The houseless were enumerated on the night of the 28th February and a revisional round was conducted from 1st to 5th March 1981. In certain inaccessible areas, however, the enumeration was carried out non-synchronously_ These areas include the snow bound regions of Jammu & Kashmir, Himachal Pradesh, Uttar Pradesh and Sikkim and certain parts of Andaman and Nicobar Islands where the enumeration was carried out in September-October 1980. In Jammu & Kashmir the enumeration was carriod out from 20th April to 10th May 1981, the reference point being the sunrise of 6th May 1981. The revisional round was from 6th May to 10th May 1981. This was due to the unfavourable weather conditions that prevailed in February, 1981. The census could not be taken in Assam owing to disturbed conditions prevailing there at the time of the census. The final population totals presented in Table 1 of this volume, therefore, include the proje::ted population of Assam as determined by the Expert Conlmittoe on Population Projections set up by the Planning Commission. After the count was completed, the provisional results for the country, the states and union territories giving the basic statistics of population classified by sex and literacy were released on the 18th March 1981 through Paper 1 of 1981. Sometirne later, Paper 2 of 1981 presenting the provisional rural/urban distribution of population in the country, the states and union territories was released in August 1981. Later, Paper 3 of 1981 giving the provisional data of the 1981 census on the distribution of population by workers and non-workers was released for the immediate use of data users. In the same paper data at the district level in the general format of the Primary Census Abstract was also presented. The provisional results published in papers 1, 2 & 3 were based on a quick tabulation of field totals. This was followed by a detailed scrutiny and tabulation of data contained in the Individua' slips and Household schedules canvassed during the 1981 census, in the Regional Tabulation Offices in all the states and un ion territories except Assam. The final population totals arrived at through this process of manual tabulation are presented in this paper. This paper presents the final population totals upto the lowest administrative level of the country with rural and urban break-up, It also gives population figures relating to each town. city and urban agglomeration (with constituent units of the respective urban agglomeration). The data are presented in the following two tables: Table 1 : Un ion Population Totals-1981 giving the final population of India, the states and union territories by total, rural and urban. Table 2: State Population Totals-1981 giving the final population of states/union territories upto the level of tahsil/ taluk/davefopment block/police station/circle etc., with rural and urban break­ up as also for urban agglomerations/cities/towns. In the relevant column heading in Table 2, the term tahsil refers to all these various area levels and Annexe 111.given at the end of this paper may be referred to for the appropriate term in the case of each state/union territory. ( viii ) Statement 3 presents the absolute increase and percentage decadal growth rate between 1961-71 and 1971-81 for the country and the states and union territories.
