More revenue is received from transporting freight of types other than coal, but the “black diamond” traffic provides reliable and steady income that keeps the road on its feet financially. Importance of Reading as a coal-carrier may be shown by the fact that nearly half of its freight cars are coal hoppers (15,500 hoppers out of a total of 32,500 freight cars). Practically all anthracite (hard) coal transported originates on Reading lines. What’s more, the system hauls over POWER PLUS ! NO. 2017 SOUTHBOUND FROM ST. CLAIR YARDS AT PORT CARBON , PA., 80% as much bituminous (soft) coal as anthracite, . WITH A HEAVY COAL DRAG although little originates in its territory. This traffic is obtained principally from the Western Maryland and Pennsylvania railroads at Harrisburg, and New York Central at Newberry Junction. Black diamonds, which are of inestimable value to the railroad today, almost ruined the system years ago. Between 1869 and 1881, the Philadelphia & Reading Coal & Iron Company (P&RC&I), an associated coal organization, bought many thousands of acres of anthracite coal lands in Pennsylvania. This imposed a tremendous financial burden on the then Philadelphia & Reading Railway, and threw it into receivership several times. -

It was updated by personnel of the Data Reports Unit, Water Resources Division, Geo logical Survey. Basic data on surface-water supply have been published in an annual series of water-supply papers consisting of several volumes, including one each for the States of Alaska and Hawaii. The area of the other 48 States is divided into 14 parts whose boundaries coincide with certain natural drainage lines. Prior to 1951, the records for the 48 States were published in 14 volumes, one for each of the parts. From 1951 to 1%0, the records for the 48 States were published annually in 18 volumes, there being 2 volumes each for Parts 1, 2, 3, and 6. Beginning in 1961, the annual series of water-supply papers on surface-water supply was changed to a 5-year series, and records for the period 1961-65 were published in 37 volumes, there being 2 or more volumes for each of 11 parts and one each for parts 10, 13, 14, 15 (Alaska), and 16 (Hawaii and other Pacific areas). -

HIGHWAY-RAILROAD AND HIGHWAY BRIDGE CAPITAL BUDGET SUPPLEMENTAL ACT FOR 1999-2000 Act of Nov. 24, 1999, P.L. 550, No. 53 Cl. 86 A SUPPLEMENT To the act of December 8, 1982 (P.L.848, No.235), entitled "An act providing for the adoption of capital projects related to the repair, rehabilitation or replacement of highway bridges to be financed from current revenue or by the incurring of debt and capital projects related to highway and safety improvement projects to be financed from current revenue of the Motor License Fund," itemizing additional local and State bridge projects. The General Assembly of the Commonwealth of Pennsylvania hereby enacts as follows: Section 1. Short title. This act shall be known and may be cited as the Highway-Railroad and Highway Bridge Capital Budget Supplemental Act for 1999-2000. Section 2. Definitions. The following words and phrases when used in this act shall have the meanings given to them in this section unless the context clearly indicates otherwise: "Account." The Highway Bridge Improvement Restricted Account within the Motor License Fund. "Capital project." A capital project as defined in section 302 of the act of February 9, 1999 (P.L.1, No.1), known as the Capital Facilities Debt Enabling Act, and shall include a county or municipal bridge rehabilitation, replacement or improvement project as set forth in this act. "Department." The Department of Transportation of the Commonwealth. "Secretary." The Secretary of Transportation of the Commonwealth. Section 3. Total authorization for bridge projects. (a) Total projects.--The total authorization for the costs of the projects itemized pursuant to this act and to be financed from current revenue or by the incurring of debt shall be $3,720,280,000. -

Further, states are required to protect existing uses of their waters. This regulation is undertaken as part of the Department’s ongoing review of Pennsylvania’s water quality standards. The proposed regulation will update and revise Table 3, at Section 93.7 by updating the aquatic life criterion for ammonia, and the Bacteria criteria for changes to the recreational use (Baci) criterion and moving the Bac2 criterion to Drainage List X; deleting reference to Appendix A, Table IA in Section 93.8a(b) since Table 1A is being deleted in Chapter 16; removing reference to the Federal regulation in 40 CFR 131.32(a) in Section 93.8a(j)(3) since this federal promulgation had been withdrawn by U.S. -

Pennsylvania DEP’s Six-Year Plan for TMDL Development Developed by the Bureau of Water Supply and Wastewater Management Updated March 2004 Introduction The Department of Environmental Protection focuses on watershed management processes that take a comprehensive approach to water pollution control addressing polluted runoff, or nonpoint source pollution, as well as point sources of pollution. The watershed approach requires selection or definition of watershed size and begins with a comprehensive assessment of water quality in the watershed. After water quality impairments are identified, a planning process occurs to develop strategies that can successfully address and correct water pollution in the watershed. Pennsylvania is using this process together with federal Clean Water Act requirements for establishing total maximum pollutant loadings or TMDLs to restore polluted streams so that they meet water quality standards. Water quality standards are the combination of water uses, such as water supply, recreation, and aquatic life, to be protected and the water quality criteria necessary to protect them. TMDLs can be considered to be a watershed budget for pollutants, representing the total amount of pollutants that can be assimilated by a stream without causing water quality standards to be exceeded. The pollutant allocations resulting from the TMDL process represent the amount of pollutants that can be discharged into a waterway from each source. The TMDL does not specify how dischargers must attain particular load reduction. In an April 7, 1997 Memorandum Of Understanding with EPA, the Department agreed to a 12-year schedule to develop TMDLs for impaired streams listed on the 1996 CWA Section 303(d) list.
