On the day of the coup, a team of Chicago-educated Chilean economists presented a document they had been asked to draft by the Chilean Navy. It called for the abolition of the statist economy that characterized Chile at that time and the implementation of a free-market model. The free-market model that emerged under the dictatorship brought Chile to its position as one of the strongest economies in Latin America and its fundamentals are still in place in present-day Chile. The model is glorified by some and criticized by others because of the authoritarian atmosphere in which it was introduced. But the forced exit of Pinochet in 1990 and return to democracy provides an example to other Latin American countries that a free-market can only be sustained alongside a democratic regime. Drawing from personal interviews, archival material, and historical documents, I examine how and why an exchange between Chilean Universities and the University of Chicago began in the mid-1950s and how these ideas have carried through to reshape Chile’s economy. I focus on the context in which the exchange emerged and how the Chicago Boys’ policies infiltrated Chile. Ultimately, the longevity of the free-market policies demonstrates that they have been effective in bringing Chile to its superior economic position in Latin America today. 5 6 Introduction Chilean army general Augusto Pinochet took power in a coup d’ etat from Socialist Salvador Allende in 1973 and ruled the country for seventeen years until he was replaced in a democratic election in 1990. His legacy is colored by extreme violence in the treatment of his political opponents. But Pinochet’s long tenure and relatively consistent economic policies allowed for an uninterrupted evolution from “la vía chilena al socialismo” (the Chilean Path to Socialism) to the free-market policies espoused by Milton Friedman and his young Chilean acolytes, the so-called “Chicago Boys.” Their economic plan was adopted by Pinochet in 1973 and, with important corrections, has formed the basis for Chile’s superior performance on most economic measures as compared with its Latin American peers. This generally accepted view is contested by some of Pinochet’s opponents, whose opinions are discussed in this thesis. After Harberger's second visit and the public announcement of Fried- man's intention to go to Chile as well, I wrote you a postscript on February 24, 1975. You will recall that in this open letter and postscript I began by reminis- cing about the genesis, during the mid-1950's, when I was your graduate student, of the "Chile program" in the Department of Economics at the University of Chicago, in which you trained the so-called "Chicago boys", who now inspire and execute the economic policy of the military Junta in Chile. I then went on to summarize the "rationale" of your and the Junta's policy by quoting Harberger's public declarations in Chile and by citing the Junta's official spokesmen and press.     Ding 1 Augusto Pinochet Interlake High School 19 June 2013 Chunyang Ding Word Count: 1867 Ding 2 Although General Augusto Pinochet is commonly seen by Americans as the stereotypical dictator, bent on dominating his country and killing innocent civilians without just cause, his actual rise and rule was ridiculed with holes in his power. Although he is hated today for his crimes against humanity, under him Chile became a powerful economy in South America, and he succeeded in accomplishing a peaceful transition to a democratic government once again. Chile before Pinochet had a republican government, but under the democratically elected Salvador Allende, the nation headed towards socialism. Allende, as part of the Unidad Popular party, had a distinct goal of manipulating companies and labor to approach the “Chilean way to Socialism” (Zapata 85). Through this type of manipulation, there was a marked increase in the number of strikes in the country, and as the Marxist government under Allende clashed with the traditionally strong labor movement within Chile, tensions arose. Eventually, this culminating in opposing political powers through their strength behind supporting strikes, such as the El Teniente copper strike, which was able to help discredit the Allende government (Zapata 94). This type of economic failure resulted in waves of unrest within the general population, as well as a growing politically unease throughout the area. Due to his economic policies, Allende was not particular popular within Chile, but he was just as hated within the United States. Although there were Chilean solidarity groups within the United States that supported the democratic socialism that Allende pursued, the United States media still continued to view Allende as a tyrant, with Newsweek publishing articles of “Chile under the Gun”, referring to Allende (Power 51).

    ABSTRACT THE GREAT CHILEAN RECOVERY: ASSIGNING RESPONSIBILITY FOR THE CHILEAN MIRACLE(S) September 11, 1973, a day etched in the memory of Chilean history, marked the abrupt end to the socialist government of Salvador Allende, via a military coup led by the General of the Army, Augusto Pinochet. Although condemned by many for what they consider the destruction of Chile’s democratic tradition, the administrative appointments made and decisions taken by Pinochet and his advisors established policies necessary for social changes and reversed economic downward trends, a phenomenon known as the “Chilean Miracle.” Pinochet, with the assistance of his economic advisors, known as the “Chicago Boys,” established Latin America's first neoliberal regime, emphasizing that a free-market, not the government, should regulate the economy. Examining the processes through which Pinochet formed his team of economic advisors, my research focuses on the transformations wrought by the Chicago Boys on the economic landscape of Chile. These changes have assured that twenty-four years after Pinochet’s rule, the Chilean economy remains a model for Latin American nations. The paper investigates the role played by Friedman’s interpretation of the Brazilian inflation in his 1967 formulation of the natural rate hypothesis and in his 1976 discussion of indexing and other institutional arrangements in the face of chronic inflation. It is argued that, as an empirical economist and in the absence of evidence from industrialized countries, Friedman found in the Brazilian 1964-66 stabilization episode significant support for his argument about inflation acceleration and a shifting Phillips curve. Friedman’s interest in the Brazilian inflationary economy prompted him to visit the country in 1973. The context and implications of Friedman’s Brazilian travel are also tackled in the paper, for the first time in the literature. Key words.     Privatization and business groups: Evidence from the Chicago Boys in Chile∗ Felipe Aldunate, Felipe Gonzalez,´ Mounu Prem, Francisco Urzua´ I.y Business groups are the predominant organizational structure in mod- ern Chile. This article tests the long-standing hypothesis that the privatization reform implemented by the “Chicago Boys” during the Pinochet regime facilitated the creation of new groups and hence the renovation of the country’s elites. Using new data we find that firms sold during this privatization later became part of new business groups, process aided by an economic crisis that debilitated traditional elites. Moreover, some firms were bought by Pinochet’s allies and were later used as providers of capital within groups. We conclude that privatizations can empower outsiders to replace business elites.
