Si tratta di un tema ricco di interesse, in generale, ed in particola- re per la Valle d’Aosta. Per questo in fase organizzativa abbiamo lavorato con le Istituzioni al fine di poter definire nel modo migliore i contenuti. Come Fondazione Courmayeur desideriamo continuare ad occuparci di questi argomenti così importanti per la nostra Regione e per questo motivo confido nel contributo che verrà dato dalla dr.ssa Pomodoro e dal comitato scientifico del Seminario per la programmazione di future iniziative. Grazie quindi per la vostra collaborazione e buon lavoro. FERDINANDO DERRIARD sindaco di Courmayeur Ringrazio e sono lieto di essere qui in rappresentanza dell’Amministrazione, per dare ai partecipanti il benvenuto a nome di tutta la popolazione di Cour- mayeur. È anche mio dovere ringraziare ancora una volta la Fondazione Courmayeur Mont Blanc che ha portato nella nostra località un Seminario di così grande im- portanza e attualità. Vedo dal programma che il Seminario è stato organizzato per fare il punto sul problema delle minoranze, sui pregiudizi e i conflitti connessi ai rapporti tra et- nie diverse, ma soprattutto per delineare delle strategie che dovrebbero elimi- nare le emergenze più gravi. In questo senso la Valle d’Aosta può dare delle in- dicazioni, e lo dico senza presunzione. La gente valdostana, al di là di ogni dubbio, appartiene ad una mino- ranza che, favorita dalle condizioni ambientali, avrebbe potuto arroccarsi nel proprio feudo; per istinto, per l’aspirazione ad appartenere ad un mondo più grande, ha messo a disposizione il suo territorio per il passaggio e lo scambio di diverse esperienze e di idee e, così facendo, ha potuto assimi- larle. Non al di qua, non al di là delle Alpi, ma dentro le Alpi per fare da tramite. È innegabile che ci stiamo avviando verso una società multirazziale e mi au- guro che questo non comporti omologazioni delle culture o fenomeni di rigetto. Una società multirazziale dovrebbe essere più stimolante e ricca, e lo sarà quando tutti i soggetti potranno aderirvi con pari diritti. Fino a quando esisteranno condizioni di disagio per le minoranze, esisteran- no anche le tensioni. Auguro a tutti buon lavoro, sperando che da questo Seminario esca un con- tributo utile per eliminare incomprensioni e pregiudizi. Je suis particulièrement heureux d’être présent à cette tempête d’idées qui reprend une heureuse formule qui avait dé- jà été fort appréciée dans le passé de la part de votre Fondation. Vous avez choisi, je voudrais dire, nous avons choisi un sujet très ambitieux dont le titre articulé laisse la trace: “Mémoires et identité dans les parcours du change- ment”. Un sujet ambitieux parce qu’il est à la fois simple et complexe, simple dans son évidence, immédiat dans la perception de la crise généralisée du mo- dèle Stato-national et d’Etat

    Communication of the Extraordinary Local Government Forum to the President of the Republic Honoured President of the Republic of Estonia, Toomas Hendrik Ilves The representatives of the Estonian local governments, who gathered at the Extraordinary Local Government Forum in Tallinn on 9 December 2010, decided to turn to you as the head of state of Estonia, the President of the entire Estonian nation. The Local Government Forum, which was now held for the fifth time, has always attracted more than 300 local government officials. At the first Local Government Forum on 12 March 2009 we formed a foreign delegation in order to improve the coordination of the representation of local governments – both those that have joined Estonian local government associations and those that have not – at the Congress of Local and Regional Authorities of the Council of Europe (CLRAE), in the European Union Committee of Regions (CoR) and in the Council of European Municipalities and Regions (CEMR). The proposed amendments to the resolution on financial crisis and its impacts on local governments initiated by the Local Government Forum and jointly discussed by the delegates of the Baltic States in Rakvere were defended in the Committee of Regions already in April 2009. The final communication of the CEMR General Assembly held in May 2009 also warned governments against cutting local governments funds. We also participated in prepared that decision. Both European local government bodies understood us and announced unanimously that it would be unacceptable for governments to place additional crisis burdens on the shoulders of local governments, as that would hit hardest the people who use the services of local governments and are in greatest need of assistance.

    Fact Sheet September 2006 Estonia Today PRESIDENTIAL ELECTIONS The current President of the Republic of Estonia, Mr. Arnold Rüütel, was elected by the electoral body on September 21, 2001, and assumed office on October 8, 2001. His term of office expires on October 8, 2006. The election of the next President of the Republic must be held between August 9 and September 28, 2006. The new President of the Republic will assume office on October 9, 2006 by taking an oath of office before the Riigikogu. Pursuant to Article 9 of the Convention on the Elimination of All Forms of Racial Discrimination (hereinafter the Convention), the present report (including initial, second, third and fourth report) by the Republic of Estonia is submitted in accordance with the general guidelines adopted by the UN Committee on the Elimination of All Forms of Racial Discrimination on 9 April 1980, as revised at the 984th meeting on 19 March 1993 (CERD/C/70/Rev.3). 2. Estonia is a parliamentary democracy which, on 20 August 1991, re-established it’s independence on the basis of legal continuity of statehood. This was followed by reinstating diplomatic ties with Estonia. Iceland led the way (August 22), Russia and Hungary followed (August 24). On 6 September 1991, the Soviet Union recognised the independence of Estonia. A virtual avalanche of nations recognising or reinstating diplomatic ties with Estonia followed.
