1 Introduction

1.2 Terms of reference

This written statement is compiled in accordance with the Crossrail Planning Forum Notes 1 and 2 as required by the planning regime established under Schedule 7 to the Crossrail Act 2008. This statement provides the Royal Borough of Windsor & Maidenhead with information to assist with the determination of the Plans and Specifications submission in relation to works at Maidenhead Sidings. This statement is for information only and not for approval.

1.3 Introduction to Crossrail

Crossrail is a major new cross-London rail link project that has been developed to serve London and the southeast of England. Crossrail will support and maintain the status of London as a World City by providing a world class transport system. The project includes the construction of a twin- bore tunnel on a west-east alignment under central London and the upgrading of existing National Rail lines to the east and west of central London. The project will enable the introduction of a range of new and improved rail journeys into and through London. It includes the construction of seven central area stations, providing interchange with London Underground, National Rail and London bus services, and the upgrading or renewal of existing stations outside central London.

Crossrail will provide fast, efficient and convenient rail access to the West End and the City by linking existing routes from Shenfield and Abbey Wood in the east, with Maidenhead and Heathrow in the west (see figure 1). Crossrail will be a significant addition to the transport infrastructure of London and the southeast of England.

It will deliver improved services for rail users through the relief of crowding, faster journeys and the provision of a range of new direct journey opportunities. The project will also have wider social and economic benefits for London and the southeast of England.

1.4 The Crossrail Act 2008

The Crossrail Act 2008 provides powers for the construction and operation of Crossrail. Schedule 1 of the Act describes the 'scheduled works' that the nominated undertaker will be authorised to carry out.

For this work Crossrail Limited (CRL) is the nominated undertaker.

The Act deems planning permission is to be granted for the works authorised by it, subject to the conditions set out in Schedule 7.

Schedule 7 includes conditions requiring various matters be subject to the approval of the relevant local authority.

This is therefore a different planning regime to that which usually applies in England (i.e. the Town and Country Planning Act) and is different in terms of the nature of submissions and the issues that the local planning authorities (LPAs) can have regard to in determining requests for approval.

There are two types of submission that can be made by the nominated undertaker under Schedule 7.

• Permanent works

• Temporary works.

The details of the permanent works that will be submitted are commonly referred to as 'plans and specifications' (reflecting the description within paragraphs 6, 15 and 21 of Schedule 7), whilst the temporary works details to be submitted are commonly referred to as 'construction arrangements' (reflecting the description in paragraphs 7, 16 and 22 of Schedule 7).

1.5 Crossrail Construction Code

Paragraph 1.4 of the Crossrail Environmental Minimum Requirements (EMR) states that "any nominated undertaker will be contractually bound to comply with the controls set out in the EMR and as may be developed during the passage of the Act through Parliament". The scope of the EMR encompasses the Crossrail Construction Code.

2. Location and Characteristics

2.1 Description of the Site

The proposed site is located on the northern side of the (GWML) in close proximity to and accessed from Silco Drive. The site is located to the west of the Marlow Branch Line which spurs off towards the north. The site forms part of the Maidenhead Compound immediately adjoining the railway to the south, and Maidenhead Station car park to the north.

The site will comprise a combined facility for train driver personnel and cleaning staff personnel. The Cleaners’ Building was constructed in 2020 (under Crossrail reference WIN/4/6NR Council Ref: 19/01622). The Cleaners’ Building is located to the eastern side of the compound and the proposed Drivers’ Building will be located to the western side of the compound.

2.2 Highway Network

The application site is accessed from Silco Drive with the railway bridged over the highway. Silco Drive extends from Grenfell Road which connects with Maidenhead Station and the settlement of Maidenhead to the east and to the north.

Grenfell Road connects with Bath Road to the north providing access to junction 98 of the A404. The A404 joins with the M40 to the north via junction 4 and the M4 to the south. From there the wider road network extends to the M25 and London in the east and towards Reading to the west.

2.3 Adjacent Land Uses

The immediate surrounding land uses consist of; the railway to the south and to the east in the form of the Great Western Main Line GWML (south) and the Marlow Branch Line (east). The site adjoins Maidenhead car park immediately to the north, with Maidenhead Station located to the east of the site.

Directly to the north of the site is the Boyn Valley Industrial Site with residential properties beyond. These residential properties consist of a mixture of 1960’s semi- detached dwellings interspersed with pre-1948 terraced housing.

To the south of the railway is Maidenhead Golf Club and Desborough College, with green open space in the form of Desborough Park. Further to the south are residential settlements with the dwellings consisting of larger detached dwellings.

