KEY DEVELOPMENTS A. Introduction 1. The 11 Central Asia Regional Economic Cooperation (CAREC) countries continue to implement the CAREC Transport and Trade Facilitation Strategy 2020 (TTFS 2020), which aims to establish competitive corridors, facilitate the movement of goods and people though these corridors, and provide sustainable, safe, and user-friendly transport networks. 2. Priority infrastructure work focuses on the construction and upgrade of roads and rail lines along the six CAREC multimodal corridors connecting the mainly landlocked CAREC countries to wider regional and global networks. Appendix 1 shows the CAREC Multimodal Corridor Map, which was revised in 2017 to include Georgia, thus providing the corridor network with access to the Black Sea ports and the land border with Turkey. The implementation of physical investments (hard infrastructure) is supported by a set of complementary soft side initiatives under five pillars, namely (i) road safety, (ii) railways, (iii) road asset management, (iv) transport facilitation, and (v) aviation. B. Sector Implementation 3. This report covers progress made by the CAREC member countries in 2018 against the TTFS 2020 and subsequently the CAREC Transport Sector Work Plan 2018–2020. I t also covers progress achieved in the implementation of the two major subsector strategies: the CAREC railway strategy (Unlocking the Potential of Railways: A Railway Strategy for CAREC, 2017-2030) and the CAREC road safety strategy (Safely Connected: A Regional Road Safety Strategy for CAREC Countries, 2017-2030).

    “ ” Brief of the Event The Center for Global & Strategic Studies (CGSS) arranged an Interactive Session in collaboration with the Embassy of Turkmenistan on “Turkmenistan - Heart of the Great Silk Road". The aim and focus of the session was to highlight and provide an opportunity to the participants to understand the importance of Turkmenistan as a pivotal part of the ancient Silk Route. The session was chaired by Major General Hafiz Masroor Ahmed, (Retd) – Vice President Center for Global & Strategic Studies. The aim and focus of the session was to highlight the progress and development of Turkmenistan. “Turkmenistan – Heart of the Great Silk Road”, reflects the concept of modern development of the country, which is based on centuries-old historical experience, cultural traditions, rich spiritual heritage and human values. The Great Silk Road is considered to be one of the successful achievements of ancient civilizations. Turkmenistan pays special attention to the popularization of the phenomenon of the Great Silk Route as a factor, connecting the nations and cultures. 1 Turkmenistan - Heart of the Great Silk Road “Building new roads and railways, seaports and bridges, our motherland revives the Great Silk Route in the third millennium” –Gurbanguly Berdimuhamedov –President of Turkmenistan said in his New Year address to the nation. Turkmenistan has declared 2018 as the Silk Road year and is seeking to establish an extensive transport infrastructure. Turkmenistan was an important junction in the Silk Road -- an ancient trade route which connected Europe with Asia -- and the establishment of an extensive transport infrastructure was crucial in its development. Long-term national programs are being applied Turkmenistan, which aim to expand the current transportation network.

    UNLOCKING THE POTENTIAL OF RAILWAYS A Railway Strategy for CAREC, 2017-2030 About 25,000 kilometers of railway corridors connect countries within the Central Asia Regional Economic Cooperation (CAREC) region. CAREC countries export mostly to the European Union (33% of exports in 2015) and the People’s Republic of China (19%), but growing export-import activity is underserved. The rail network does not match changing trade patterns. Improved rail service quality is needed to facilitate regional cooperation. This publication provides a blueprint for sound, long-term development of CAREC railways into a quick, efficient, and accessible transport system. The 2017–2030 CAREC railway strategy intends to equip the region’s railways to better capture evolving trade flows and contribute to regional economic development by improving rail and multimodal infrastructure and commercializing and reforming railway activities. About the Central Asia Regional Economic Cooperation Program The CAREC Program is a practical, project-based, and results-oriented partnership that promotes and facilitates regional cooperation in transport, trade, energy, and other key sectors of mutual interest. CAREC has 11 member countries: Afghanistan, Azerbaijan, the People’s Republic of China, Georgia, Kazakhstan, the Kyrgyz Republic, Mongolia, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan. Six multilateral institutions support CAREC’s work: the Asian Development Bank (ADB), the European Bank for Reconstruction and Development, the International Monetary Fund, the Islamic Development Bank, the United Nations Development Programme, and the World Bank. Its centrality diminished during the colonial era, and in recent times, four decades of conflict have cemented Afghanistan’s status as peripheral rather than integral. For Afghanistan to be economically sustainable, it will need to regain its status as a hub. Several large-scale infrastructure projects, in varying degrees of development, are now aiming to achieve that – in particular, by making Afghanistan a conduit between energy-surplus countries in Central Asia and energy-deficit states in South Asia. • Among Afghanistan’s neighbours there is a re-emerging recognition that their own interests are better served by engaging with Afghanistan than by isolating it. However, there remains a widespread notion of ‘zero-sum connectivity’, whereby cooperation – exporting power, for instance – in one direction is seen to come at the expense of cooperation in another. In addition, there is some justification for viewing cooperation – relying on imports from a particular country, for example – as creating a vulnerability for the recipient rather than leading to a mutually beneficial relationship.
