C. 20002 QUESTIONS PRESENTED In the Postal Accountability and Enhancement Act of 2006, Congress enacted safeguards to ensure that the U.S. Postal Service cannot extend its monopoly over letter mail so as to obtain an unfair competitive advantage in package delivery, a market in which it competes with private companies. See 39 U.S.C. § 3633. The Postal Regulatory Commission’s regula- tions governing rates thus must “(1) prohibit the subsidization of competitive products by market- dominant products; (2) ensure that each competitive product covers its costs attributable; and (3) ensure that all competitive products collectively cover what the Commission determines to be an appropriate share of the institutional costs of the Postal Service.” Id. And “costs attributable” are defined as “the direct and indirect postal costs attributable to such product through reliably identified causal relationships.” Id. § 3631(b). In this case, the D.C. Circuit, applying Chevron, deferred to the Commission’s unexplained interpreta- tion of “institutional costs” as only a residual category and of “reliably identified causal relationships” as minimum costs. -

PURPOSE The purpose of this Guide is to establish Agency policy and guidelines to assure more efficient and economical use of the services provided by the U. S. Postal Service when mailing official government material. 2. GENERAL With continual increase of USPS postage rates, an increased effort by FDA employees to use the most economical method to send mail is critical. Waste and inefficiency in mailing practices can result in the unnecessary use of funds. 3. POLICY All offices in the Food and Drug Administration should use the most economical class and type of mail service consistent with their operating requirements. 4. MAIL CLASSES AND SERVICES A. First-Class Mail. First-class is used for items weighing 12 ounces or less which require handling in a timely manner. Items weighing 12 ounces or less will automatically be charged first-class rates unless endorsed otherwise. SMG 2250.4 (01/10/2003) 1 B. Priority Mail. Priority is used for first-class and other mail weighing less then 70 pounds which requires expeditious handling and transportation. The word "Priority" must be placed prominently on each mail piece. There is a view of state and local governments as ethically-chal- lenged backwaters,' veritable swamps of corruption in need of the ulti- mate federal tutelage: protection through prosecution. RESEARCH NOTE Philatelic Propaganda U.S. Postage Stamps during the Cold War ✣ Matin Modarressi After the United States joined with eleven other countries in April 1949 to establish the North Atlantic Treaty Organization (NATO), U.S. officials had to convince the public that the formation of NATO was necessary to prevent another world war. This task, they believed, was likely to be difficult. After all, for more than 150 years the U.S. government had heeded George Washing- ton’s warning in his Farewell Address to “steer clear of permanent alliances.” One of the ways policymakers sought to increase public support for NATO was through the issuance of carefully designed postage stamps. Gov- ernments around the world have long recognized the potential for stamps to serve as tiny billboards for informing, educating, influencing, and sometimes even manipulating people. In the United States, proposals for stamp designs are typically considered two to three years in advance, demonstrating how much deliberation and planning goes into each stamp’s creation. During the Cold War, the U.S. Post Office Department (which was a cabinet-level de- partment until 1971) and the U.S. Department of State used stamps to help promote U.S. foreign policy. In 1952, for example, the United States issued a special commemorative stamp on the third anniversary of the formation of NATO. During a cere- mony at the White House, President Harry S. Truman, accompanied by the postmaster general and secretary of state, autographed a sheet of stamps to be presented to the leader of each of the other NATO countries.1 The stamp was then sold at post offices around the country for six months, in place of the regular 3-cent stamp (the domestic letter rate).2 The total number of NATO stamps printed was the second highest in U.S. -

Trump The White House Washington, DC Dear Mr. President: On April 12, 2018, you signed Executive Order 13829, which established the Task Force on the United States Postal System to evaluate the operations and finances of the United States Postal Service (USPS) and develop recommendations for administrative and legislative reforms for the U.S. postal system. The goal of these recommendations is to identify a path for the USPS to operate under a sustainable business model, providing necessary mail services to citizens and businesses, while competing fairly in commercial markets. The Task Force conducted extensive outreach to stakeholders and performed in depth research and analysis in order to understand the wide range of challenges facing the USPS. In addition to our August 10, 2018, submission, the Task Force presents here its findings and full list of recommendations. GEC Computers Ltd
V1 January 2015 GEC Computers Ltd. Origins. In 1968 the real-time computing interests of AEI, Elliott-Automation, English Electric, Marconi and GEC, were consolidated into a single company [ref. 1]. It traded initially as Marconi Elliott Computer Systems Ltd (MECS) and then, after 1971, as GEC Computers Ltd. English Electric obtained the non-computing products and the mainframe data processing products were transferred to ICT/ICL. MECS, and GEC Computers, were for many years based at Borehamwood, though the specialist aerospace computing activities were soon transferred to Marconi-Elliott Avionics Systems Ltd. at Rochester. Initially, the range of MECS computers was inherited from Marconi and Elliott-Automation and comprised the MYRIAD series, M2100 series (a small-scale 16-bit multiprocessor for real-time control]), and the 900 series (see below). About 50% of the applications for these computers were described as ‘military’. The other 50% was made up roughly equally of the following applications areas: Industrial, Laboratory, Marine, Education, Traffic control, Communications, Medical. The GEC 900 series of computers [refs. 2- 4], though first introduced in 1961, had a life extending into the 1980s with machines such as the 920ATC. By then developments had for several years been based firmly at Rochester, under various titles such as GEC-Marconi Avionics Ltd. and eventually BAE Systems. The 900 series is described elsewhere, in the Mainframes section of the Our Computer Heritage website. [ref. 2]. The GEC 2000 and 4000 families.