3 Description of Crossrail Works

3.1 Overview and Scope of Application

The permanent works required within this submission and which are for approval include the following:

• New Building - Construction of a train drivers’ building • Vehicle and cycle parking • Metal palisade fencing and electric gates • Artificial lighting and CCTV cameras

The proposal is to provide new accommodation for use by train drivers. The new building will provide staff welfare and sanitary facilities and areas for administration purposes in relation to the operation of the railway sidings.

There is an existing building on the site which provides equivalent facilities for train cleaning personnel. The proposed Drivers’ Building will be located within the same fenced compound.

The site area will retain the vehicular and pedestrian access from Silco Drive to the east of the site.

3.2 New Building

The proposed Drivers Building will be formed as a single storey flat roof block of modular construction in style and colour to match the existing Cleaners Building.

The building will be clad with flat panel dark grey plastisol coated steel and be provided with powder coated aluminium doors and upvc windows. (See Drawing 6245.02(02)04 – Proposed Elevations)

The building will include welfare facilities and sanitary facilities including kitchens, mess rooms, a rest area, toilets, showers, locker rooms and changing rooms. The building will also include operational and administrative areas including management offices, briefing room, training room, cleaning facilities and staff booking-on-points. (See Drawing 6245.01(02)02 – Driver’s Building Layout.

The overall size of the building will be 53.0m long x 7.5m wide x 3.5m high

Opposite to the Driver’s Building will be a small smoking shelter and cycle shelter.

3.3 Vehicular & Cycle Parking

The site is currently used as hardstanding for railway construction project site set-ups and was previously laid out as car parking areas. The surfacing is generally tarmac.

The existing area will be resurfaced with tarmac and white lined for vehicles to provide total 36no. car parking spaces for the Drivers Building and Cleaners Building including provision of 8no. EV charging spaces.

A covered cycle shelter will be provided with 5no. Sheffield hoops to accommodate total 10no. cycles.

Access to and from the site is currently via the entrance at Silco Drive onto Grenfell Road, and this route will be retained.

3.4 Site Boundaries – Fencing & Gates

The existing site perimeter consists of galvanised steel palisade fencing. This fencing will be retained.

New 2.0m high galvanised metal palisade fencing and access controlled electric gates for pedestrians and vehicles will form the perimeter to the Drivers Building and Cleaners’ Building compound. A total length of 160m of new fencing will be used to form the compound up to the northern site boundary fence.

3.5 Site Lighting & CCTV

There are existing temporary lighting gantries on site to serve the railway construction project site set-ups, and lighting columns have been previously approved for the Cleaners Building area including supplementary wall mounted luminaires fixed to the Cleaners Building. The scope of artificial lighting will be extended to cover the area of the Drivers Building and associated car parking and hardstandings. - 4no. new 6m high galvanised steel lighting columns will be provided fitted with LED luminaires. - 19no. new wall mounted bulkhead LED luminaires will be fitted to the new building.

Provision of CCTV cameras have been previously approved for the Cleaners Building area. The scope of CCTV coverage will be extended to cover the area of the Drivers Building areas including along the northern site boundary. - 6no. new CCTV cameras will be installed with 3no. fitted on 5.0m high columns and 3no. fitted to the new building.

4 Design Criteria and Rationale

4.1 Design Criteria and Rationale

The proposed location of the train drivers’ building and associated works predominantly takes account of the location of the sidings where Elizabeth Line trains will be stabled between operational services. The location of the train drivers’ building is therefore close to the sidings area to enable safe, efficient and direct access to the trains.

Local amenity has been considered in relation to the northern boundary of the site, where the Boyn Valley Industrial Estate is located and the closest residential properties are located beyond. The larger buildings of the industrial estate will obscure views to and from the site compound and residential properties. The proposal is for provision of a single storey building to avoid impact to neighbouring properties or appear dominant within the existing townscape.

The local amenity has also been considered in relation to the arrangement of lighting and CCTV to ensure minimal effects on any neighbouring properties. Lighting units along the boundary will be fitted with shrouds to avoid light spill over the boundary. CCTV cameras will be directed along the boundary but will not be set to cover beyond the boundary.

The proposed palisade boundary fencing and access gates are incorporated into the existing boundary fencing for the protection of the public and the railway land and for the prevention of trespassers. This is a standard boundary treatment installed across the rail network.

In addition to the Plans and Specifications approval discussed in this statement, a number of other approvals have already been / will be required and will be sought by CRL under the appropriate statutory and legal framework. Appendix A - Undertakings and Assurances
