A process for dev eloping a draft Municipal Skate and BMX Strategy for Boroondara commenced in September 2002. F ollowing extensiv e consultation, a draft Municipal Skate and BMX Strategy was dev eloped and presented to Council in August 2004. Council resolv ed that consideration of the draft Municipal Skate and BMX Strategy be deferred until Council had considered the J unction Skate and BMX Park Strategy. The Municipal Strategy has since undergone a further rev iew and now includes population forecasts out to 2021. This information has assisted to identify key target areas for 5 œ 24 year old skate and bike riders and to prioritise plans for further dev elopment of skate and BMX opportunities. The draft Municipal Skate and BMX Strategy prov ides a comprehensiv e assessment of skating and BMX within Boroondara. The strategy guides Council‘s direction for resource allocation for the prov ision of facilities, maintenance programming and guiding community relationships. It also aims to identify and address issues around the prov ision and participation in skate and BMX activ ities. Volume 1 contains the Action Plan and a summary of the research findings, consultation outcomes and site assessments detailed in Volume 2. For pure spontaneous action, skateboarding is unequalled.“ œ Dave Hackett, Concrete Wave 1.1 Sk a tin g a n d BM X Skating1 and BMX2 are increasingly popular sport and recreational pastimes for many young people. The growth of skating and related activ ity in the past ten years has been phenomenal. Participation has grown, new hybrid sports hav e ev olv ed and mainstream media cov erage has increased. In 2001 it was estimated that there were 407,000 in-line skaters and 250,000 skateboarders in Victoria, 91% of participants boys aged between 10 to 16 years of age3. The sport of skating and BMX undoubtedly prov ides young people with an affordable, healthy, creativ e and popular leisure pastime. The sport prov ides significant benefits to participants, of which include: • health benefits through participation in physical activ ity • social benefits through interaction with friends and peers As a result, there are now in excess of 194 sites in Victoria and ov er 750 nationally4. This population is expected to rise gradually ov er the next twenty years to an expected approximately 169,000 people in 20216.
