    FOR IMMEDIATE RELEASE Howard University Announces the Cathy Hughes School of Communications WASHINGTON (October 6, 2016) - Howard University president, Dr. Wayne A. I. Frederick, today announced a multi-million dollar gift to its School of Communications from Alfred C. Liggins III, President and CEO of Radio One, Inc. This notable contribution was made through the Catherine L. Hughes and Alfred C. Liggins III Foundation and establishes that the School will be named in honor of Cathy Hughes, Radio One founder and Chairperson, and former Howard University staff member. An official ceremony to announce the naming of the “Cathy Hughes School of Communications” will be held on Sunday, October 23, 2016, at Howard University. “The Howard community is thrilled that Mr. Liggins has chosen to honor his mother, Ms. Cathy Hughes, in this manner for her pioneering work in the field of communications,” said Dr. Frederick. “The gift will have a transformational impact on the School’s commitment to serve the communications industry and as a high-level producer of diverse media specialists.” He went on to acknowledge that Ms. Hughes is well known for her accomplishments at the School and University, particularly at WHUR-FM where she created the popular, urban music format known as the “Quiet Storm.” She is also the School’s third Time Warner Endowed Chair. The donation recognizes the extraordinary vigor of Howard’s School of Communications and its faculty, students, staff, and alumni. It demonstrates Ms. Hughes’ and Mr. Liggins’ firm beliefs in the role that the School plays in providing and sustaining a range of educational and leadership alternatives for African Americans within the communications sector.

In keeping with the stated objectives of this panel, I would like to take this brief opportunity to tell you about my business and the direct affect the Commission's actions will have on affected minority businesses, such as myself, in the Low Power Television industry. Or"Community Broadcasters," as we like to be called. I established Abacus Television over seven (7) years ago in response to the opportunity LPTV licenses offered. Numerous large markets that had been previously closed to new television licenses for many years, because the frequencies available for full power television stations had been exhausted in the 1960's had sufficient residual spectrum to accommodate LPTV applications. I conceived and executed a plan to develop a network of LPTV stations covering the greater Pittsburgh, PA ADI and three smaller adjacent television markets. To date I have received or purchased 16 LPTV Construction Permits. I built my first station 18 months ago, my 1 second station 12 months ago, my third station 6 months ago and I have my fourth, fifth, and sixth station under construction now. Succinctly, Community Television Broadcasters use pieces of spectrum too small to accommodate a full power television station to build small television stations, on a secondary basis, to provide more locally oriented programming and/or lower television advertising rates.

This “information ecosystem assessment” set out to explore which issues are most important to local people and how connected residents feel to sources that keep them informed about city life and the policies that affect it. North Omaha is a community with the unique distinction of having the only independent black- owned newspaper in Nebraska, The Omaha Star. For almost eight decades, The Star, founded by Mildred D. Brown, has provided a positive counter-narrative to the crime-focused coverage of north Omaha by many mainstream local media outlets. But the paper is at a crossroads as the media landscape has changed. Residents of north Omaha are searching for other reliable sources of news to keep them informed and reflect their voices on topics like education, jobs, community development, health, housing and more. The assessment will consider the existing media scene and other efforts underway to circulate community news and information, and share some examples of news engagement projects in other places that might be instructive to media and community groups in north Omaha.
