Additionally, the Regulation should help strengthening the European Union’s strategic resilience and global economic competitiveness, maintaining its energy security and affordability, boosting growth and job creation and supporting a just and inclusive energy transition that leaves nobody behind. However, to what extent the Taxonomy Regulation will ultimately meet these expectations depends primarily on the technical screening criteria (TSC) defined in the Delegated Act on climate change mitigation and adaptation. We understand the European Commission will publish it later this month, whereupon the European Parliament may make full use of its scrutinizing prerogatives under Article 290 TFEU. In advance of its publication, we would like to share with you some of our major concerns regarding the revised draft version of this delegated act. Firstly, it is indispensable that the Taxonomy Regulation takes into account transition at the energy system level and supports the most cost-efficient decarbonisation pathway for each Member State in line with the principle of technology neutrality. In this context, it is key to acknowledge the role of gaseous fuels.

    UEF-SPINELLI GROUP MANIFESTO 9 MAY 2021 At watershed moments in history, communities need to adapt their institutions to avoid sliding into irreversible decline, thus equipping themselves to govern new circumstances. After the end of the Cold War the European Union, with the creation of the monetary Union, took a first crucial step towards adapting its institutions; but it was unable to agree on a true fiscal and social policy for the Euro. Later, the Lisbon Treaty strengthened the legislative role of the European Parliament, but again failed to create a strong economic and political union in order to complete the Euro. Resulting from that, the EU was not equipped to react effectively to the first major challenges and crises of the XXI century: the financial crash of 2008, the migration flows of 2015- 2016, the rise of national populism, and the 2016 Brexit referendum. This failure also resulted in a strengthening of the role of national governments — as shown, for example, by the current excessive concentration of power within the European Council, whose actions are blocked by opposing national vetoes —, and in the EU’s chronic inability to develop a common foreign policy capable of promoting Europe’s common strategic interests. Now, however, the tune has changed. In the face of an unprecedented public health crisis and the corresponding collapse of its economies, Europe has reacted with unity and resolve, indicating the way forward for the future of European integration: it laid the foundations by starting with an unprecedented common vaccination strategy, for a “Europe of Health”, and unveiled a recovery plan which will be financed by shared borrowing and repaid by revenue from new EU taxes levied on the digital and financial giants and on polluting industries.

We welcome your initiative and the broad political support for strengthened action on raw materials. President von der Leyen insisted in her presentation of Next Generation EU on the need to increase the resilience and open strategic autonomy of the EU, notably by promoting investment in key value chains that are crucial for our future resilience. In line with the new industrial strategy, the Commission adopted, on 3 September 2020, an action plan on critical raw materials. One of the actions is to create a European Raw Materials Alliance, involving all relevant stakeholders. In addition, the Commission services have published a report looking at critical raw material needs for strategic sectors - such as renewable energy, e- mobility, digitalisation, aerospace and defence - that will be required in 2030 and 2050. The funds allocated to strengthen the EU economy need to be commensurate to the challenges we face. The InvestEU Programme identifies funding for primary and secondary raw materials in the sustainable infrastructure policy window. In addition, Horizon Europe will fund innovation to strengthen market intelligence and development throughout the life cycle of raw materials, i.e. production, recycling and substitution solutions. Non-budgetary policies will also accompany these measures to reinforce the EU open strategic autonomy while also defending our values.

    Joint Statement from the European Parliament Interest Group on Equitable Access to Healthcare and the Patient Access Partnership (PACT) COVID-19 – Leaving no-one behind, now and in the future The COVID-19 pandemic is a stark example of the public and private sector’s critical role in “leaving no-one behind”, how gaps in our health systems leave us all vulnerable and how the economy depends on health. This is a defining moment for all health stakeholders to demonstrate collective leadership and to make the right choices now, with a vision for a better future. Europe continues to be one of the epicenters of a global pandemic. The rapid outbreak and spread of COVID-19 has put our societies and economies under severe strain, revealing gaping holes in our healthcare systems, and weaknesses in the EU’s capacity to act and respond to one of the worst public health and humanitarian crises in recent memory. Our immediate priority should be to ensure equitable access to diagnostics, medicinal products, medical devices and personal protective equipment, paying particular attention to those at high risk of exposure, like frontline healthcare workers, other essential workers, cleaning staff, people with precarious socioeconomic or residence status, patients with chronic conditions and others who are vulnerable to exclusion.1 Equally important should be ensuring continuation of treatments and care for patients without COVID-19. We need also to emphasise the importance of a coordinated response at EU level on COVID-19. A Pandemic does not recognize borders, and knowledge sharing, guidance and collective leadership is critical to ensuring a robust, effective response in all Member States.
