    REMINISCENCES OF BELTZHOOVER AND ALLENTOWN Two Old-Time Western Pennsylvania Boroughs* C. A. Weslager is known, still less has been published, and the meager in- formation available is gradually disappearing about the two Littleboroughs— nestled in the first and second range of hills south of Pittsburgh Beltzhoover and Allentown. Allentown, the older of the two, was incorporated in 1869 and annexed to Pittsburgh in 1874. Beltzhoover, incorporated in 1875, became part of the city in 1898. Their former borough names are still used although they no longer have political significance. Ifyou hail a cab in downtown Pittsburgh and ask the driver to take you to Beltz- hoover or Allentown,he won't remind you that your destination should properly be referred to as the Eighteenth Ward. He will whisk you across the Smithfield Street Bridge, left on West Carson Street, and up cobbled Brownsville Avenue, one of the city's oldest and steepest streets, now called new Arlington Avenue. At the top of the hillyou will intersect Warrington Avenue, the main street of the two former boroughs. Here the driver probably will throw on his brakes and ask for your specific destination. If you say Millbridge Street (although there was never a mill or bridge to warrant the name), he willhave you there in a jiffy.But ifyou were to direct him to Maple Street, for example, the former name of Millbridge, he would look at you with a blank expression. No street exists today with that name. Maple Street never was an avenue lined with maples. Itderived Mr. Weslager received an Award of Merit from the American Association for State and Local History for his contributions to the history of the Delaware Valley region and the State of—Delaware.

The Allegheny County Health Department (hereinafter “ACHD” or “Department”) files this post-hearing memorandum summarizing and supporting its position in the appeal of the above captioned municipal sewer authority (hereinafter “Appellant”). The appeal was filed on August 19, 2016 and was based on a Notice of Violation sent to the Appellant by the ACHD dated August 10, 2016 (hereinafter “August 10th NOV”) (Exhibit D3). Pursuant to Section 1105 of Article XI (Hearings and Appeals) of the ACHD’s Rules and Regulations (hereinafter “Article XI”), a full evidentiary hearing was held on February 7, 2017 (hereinafter “Hearing”). The appeal challenges the ACHD’s conclusion found in the August 10th NOV that the sewer line extending from manhole 094P021 to manhole 094P020 and ending at manhole 094P017 (hereinafter “Brownsville Rd. Sewer Line”)1 in Carrick2 is a public sewer, and 1 The Brownsville Rd. He was graduated at Jefferson college, Cannonsburg, in 1827, and read law in Uniontown with James Todd who was appointed Attorney General of the State, i835-'38. He was admitted to the bar of Fay- ette county in 183 1, and was married to Maria Ewing, a sister of* Hon. Nathaniel Ewing, in 1832, and practiced his profession in Uniontown until 1834, when he moved to Pittsburg, where in the same year he was appointed Assistant District Attorney for Alle^ glieny county by Governor Ritner, which position he filled until 1838, when he returned to Uniontown and resumed his practice there. In 1861 he accepted the appointment of paymaster in the army, and left Uniontown. Taking up his residence again in Pittsburg, in 1862, he opened a law ofBce and became associated with D. T. Wat- son in the law firm of Veech and Watson.

Passenger inclines accelerated the Coaleconomic growth of the Commonwealth, but most of them have disappeared. One of the ingenious methods used in Pennsylvania more than a century ago for transporting coal from very lofty heights was by inclined plane. That mode of transportation was used at Mauch Chunk as early as May,1827. The inclined plane there may have been the first one in our country. Aninteresting account of it, written in 1832, began as follows : Mauch Chunk. Under this title it is proposed to give an account of the famous coal mountain, and the magnificent improvements of which it has been the cause . The name of this mountain is of Indian origin, and in the language of the Lenni Lenappi (Dela wares) is said to signify Bear Mountain.
