Forests have pivotal role in life sustenance of indigenous people of the area and economy of any country at mass level. Forest health, diversity and richness depends various environmental parameters. In this study, impact of edaphic and physiographic factors on plant communities of reserved forest of Sathan Gali (Mansehra), Pakistan is analyzed. Quantitative and qualitative characteristics of plant species were studied dividing the area into 13 stands on physiognomic features. In this analysis 136 plant species of 58 families were classified into four prominent plant communities through TWINSPAN approach. The family index depicted that Asteraceae was dominant among 58 families. Biological spectrum (BS) expressed Therophytes as the dominant plants with 27.34% species, while leaf size spectrum (LSS) classification showed Mesophytes having 25.83% species contribution.

+ + + Refugees and IDPs in South Asia Editor Dr. Nishchal N. Tel: 4253195, 4246452 Email: [email protected] + + Preface Consortium of South Asian Think-tanks (COSATT) brings to you another publication on a critical theme of the contemporary world with special focus on South Asia. Both the issues of refugees and migration has hit the headlines the world-over this past year and it is likely that nation states in the foreseeable future will keep facing the impact of mass movement of people fleeing persecution or war across international borders. COSATT is a network of some of the prominent think-tanks of South Asia and each year we select topics that are of special significance for the countries of the region. In the previous years, we have delved in detail on themes such as terrorism, connectivity, deeper integration and the environment. In the year 2016, it was agreed by all COSATT member institutions that the issue of refugees and migration highlighting the interlinkages between individual and societal aspirations, reasons and background of the cause of migration and refugee generation and the role of state and non-state agencies involved would be studied and analyzed in depth. It hardly needs any elaboration that South Asia has been both the refugee generating and refugee hosting region for a long time. South Asian migrants have formed some of the most advanced and prosperous diasporas in the West.

CTI ENGINEERING INTERNATIONAL OYO INTERNATIONAL CORPORATION The following foreign exchange rate is applied in the study: US$ 1.00 = PKR 88.4 PREFACE The National Disaster Management Plan (NDMP) is a milestone in the history of the Disaster Management System (DRM) in Pakistan. The rapid change in global climate has given rise to many disasters that pose a severe threat to the human life, property and infrastructure. Disasters like floods, earthquakes, tsunamis, droughts, sediment disasters, avalanches, GLOFs, and cyclones with storm surges are some prominent manifestations of climate change phenomenon. Pakistan, which is ranked in the top ten countries that are the most vulnerable to climate change effects, started planning to safeguard and secure the life, land and property of its people in particular the poor, the vulnerable and the marginalized. However, recurring disasters since 2005 have provided the required stimuli for accelerating the efforts towards capacity building of the responsible agencies, which include federal, provincial, district governments, community organizations, NGOs and individuals. Prior to 2005, the West Pakistan National Calamities Act of 1958 was the available legal remedy that regulated the maintenance and restoration of order in areas affected by calamities and relief against such calamities.
