interest in parks and green-spaces – indeed some of us are members of Friends of BOARD OF Elizabeth St. Garden*, some of us reside on Elizabeth St. – we are most ADVISORS concerned that the need for suitable low-income senior housing is not only André Balazs necessary, but the most responsible action to take. The position that this proposal is Affordable Housing vs. Parks in CB#2 is misleading. (1) Friends of Elizabeth St. Garden does not qualify for this LMDC grant; (2) This is not a Parks Department site; (3) Residents and visitors do not live or work or play by Community Board boundaries. There are, in all, more

than five official Parks Department sites (see attachment) within a five block radius – more than nine acres; two more are planned or in development within six blocks, all of which accommodate recreation and enjoyment for citizens of all ages – tots to centenarians. In a choice between less than .5 acres of park and an equivalent 3.7 acres of affordable senior housing, the latter must take precedence, though we will heartily support a plan to include public green space within this complex – for the sake of all.

We have two additional requests: (1) That the provisions of this funding are specific to this site and do not allow for building market rate or luxury housing on this site in exchange for affordable housing developed in another location and (2) That this affordable senior housing be preferential to citizens living in Zip Code 10012 or CB2 Manhattan below Houston St.
