We have already begun working on FBI – LEEDA’s 20th Annual Executive Training Conference in Nashville, TN, on April 18-20, 2011, at the Nashville Renaissance Hotel. Please mark your calen- dar for the benchmark conference. President Don Dixon will hold a General Membership Breakfast at the IACP on October 24th, 2010, 8:30 am-10:00 am at the Hilton Orlando. We are working to improve our Regional Representative Program and we thank all of our Regional Representatives for all they have done and particularly their patience in this startup project. We are looking forward to working with the new leadership at the FBI Academy and to continuing to maintain an excellent relationship with the Office of Law Enforcement Coordination (OLEC) and are excited about some projects that they have on the horizon that will be of benefit to all our membership. He became a “Parolee at Large,” and law enforcement officers were anxious to locate him before he attacked another child. They ob- tained public record information on his girlfriend’s location as well as other as- sociates. Knowing that such felons need a place to nest and rest, investigators initiated surveillance of the residence of the girlfriend. The molester arrived at the location and was taken into custody. 2. Homicide Case: The primary suspect in a homicide investigation fled from the area and remained at large for 23 years. The cold case was reviewed due diligently for years, and in 2008, the killer was located through public records with residences in Florida and . He was subsequently arrested in and extradited. 3. Burglary Case: A residential burglary suspect was apprehended on the street with stolen prop- erty that included a digital camera from an unknown location. A photo in the camera revealed a vehicle and license plate. The registered owner of the ve- hicle, her address, phone number, and some relatives, including a sister, were found within the public records databases. No one was at home during the crime scene, but the investigator located and contacted the victim’s sister who was baby-sitting the victim’s young son at the time. The son identified some of the stolen items, and the victim’s sister contacted the victim who then met the investigators at her burglarized residence.

Summary and Conclusion Public records have matured into a valuable investigative resource for law en- forcement nationwide. The data available is extensive, dynamic, and growing daily. The technology to retrieve the data is fast, immediately available, and reli- able. The regular use of investigative leads discovered through public records information brings investigators one step closer to solving crimes efficiently and effectively.
