    China Engages Asia China Engages Asia David Shambaugh Reshaping the Regional Order The traditional under- pinnings of international relations in Asia are undergoing profound change, and the rise of China is a principal cause. Other causes include the relative de- cline of U.S. inºuence and authority in Asia, the expanding normative inºuence of the Association of Southeast Asian Nations (ASEAN) and the growth of regional multilateral institutions, increased technological and eco- nomic interdependence throughout the region, and the amelioration of several formerly antagonistic bilateral relationships. As a result of these processes, the structure of power and the nature of the regional system are being fundamen- tally altered. China’s growing economic and military power, expanding political in- ºuence, distinctive diplomatic voice, and increasing involvement in regional multilateral institutions are key developments in Asian affairs. China’s new proactive regional posture is reºected in virtually all policy spheres— economic, diplomatic, and military—and this parallels China’s increased activ- ism on the global stage.1 Bilaterally and multilaterally, Beijing’s diplomacy has been remarkably adept and nuanced, earning praise around the region. As a result, most nations in the region now see China as a good neighbor, a con- structive partner, a careful listener, and a nonthreatening regional power. This regional perspective is striking, given that just a few years ago, many of China’s neighbors voiced growing concerns about the possibility of China be- coming a domineering regional hegemon and powerful military threat. Today these views are muted. China’s new conªdence is also reºected in how it per- ceives itself, as it gradually sheds its dual identity of historical victim and ob- ject of great power manipulation.

This chapter seeks to examine these rela- tionships in the context of Chinese history and present reality Values are the sum total ofpeople's dilferent assessments, attitudes, recognition, and behavior vis-A-vis vadous phenomena or different aspects of a singlc phenomenon. Chinese sociologists and anthropolo- gists generally regard culture as the "customs, traditions, attitlrdes, corcepts, and characteristics which control social behavior" (Yin r 988, 3 8 ), or the "trends of values and modes of behavior which openly or covertly guide or manipulate the material and spiritual production and life o{ society, and the mediun.r for knowledge, beliefs, morality, arts, education, Iaw, the general physiological system, and their n]aterial forms which are shared by society and spread between members oI so- ciety" (fiang et al. r 9 8 7, r ). Values are the core of a given cultural system, and Du Weiming says that the "core of culture is composed of a scries of traditional concepts in general and a system ofvalues in particular" (r 982, rr8). Changes in values are largely the basis of changes in cul ture and they "reflect not only the structure of tllis system, but to a large extent alsopoint the direction in which the characteristics of the system will develop" {Zhang and Cheng r99o, zo9 zro). Political outlook is embodied and reflected in the values of the cul- tural system in the political realm.

So how Hong Kong's political development proceeds is very important for some larger and very significant issues for the Chinese political system as a whole, and therefore the debate over democratization in Hong Kong is one that has significance that reaches much beyond the rights and political participation of the people there. The election that occurred last Sunday is a kind of punctuation mark in that larger debate over democratization, and we're very pleased to have two very qualified people to talk to us today. Along with strong growth and social mobility, the accumulation of wealth has created some of the most flagrant social polarization worldwide, much higher than the official statistics. Instead of taking concrete measures to correct these inequalities, according to the new blueprint of reforms launched by the 3rd Plenum in November 2013, the new direction has focused on a gigantic campaign against corruption.
