Expanding this country's right of preemption in foreign affairs - a right known formally as 2 "anticipatory self-defense" under international law - the new American doctrine asserts, inter alia, that "[t]raditional concepts of deterrence will not work against a terrorist enemy whose avowed tactics are wanton destruction and the targeting of innocents...."' The doctrine goes on: "We must adapt the concept of imminent threat to the capabilities and objectives of today's adversaries. ' 4 This "adaptation" means nothing less than striking first where an emergent threat to the United States is presumed to be unacceptable.5 Might the broadened right of preemption include assassination? Normally we think of preemptive strikes in terms of military operations against enemy forces and/or infrastructures.

Ward Churchill, A little matter of genocide2 The idea for this collection of essays on ‘Genocide’? came originally from our reading of Marcia Langton’s comment in Australian Humanities Review in mid-2000. She said that Aboriginal writing, scholarship, and research are taking on the feel of Holocaust studies in the sense that Aboriginal people write, read, and research ‘to try to understand the terrible, inexplicable past’. She expressed disgust at ‘those who do not want what hap- pened to us and our ancestors remembered into “history”’. She did not use the word ‘genocide’. We thought the questions she raised, of how to come to terms with terrible pasts, and to what degree one can use insights from one history to interrogate another, deserved further thought. The unresolved issue for us was whether the notion of geno- cide could be fairly applied to Australian history. The Human Rights Commission’s Bringing Them Home report of 1997, which investigated the history and effects of Abo- riginal child removal in the nineteenth and twentieth centuries, had controversially argued that Australian child removal practices fell within the definition of genocide used in the UN 1948 Genocide convention. In other words, Australia had its own his- tory of genocide. This aspect of the report horrified many Australians of quite varying political views. Many people, including historians, rejected the notion that child removal could be reasonably described as ‘genocide’.

    Arab-Israeli Peace Agreements Eli E. Hertz Between 1993 and 2001, the Palestine Liberation Organization (PLO) and the Palestinian Authority (PA) signed six agreements with Israel and conducted countless meetings and summits to bring about a lasting peace between them. Each Israeli concession was met with Palestinian non-compliance and escalating violence. Six times, Palestinians failed to honor their commitments and increased their anti-Israeli aggressions. Finally, they broke every promise they made and began an all- out guerrilla war against Israel and its citizens. The failure of the Palestinian leadership to be earnest and trustworthy stands in stark contrast to the statesmanship exhibited by Israel’s peace partners in the region: the late Egyptian President Anwar Sadat and the late Jordanian King Hussein, both of whom honored their agreements. Although Israel succeeded in reaching historic peace agreements with Egypt and Jordan, when the time came to negotiate with the Palestinians in the territories, the Israelis discovered the Palestinian Arabs were unable or unwilling to choose peace or honor their given word. Despite numerous agreements, the pattern has always been the same: The Palestinians violate the conditions and commitments of virtually every agreement they sign. The Camp David Accords The 1979 Camp David Accords brought peace between Israel and Egypt. Because of Egypt’s key leadership role in the Arab world and the clauses in the peace treaty relating to Palestinian autonomy, the Camp David Accords were a breakthrough which offered a framework for a comprehensive settlement. The Palestinians, however, failed to respond positively to this window of opportunity. On March 26, 1979, Israel and Egypt took the first step toward a peace agreement between the Arab world and Israel when they signed the historic Camp David Accords on the White House lawn.

    Honour Killing in Sindh Men's and Women's Divergent Accounts Shahnaz Begum Laghari PhD University of York Women’s Studies March 2016 Abstract The aim of this project is to investigate the phenomenon of honour-related violence, the most extreme form of which is honour killing. The research was conducted in Sindh (one of the four provinces of Pakistan). The main research question is, ‘Are these killings for honour?’ This study was inspired by a need to investigate whether the practice of honour killing in Sindh is still guided by the norm of honour or whether other elements have come to the fore. It is comprised of the experiences of those involved in honour killings through informal, semi- structured, open-ended, in-depth interviews, conducted under the framework of the qualitative method. The aim of my thesis is to apply a feminist perspective in interpreting the data to explore the tradition of honour killing and to let the versions of the affected people be heard. In my research, the women who are accused as karis, having very little redress, are uncertain about their lives; they speak and reveal the motives behind the allegations and killings in the name of honour. The male killers, whom I met inside and outside the jails, justify their act of killing in the name of honour, culture, tradition and religion. Drawing upon interviews with thirteen women and thirteen men, I explore and interpret the data to reveal their childhood, educational, financial and social conditions and the impacts of these on their lives, thoughts and actions.

Regicide in the Confucian Tradition CARINE DEFOORT KU Leuven, Belgium ᭛ ABSTRACT This article presents and evaluates a dominant traditional Chinese trust in language as an efficient tool to promote social and political order. It focuses on the term shi (regicide or parricide) in the Annals (Chunqiu). This is not only the oldest text (from 722–481 BCE) regularly using this term, but its choice of words has also been considered the oldest and most exemplary instance of the normative power of language. A close study of its uses of ‘regi- cide’ leads to a position between the traditional ‘praise and blame’ theory and its extreme negation. Later commentaries on the Annals and reflection on regicide in other texts, in different ways, attest to a growing reliance or belief in the power of words in the political realm.     DOMESTIC VIOLENCE FATALITY REVIEW TEAM JUNE 2001 ANNUAL REPORT EXECUTIVE SUMMARY Domestic Violence Fatality Review Teams were first formed in Florida in the mid – 1990’s. These Teams began as local initiatives supported with federal grant funds. Their goal is to examine in depth cases that resulted in a domestic violence fatality to try to identify potential changes in policy or procedures that might prevent a future death. These Teams work independently and are comprised of representatives from law enforcement, the courts, social services, State Attorneys, Domestic Violence Centers and others who may come into contact with domestic violence victims and perpetrators. In 2000, the Florida Legislature enacted s. 741.316, F.S., which recognizes the work of these Teams and calls for the Florida Department of Law Enforcement (FDLE) to develop a standard data collection form to gather information from the local Fatality Review Teams to publish in an annual state-level report. After this law became effective on July 1, 2000, FDLE staff worked quickly to establish relationships with the 10 existing Fatality Review Teams and with six new Teams that formed in response to the legislation. In creating a standard data collection tool to be used statewide, FDLE staff researched existing procedures and data collection tools and involved the Teams in the developmental process. Within six months, in January 2001, FDLE provided a standard data collection form and manual, which all 16 teams began using. Because actual standardized data collection did not begin until this year, the first Domestic Violence Fatality Review Team Annual Report contains very little data.

Signed (candidate) Date: 13 April 2015 Summary ‘Honour’-based violence (HBV) is defined as a form of crime, predominantly against women, committed by the agnates of the victim, often in collaboration, which are justified by the victims’ perceived violation of social norms, particularly those around sexuality and gender roles. While HBV is often considered as a cultural phenomenon, I argue that the cross-cultural distribution of crimes fitting this definition prohibits a purely cultural explanation. I advance an alternate explanation for HBV through a deployment of the cultural materialist strategy and the anthropological theories of Pierre Bourdieu, Claude Lévi-Strauss (as interpreted by Gayle Rubin) and Eric Wolf.
