DETAILED DESCRIPTION OF PROJECT

The project refers to the elaboration of a Masterplan for integrated solid waste management at the Perfecture of Pella (PHASE A) and the elaboration of all required studies (as environmental impact assessment studies, cost-benefit studies and tender documents) for some of the proposed projects (PHASE B) in order to be approved and funded by the EU. DESCRIPTION OF WORKS AT PHASE A: At PHASE it was elaborated a Masterplan for the waste management strategy. According to the Masterplan, Prefecture of Pella was divided into three Management Areas (M.A.), as follows: ¾ 1st M.A.: Including the Municipality of Edessa (Leader). ¾ 2nd M.A.: Including The Municipality of Gianitsa (Leader) ¾ 3rd M.A.: Including the Municipality of Aridea (Leader) ¾ The Masterplan proposed the most favorable facilities and installations for waste management in each area The proposed waste processing and disposal plans for each Management Area are, as follows: 1st M.A. (population served 50.000 citizens): ¾ 2 central waste transfer stations ¾ 1 Sanitary landfill site with required capacity of 1.5 million m3 ¾ 1 Material Recovery facility for recyclable material from the sorting at the source programme with capacity of 10 tn/ hour 2nd M.A. (population served 70.000 citizens): ¾ 1 Sanitary landfill site for the residual waste capacity of 1.0 million m3 ¾ 1 Mechanical Sorting and composting plant with capacity of 16 tn/hour. Products are: glass, metals aluminum, paper, cardboard, plastics 3rd M.A. (population served 25.000 citizens): ¾ 1 Sanitary landfill site with capacity of 400,000m3 (already constructed) (the detailed design was also elaborated by Enviroplan through another contract) Among the objectives of the study was included the location-evaluation of alternative areas, appropriate for the establishment of all the above referred solid waste management plants, at all the corresponding Management Areas. The location study for all the above plants was executed with a GIS mapping system, and according to “Multi-criteria” Decision Support System. The study also included the identification of all uncontrolled landfill sites within the region (almost 40 sites), the evaluation of their hazardous potential, and proposals for the restoration. The total cost of the proposed projects (including the restoration of old landfill sites, was approximately 60 million Euro.

DESCRIPTION OF WORKS AT PHASE B After the approval of the whole Masterplan and the relevant location studies, the Consultant was assigned to the elaboration of the “Procurement Preparation Studies”, (Environmental Impact Assessment Studies, Geological – Hydrogeological studies, Topographical Surveys, Technical Studies at the level of preliminary design, and Cost-Benefit Studies), for the all the relevant projects of 1st and 2nd Management Area:

The exact titles of the two groups of projects were as follows: GROUP A: ¾ Contruction of material recovery facility and new lanfill site at the location “Aspro Kefali” in the Municipality of Edessa and GROUP B: ¾ Contruction of a waste processing and composting plant and a landfill site in the municipality of Gianitsa (Budget 40 million €)

After the environmental approvals, the Consultant prepared two different applications for the funding of the two group of projects from the Cohesion Fund. The first group has been already submitted and accepted by the Cohesion Fund (Decision CCI:2002-GR-16-C-PE-107). The project is now under procurement procedure.

DESCRIPTION OF WORKS AT PHASE C At PHASE C Enviroplan was assigned through a different contract (with value of 190,000.00€), Technical Assistance Services throughout the whole project implementation (of Group A) including tender preparation, procurement and the construction phase. The duration of this contract is estimated in 36 months, starting from July 2004.
