UNTAPPED AND UNPREPARED: DIRTY DEALS THREATEN SOUTH SUDAN’S MINING SECTOR TheSentry.org Executive Summary South Sudan’s mining sector has seen rapid development in recent years, and preliminary reports suggest that the industry could become an engine for major economic growth. However, ineffective accountability mechanisms, an opaque corporate landscape, and inadequate due diligence have exposed the sector to abuse by bad actors within South Sudan’s ruling clique. The Sentry has found that existing laws have proven insufficient bulwarks against abuse, raising concerns that the country’s mineral wealth could do little more than spur the kind of violent competition that has ravaged the oil sector. Although South Sudan took welcome steps to reform the mining sector in 2012, some government officials, their relatives, and their close associates have fostered a weak regulatory environment susceptible to exploitation. In one example of how the privileged few have apparently exploited kleptocratic arrangements, President Salva Kiir’s daughter partly owns a company with three active licenses, while another company with three licenses lists former Vice President James Wani Igga’s son as a shareholder. Ashraf Seed Ahmed Hussein Ali, a businessman commonly known as Al-Cardinal who was placed under Global Magnitsky sanctions in October 2019, reportedly owns the company currently holding the greatest number of licenses.1 In the gold-rich region of Kapoeta, state government officials have begun issuing licenses independently of the central government. -

Global Peace Operations Review July 2015 A monthly newsletter from the Center on International Cooperation GLOBAL PEACE OPERATIONS REVIEW The Global Peace Operations Review is an interactive web-portal presenting in-depth analysis and detailed data on military peacekeeping operations and civilian-led political missions by the United Nations, regional organizations, and ad-hoc coalitions. The web-portal is a product of the New York University Center on International Cooperation (CIC) and a continuation of its long-standing print publications the Annual Review of Global Peace Operations and the Review of Political Missions. Providing the most comprehensive overview of multilateral contributions to peacekeeping, conflict prevention, and post- conflict peacebuilding, the Review aims to initiate and inform discussions on the comparative advantages and appropriateness of different missions, and through constructive analysis to further strengthen existing partnerships necessary for them to succeed. Through the Country & Regional Profile pages, the Review provides background information and regularly updated key developments on peace operations and the contexts in which they operate. The analysis is further enhanced by the provision of detailed data on each of the UN’s peace operations, and headline data on missions fielded by regional organizations and ad hoc missions, which can be accessed in full through the Data & Trends section. Data on non-UN peace operations was compiled by the Stockholm International Peace Research Institute (SIPRI). For more details, please see our Data guide. In the process, they have frustrated the efforts of outsiders to help them rebuild institutions at the national level, preferring instead to maintain control locally when they have it, often supported by foreign backers. Despite General Khalifa Hifter’s ongoing attempt in 2019 to conquer Tripoli by military force, Libya’s best chance for progress remains a unified international approach built on near complete alignment among international actors, supporting Libyans convening as a whole to address political, security, and economic issues at the same time. While the tracks can be separate, progress is required on all three for any of them to work in the long run.
