Introduction General The Indiana Department of Homeland Security (IDHS) District 3 has developed this Disaster Housing and Emergency Services Plan (DHP or Plan) to describe the concepts, coordinating structure, roles and responsibilities, and overall approach for providing emergency housing services during and after a disaster. The Plan establishes the basis for preparing for and responding to a sudden loss of housing and other basic needs after a disaster in District 3. However, implementation of the DHP may require additional resources and agreements to fully execute all areas of the Plan. The following describes the logistics and resource management items to consider for successful implementation of the Plan. Purpose This Plan addresses the options for individuals and families for short-term, intermediate, and long-term housing following disasters. The Plan is intended to augment and support the State of Indiana Disaster Recovery Framework and the Indiana Statewide Disaster Housing Plan, as well as support each County’s Comprehensive Emergency Management Plan (CEMP). This Plan identifies stakeholders, available resources, and key actions that are essential to providing housing and related emergency services during response and recovery. The Plan will be operational and easily deployable when emergency housing resources are necessary. Scope The scope of this Plan is for disaster housing during response and recovery efforts tied to a major event. This Plan addresses the placement of community members when shelters are no longer available, and until they can obtain permanent housing. It also addresses funding considerations. Goals The goal of the District 3 Disaster Housing and Emergency Services Plan is to acquire the information needed to provide short-term, intermediate, and longer-term housing to safeguard the health and safety of individuals and families affected by a disaster and also the long-term recovery process of impacted communities. The information will be maintained in this Plan so that it is accessible and easy to execute when housing is needed. Objectives The Plan will achieve the following objectives: To establish an expanded continuum of housing options that is scalable based on the parameters of each disaster. To provide individuals and families affected by a disaster with housing options that allows continuity of work and school arrangements, when possible. To
