Dear Township of South Algonquin, I am submitting this letter today on behalf of a group of passionate artisans who are inspired to continue the Whitney Village Market on Sundays, 10am-1pm, between Victoria Day Weekend until Thanksgiving weekend in 2018. The artisans who participated in the 2017 Whitney Village Market are eager to continue the momentum of the 2017 Market and make the 2018 market even more successful. Our group of artisans kindly request permission to use the park and picnic area located adjacent to the Whitney dam at the intersection of Galeairy Lake Rd and Highway 60. Our group of artisans believes that this park is the perfect location for a Village Market for several reasons: A. The park is highly visible from Highway 60 and Galeairy Lake Road. B. The park offers a large public parking area. C. The park is adjacent to public outhouses. D. The park has public garbage bins, public charcoal BBQ pits, and picnic benches. E. The park has a pavilion that would act as a perfect rain shelter so that artisans can still set up vendor booths during inclement weather. F. The park is in a beautiful setting offering breathtaking views of Galeairy Lake and the Madawaska River Rapids. G. The park is directly beside the new Galeairy Lake Trail. The Village Market artisans believe that a weekly market in the "high season" is essential to growing the South Algonquin community spirit. Last year's market was well attended by both locals and tourists. Our goal is to inspire more local artisans to participate in the market and showcase the talent of South Algonquin to the world. For this reason we will not charge a vendor fee. We truly believe the park location at HWY60/Galeairy Lk Rd. would be the best for a thriving and exciting local market. Council Present: Mayor Jane Dumas Councillor John Brown Councillor Sandra Collins Councillor Joe Florent, Chair Councillor Dave Harper Councillor Bill Rodnick Councillor Richard Shalla Township Staff Present: Holly Hayes, CAO/Clerk Treasurer Dave Gatley, Works Superintendent Carla Gatley Deputy Clerk, Recording Secretary Chair of the Roads Committee, Councillor Florent called the meeting to order at 8:31 p.m. ADDITIONS/AMENDMENTS TO THE AGENDA: -OCIF Grant ADOPTION OF THE AGENDA: Moved by: D. Harper Seconded by: J. Dumas To adopt the agenda as prepared for the Roads Committee meeting of Thursday, February 15, 2018 as circulated and amended. DISCLOSURE OF PECUNIARY INTEREST: None UNFINISHED BUSINESS: • Councillor Florent requested that a copy of the most previous set of minutes be available at each meeting. • There is a provision for a road on lot 27 of Paplinskie Road. Paplinskie Farm is on lots 28 and 29; provision was scratched out on land registry documents. Paul Miller to make a call to the MTO in Kingston. NEW BUSINESS: • Discussion on the possibility of using reclaimed asphalt from Leveque Bros. • Drawings for Spectacle Lake Rd. paving job were circulated. D. Gatley spoke to the resident that had expressed some concerns. Discussed options for drainage; will work with the owner of Spectacle Lake Lodge. • Received OCIF grant of $1,300,000.00 for the Aylen Lake Rd. • Discussion on having Spectacle Lake Rd. and Aylen Lake Rd. jobs contracted out. Staff were directed to spend up to $10,000.00 to get cost estimates for both road jobs. • Received estimate of $12,000.00 for two unpainted, delivered containers to store items from the old fire hall. It would cost an additional $2,400.00 to have them sandblasted and painted. Four weeks for delivery. They will be placed behind the works yard near the salt shed. A resolution will be brought to the next council meeting. 1 • Councillor Florent stated that he would like to see the funds from the sale of the old fire hall to go towards a new fire truck for the Madawaska Department. Will be discussed further at budget time as there has also been a request for twelve new SCBA units. • Oil tank at the Mervin Dupuis Building will probably need to be replaced soon. • H. Hayes applied for a Greenhouse Emissions grant; will know in March if successful or not. • H. Hayes will be meeting with the Fire Chiefs on February 23rd to review the Fire By- Law; proposed changes will be brought to the March 15th Human Resources and Administration Meeting. • Joey Vermaire has offered to do PTSD training with the fire departments. Capital Projects: • Culvert at Victoria Lake Rd., Blue Sea. H. Hayes to contact the Westons to ask for financial assistance. • Drainage improvements will be continued. • Reclaimed asphalt for Airy and Nipissing Roads. Aggregate Pits: • There will be $100.00 per year fee for each pit. There will also be a cost for a sign and a gate which will need to be a budget item. Moved by: J. Brown Seconded by: B.
