Hashimoto 1, H. Hayashi 2, T. Yamanashi 3 and S. Nishimoto 4 ABSTRACT: Peat covers an area of approximately 2,000km2 in Hokkaido, Japan, where a consolidation method using stabilizers including cement is essential to build road embankments. This paper will discuss important points in carrying out laboratory tests to determine the kinds and amounts of stabilizers necessary to meet the requirements of design strength for peat soil. A chief focus is placed here on the Trencher Mixing Method that is one of the most typical techniques to treat peat soil in Hokkaido, for which the variability of on-site strength of 28-day old materials, their proportion to optimized laboratory strength and on-site strength, and quality-control methods for solidifying and improving Hokkaido peat will be discussed.     Hokkaido Research Organization Our research realizes new dreams for Hokkaido. http://www.hro.or.jp/ Message from the President Yoshikatsu Tanaka The Hokkaido Research Organization (HRO), a local independent administrative agency, was established in April 2010 by integrating 22 prefectural research institutes in the fields of agriculture, fisheries, forestry, manufacturing, food, environment, geology and architecture. The HRO is now focused on the three fields of food, energy and communities under the second midterm plan, which began in 2015, and utilizes its accumulated technologies and expertise while demonstrating its collective strengths in various fields to promote research on fundamental technologies that enhance the basic value of the technologies owned by Hokkaido industries and the effectiveness of administrative policies. It also works toward the practical use of fundamental technologies, contributing to the improvement of residents' living standards and the promotion of local industries as a comprehensive research institute in Hokkaido. Meanwhile, changes in socioeconomic circumstances and revolutionary advancement in scientific technology, such as the depopulation and aging of the population in Hokkaido at a faster pace than the national averages, worsening resource/energy problems, rapid development in ICT including IoT and big data, and advancing globalization, have various effects on the Hokkaido economy and lives of Hokkaido residents. To timely and appropriately deal with such powerful trends and promote research and development for the future, we are preparing the third midterm plan, which will begin in FY 2020. While defining the future vision, we will further strive to conduct high-value research and development that are used for the lives of Hokkaido residents and industries.

Calkins Professor of International Business Emeritus Columbia Business School The Century Marina Hakodate Hotel and Spa is a top-class hotel centrally located in downtown Hakodate overlooking the port and Hakodate Bay. The hotel is one of four, all in Hokkaido, belonging to the parent company Sapporo Kokusai Kanko KK. Hakodate, with a population of about 260,000, has been steadily losing residents since the early 1980s. It has an interesting history. Serious attempts at settlement by Japanese began in the mid 15th century, but Ainu largely retained control of the area. Then in 1789, the Tokugawa took direct control, and the Hakodate area became a base for deep-sea fishing and whaling. When the Tokugawa government signed an agreement with US Commodore Matthew Perry to open Japan in 1854, Hakodate became one of the initial two treaty ports, and Perry’s squadron visited the city. Subsequently, a residential area was established for foreigners, including Western missionaries. To serve the Christian community, a number of churches were established, clustered in what is now the Motomachi district, which lies adjacent to the port area at the foot of Mt Hakodate, about a 1.5 miles from Hakodate Station. These include a Russian Orthodox church (1859; the current, 1916, building is known as Gan-Gan Dera (Ding-dong Temple) because of its bell's distinctive sound and is an Important Cultural Property); a Roman Catholic cathedral (1877, rebuilt 1923); St John’s (Episcopal) church (1874, current building 1979); and a protestant church founded by an American missionary (1874, rebuilt 1931).
