The Bank was founded by an in- tergovernmental agreement signed in January 2006 by the Russian Federation and the Republic of Kazakhstan. Accession negotiations are currently under way with several neighbouring countries. Electric power, water and energy, transportation infrastruc- ture and high-tech and innovative industries are the key areas for Bank’s financing ac- tivities. As part of its mission the Bank carries out extensive research and analysis of contem- porary development issues and trends in the region, with particular focus on Eurasian integration. The Bank also hosts regular conferences and round tables addressing various aspects of integration. In 2008, the Bank launched an annual EDB Eurasian In- tegration Yearbook (in English) and a quarterly Journal of Eurasian Economic Integra- tion (in Russian). Both publications are available online at www.eabr.org. The Bank’s Strategy and Research Department publishes detailed Industry and Country Reports and plans to undertake a number of research projects. Developing the EDB Eurasian Integration Index is the first project in the pipeline.     Research & Assessment Branch The Russian Chronologies July - September 2009 Dr Mark A Smith 09/13 RUSSIAN DOMESTIC CHRONOLOGY JULY 2009 – SEPTEMBER 2009 1 July 2009 The head of the commission for the Caucasus and first deputy speaker of the Federation Council, Aleksandr Torshin, criticises the assessment of the situation in the North Caucasus made by the human rights organization Amnesty International. 1 July 2009 President Dmitry Medvedev speaks at a state reception for graduates of military educational institutions in the Kremlin. He discusses military reform. 1 July 2009 Deputy Prime Minister Sergey Ivanov discusses with Vladimir Putin the development of seaport construction. Ivanov states: In 1998-99, of the total volume of import and export operations, 75 per cent of our cargoes were shipped through foreign ports, mostly Ukrainian and Baltic ones, and only 25 per cent through Russian ports. Now the proportion is as follows: 87 per cent of all cargoes are already shipped and processed through Russian ports, and only 13 per cent through foreign ports. I think that's fairly good dynamics, and in the foreseeable future we will completely get rid of dependence on foreign ports. This is very important from the economic point of view, and of course additional jobs. 1 July 2009 The head of the Rosnano state corporation Anatoly Chubays addresses the Russian Union of Industrialists and Entrepreneurs innovation policy committee. He discusses the need to develop an innovative economy in the Russian Federation. 1 July 2009 Interior Minister Rashid Nurgaliyev says that alcohol abuse or poisoning causes each fifth death in Russia.

The at- tention is concentrated on the feasibilities of using the wind energy in the North-West Russia and on some problems which can appear. Some of them are the place of a pos- sible wind farm, laws of new sources connection, and the protection of the electrical grid. The aim of the work was to realize the possibility of inserting new energy resources into the Russian electrical grid and the importance of using renewables. An answer was sought to the question why the country network had no changes for a long time and what factors are preventing the changes. The study was carried out with the help of technical encyclopedias and energy com- panies official websites. Some information was retrieved through the conversation with specialists from the largest Russian energy companies. The idea of inserting new energy resources in the Russian economy looks very prom- ising. Naturally, some investments and time are needed. In the next few years the problem of renewables will become very actual and then this work will be very useful.

D., Tikhonova M. A., 2019 The Northwestern Federal District is a Russian macro-region that is a unique example of a model region. It accounts for 10 % of the country’s total area and 9.5 % of its population. This article aims to trace the patterns of city distribution across the region, to assess the conditions of differently populated cities and towns, and to identify sustainability trends in their socio-economic development. Population change is a reliable indicator of the competitiveness of a city. As a rule, a growing city performs well economically and has a favourable investment climate and high-paid jobs. The analysis revealed that population change occurred at different rates across the federal district in 2002—2017. A result of uneven socio-economic development, this irregularity became more serious as globalisation and open market advanced. The study links the causes and features of growth-related differences to the administrative status, location, and economic specialisation of northwestern cities. The migration behaviour of the population and the geoeconomic position are shown to be the main indicators of the sustainable development of a city.
