Olson, Project Manager /RA/ Environmental Projects Branch 2 Division of New Reactor Licensing Office of New Reactors SUBJECT: SUMMARY OF THE PUBLIC MEETINGS FOR THE DRAFT ENVIRONMENTAL IMPACT STATEMENT FOR THE FERMI UNIT 3 COMBINED LICENSE APPLICATION On Thursday, December 15, 2011, the U.S. Nuclear Regulatory Commission (NRC) staff held two public meetings regarding the draft environmental impact statement (DEIS) for the proposed Fermi Unit 3 combined license (COL) application. The purpose of the meetings was to provide information on the NRC’s environmental review process, present the findings in the DEIS, and to solicit public comments regarding the DEIS. The meetings were held at Monroe County Community College, La-Z-Boy Center, Meyer Theater, 1555 South Raisinville Road, Monroe, Michigan 48161. The NRC staff conducted an open house one hour before each meeting. During the open house, the NRC staff, contractors from Argonne National Laboratory (ANL) and Energy Research, Inc. (ERI), and the U.S. Army Corps of Engineers (USACE) staff met with members of the public to answer questions about the NRC’s environmental review process and the proposed Fermi Unit 3 DEIS. Presentations were made by Anthony Hsia of the NRC staff at the start of each meeting followed by Bruce Olson of the NRC staff and Colette Luff of the USACE. Concluding remarks were made by Patrick Madden, the senior NRC representative at the meeting. The presentation focused on the following subjects: 1) The NRC’s environmental review process; 2) The Fermi Unit 3 environmental review schedule; 3) The contents and findings in the DEIS including NRC’s preliminary recommendation; and 4) Instructions on accessing the DEIS and providing comments. A combined total of approximately 175 people attended the meetings. Attendees included members of the public and media; representatives of the NRC and its contractors, ANL and ERI; a representative from the USACE; public interest groups; Federal, State and local government officials; and the Detroit Edison Company. Questions and comments on the DEIS related to radiological safety, water use, ecological impacts, power generation, and socioeconomic impacts. Comments received during the meetings will be reviewed and those that are within scope will be addressed in the final environmental impact statement. Enclosure 1 contains the agenda for the meetings. Enclosure 3 contains the slides presented during the meetings and Enclosure 4 contains the transcripts for the meetings, including any written comments received at each meeting.
