Adjourn 7:00 POULSBO EVENTS and RECREATION CENTER STEERING COMMITTEE CHARTER The City of Poulsbo is studying the feasibility of a new events and recreation center on City- owned property in the College Market Place development in the City’s northwest limits. The success of the Poulsbo Events and Recreation Center (PERC) will rely on a strong and well- organized group of community leaders that will have three primary responsibilities: 1. Review and inform the City on the functions and opportunities related to the four primary PERC elements: a. Indoor Recreation b. Outdoor Recreation c. Events d. Parks and Recreation Department Services 2. Advise on the key elements of the Feasibility Study and provide input to the City and PERC project team on the specific analyses. 3. Provide a recommendation on the financial feasibility of the PERC. 1.0 Project Background The PERC is a concept for a multi-use recreational, educational, and events center. The PERC was selected as the one of the top three projects to receive KPFD funding to plan and develop new public facilities that will provide recreational and event opportunities. Phase I of the project will confirm the community’s interest, clarify the technical requirements, and assess the financial feasibility of implementing the PERC development. Phases II and III will involve design, permitting, and construction. 2.0 The Steering Committee Roles and Responsibilities The Steering Committee is an advisory board established to provide guidance, oversight, and recommendations to the community and City on the study and feasibility of the Poulsbo Events and Recreation Center. The Steering Committee is a group of community leaders and engaged citizens that bring expertise and experience in recreation, planning, education, fundraising, finance, construction, planning, policy development, and community organizing. The purpose of the Steering Committee is to serve as the community’s leadership team that will consider community input and preferences, review the anticipated functions and opportunities of PERC activities (indoor and outdoor recreation, events, City Parks and Recreation services), advise on the key elements of the Feasibility Study, and consider and provide input on financial alternatives and opportunities. The Steering Committee will organize work groups to focus on key elements of the Feasibility Study and provide input to the PERC project team and consultants, and the City. Steering Committee Work Groups anticipated by the PERC will align with the four required project tasks: • The Market Analysis: A Steering Committee work group will review market research prepared by the City’s consultant BERK Consulting, provide input on the preliminary market analysis findings and provide a recommendation on the market feasibility of PERC functions. • The Draft Management Plan: A Steering Committee work group will review and provide input on the PERC facility Management Plan Framework, review and provide insight on a preliminary plan, and provide a recommendation of feasibility on a Final Draft Management Plan. • Site Concept Plan: A Steering Committee work group will provide input on site constraints and opportunities, evaluate alternative site design/layout, and provide a recommendation on a preferred site plan concept. • Financial Analysis: A Steering Committee work group will discuss capital funding strategies, provide input to a financial plan, and advise the Steering Committee on the financial feasibility of the project.
