption of alcohol, tobacco, and marijuana.

MUNDELEIN ARTS COMMISION Stars on Parade Installed a series of 14 “Stars on Parade” fiberglass sculptures throughout Downtown Mundelein, which were all decorated by local artists. A local business, CARSTAR Mundelein applied the protective topcoat. Campaign Outcomes: created many small “landmarks” that have become destinations within Downtown Mundelein, fostered community pride, increased logo/branding recognition, and brought some joy to residents suffering the effects of the global pandemic. Based on the success of the project, the MAC hopes to expand upon this project in the future. All entertainment performed by local talent. The MAC also hosted a “Car”-oling event, which used the same technology to broadcast a holiday-themed singalong caroling experience for families while staying socially distanced inside of their cars. All talent was pre-recorded and locally sourced. Open Mic Nights (Not Hosted During 2020 Due to COVID-19) The Open Mic Nights have proven highly successful and there is typically a waiting list for performers who wish to sign-up. The Open Mic Nights will be rebranded in 2021 as “Talent Showcase Nights” to better reflect the nature of the event. Writing Contests The MAC hosted its 5th contest in 2020 and published a “Winter 2020” edition of “Mundelein Writes.” The writing theme was, “Isolation.” The MAC hosts writing contests, winners of which are recognized at a Village Board meeting, receive a cash prize, and are published in a high-quality printed edition of “Mundelein Writes.” The “Mundelein Writes” publications are distributed at no cost at the Village Hall. The contest provides valuable opportunities for students and local writers to receive recognition that can be listed on resumes, college applications, Linked In and the like. Photo Contests The 2020 theme was “Capture the Moment.” The MAC began hosting the annual “This is Mundelein” photo contest in 2018. Winners are recognized at a Village Board meeting, receive a cash prize, and have their photos displayed at the Village Hall. The contest provides valuable opportunities for students and local photographers to receive recognition that can be listed on resumes, portfolios, college applications, and the like. The MAC plans to continue hosting this contest annually, with a rotating theme each year. MAC FUTURE PLANS AND KEY INITIATIVES Artist of the Month–Begin featuring local artists on the MAC Facebook page in a “Local Artist of the Month” post. Art Displays and Pop-Up Galleries–the MAC has budgeted funds to purchase display panels to set up temporary artwork displays. The MAC wishes to explore recognition opportunities for local artists, such as “pop-up” art galleries in the Village Hall, Library, Metra Station, and other key locations throughout the Village. Artist Inventory–With the launch of Mundelein’s new website, the MAC plans to create an online local “Artist Inventory Directory”–a longtime goal since the group’s founding in 2016. Mural–MAC exploring commissioning and installation of a second public mural, site to be determined. Stars on Parade–Due to the overwhelming positive reaction to this public art project, the MAC hopes to expand this exhibit in the future.
