Adonteng .....................37 ReCAP | Facilitation Services for Consultation on Motorcycles Operation in Ghana 2 Abstract Motorcycle and tricycle taxis have, in recent years, become an important public transport service option in Ghana. Nonetheless, the road traffic regulations (LI 2180) in the country forbid the use of Powered Two- or Three-Wheelers (PTWs) to offer fare-paying passenger services. The Ministry of Transport (MoT) is reviewing the transport regulations including the Legislative Instrument (LI) 2180, which proscribes the use of PTWs for fare-paying passenger services. Consequently, a nationwide consultation was commissioned to elicit perspectives of all transport stakeholders from the ten previous regional capitals on the current legislation, which bans the use of PTWs to offer fare-paying passenger services. It was unequivocally established that participants wanted the current legislation to be revised to enable PTWs to offer fare-paying passenger services. Most participants were of the view that, for some communities, PTWs are the only available public transport modes; their operations offer employment for the youth, and their services are cheap, flexible, convenient and fast. They usually will go to areas where trotro and taxis find difficult to go because of the bad nature of roads. Though some stakeholders acknowledged some negative externalities like road traffic crashes, noise and violent crimes to be associated with PTWs use, they emphasised that these are preventable through effective policing. To improve the safety and operations of PTW services, participants stressed the need to regulate commercial use of PTWs through stringent licensing regime, training, enforcement of minimum age limit for operators and allowing operators to form identifiable riders' associations. The long-term goal for the transport ministry should be to provide standard public transport services that are amenable to the needs of all communities in Ghana. Drivers are required to carry an International Driving Permit (IDP) or a Ghanian driving license; along with a passport or visa. An IDP must be obtained prior to arrival in Ghana. Keep passport and visa with you at all times; document theft from hotels is common. Pedestrians account for 46 percent of all road traffic fatalities. Riders of two- and three-wheeled motorized vehicles make up 18 percent of road crash deaths. Blood alcohol limit is below 0.08 g/dl for all drivers. Enforcement of drink driving laws is low. There are 24.9 road deaths per 100,000 people in Ghana, compared to 2.8 in Sweden and 3.1 in the UK. Driving Culture • Compliance with traffic rules and laws is low. • Aggressive driving and dangerous overtaking are typical. • Speed limit laws are poorly enforced. • Drivers may swerve suddenly into oncoming traffic to avoid potholes. Trotro drivers commonly pull into traffic without signaling. • Pedestrians often walk along road edges or in road lanes, even in the dark. • There are many loose animals on roadways, particularly at dusk, dawn and during the night. • Drivers may place piles of leaves and/or grass in roadways to alert other motorists of a crash or hazard ahead. • Poorly maintained vehicles are common. Many vehicles lack standard safety features including seat belts, working brakes, adequate tires, headlights, tail lights, turn signals and windscreen wipers.

Quality road transport infrastructure is very critical to ensure road safety for all passengers. This study sought to explore the state of transport infrastructure in ensuring passenger safety. The study was conducted in Kejetia, the biggest open bus terminal in Ghana. The study revealed that the most pressing problems faced by operators, passengers and drivers at the lorry terminal include driver parking at any vantage point, vendors taking over the terminal space and the gradual emergence of market in and around the terminal. It also found out that the terminal lacks basic facilities such as a clinic, security post and fire station to provide essential services to all users of the terminal. The terminal also lacks adequate signage to aid in providing a safe haven for passengers and drivers. Management of the terminal as well as city authorities must restructure their local transport policies regarding road terminal operations and re-align, enforce and monitor overall transport operations in the city.

In view of this the Ghana Police Service, an official agency responsible for ensuring public safety has been adopting various strategies in its operations targeting crime. One notable strategy has been the adoption of the police visibility concept in 2013 intended to reduce crime through deterrence. Arguably, the concept has been criticized as to its actual contribution to security by Ghanaians. Against this background, an exploratory study was conducted in the Wa Municipality, a beneficiary of the visibility concept; with the purpose of examining the perception held by the public on the visible police, and the actual effects the visibility concept have on the maintenance of security. Data gathered from 200 respondents through semi-structured interview revealed that the public perception on the visible police have been positive. Besides, the visibility policing have aroused public sense of safety and contributed to crime reduction especially, communities around the police visibility points in the Wa Municipality. This paper recommends a strong sectorial collaboration as a means of promoting public safety as enabler for sustainable development in the Wa Municipality.
